2 Background o UN-Energy Project, within the EE cluster o GEE21 was launched at COP-14 Poznan in 2008 o The first collaborative outcome of GEE21 was the publication Financing Global Climate Change Mitigation at COP-15 Copenhagen in 2009 o A position paperon the Global Strategy for Energy Efficiency Market Formation was presented at COP- 16 Cancun in 2010 for an holistic approach to overcome barriers to energy efficiency market formation o NextstepatCOP-17 Durban?

3 Scaling-up Energy Efficiency o While the ultimate solution to climate change mitigationhas to come from the UNFCCC, the UNsystem has to act immediately to provide mechanisms for the immediate effective execution of the targets countries will agree o The biggest challengewill be the leveraging of the necessary investment needs for climate change mitigation o GEE21 aims to make a significant impactand lead UN effortstowards climate change mitigation and CO 2 emission abatement

4 GEE21 and SG s AGECC o o o The successful development of GEE21will also significantly contribute to one of the two Key Goals proposed by the Secretary General s Advisory Group on Energy and Climate Change(AGECC), which is calling by 2030 for: Ensure universal access to modern energy services. The global community should aim to provide access for the 2-3 billion people excluded from modern energy services Reduce global energy intensity by 40 per cent. Developed and developing countries alike need to build and strengthen their capacity to implement effective policies, market based mechanisms, business models, investment tools and regulations with regard to energy use.

5 An holistic approach to overcome barriers to EE o GEE21 aims at the formulation of a holistic approach to overcome barriersto energy efficiency marketformation o In light of this, the Global Strategy will take action in the following directions: 1) Compile a detailed inventory 2) Identify global, regional and country-specific barriers to EE market formation 3) Identify prospective projects 4) Finance concrete projects

6 GEE21: a new Development Account Project o UNECE applied for 8th Trancheof the UN Development Accountfunds to expand activities to increase capacities of other UN RCsto provide effective energy efficiency services; o UNECE with ESCAP, ESCWA, ECA, ECLAC, UNDESA within the framework of UN-Energy; o $ 1,250,000; o Three-year period

7 GEE21: a new Development Account Project o The Overall objective is: To strengthen capacities of developing countries and countries with economies in transition to attract investments in energy efficiency and renewable energy projects in the context of climate change mitigation and sustainable development.

8 DA Project: Accomplishments o Expected accomplishments A: Improved capacityof national project developers, energy experts and middle-level managers in developing countries and countries with economies in transition to develop energy efficiency and renewable energy sources investment projects in private and public sectors

9 DA Project: Accomplishments o Expected accomplishments B: Improved opportunitiesfor banks and commercial companies to invest in energy efficiency and renewable energy projects through the development of new financing mechanisms

10 DA Project: Activities related to Accomplishment B 1.Developing a global EE network; 2: Training of experts; 3: Drafting of Case Studies on experience of policy reforms; 4: Organization of policy seminars focusing on policy reforms for national and local policy makers in each region. 5: Adaptation and dissemination of Investment Project Development Standards, Standard Format and Software Applications developed under the UNECE-FEEI Project 6: Development of an Investment Project Pipeline Inventory.
