UNDERSTANDING THE LINKAGES BETWEEN NDCS AND SUSTAINABLE DEVELOPMENT GOALS David Waskow, World Resources Institute

CORE OBJECTIVES Build the narrative and evidence base for integration Starting point for countries to identify potential synergies between the pursuit of their NDC and SDG targets Optimizing implementation and finance Identification of new areas of action Aligned indicators/reporting Entry points for effective interventions across both agendas

SCOPE OF ALIGNMENT Identified climate actions from all 163 NDCs Identified potential alignment across all 169 SDG targets Classified alignment based on sector relevance and adaptation/mitigation

GLOBAL RESULTS: POTENTIAL ALIGNMENT WITH 154 TARGETS SDGS NUMBER OF SDG TARGETS FOR WHICH THERE WERE ALIGNED CLIMATE ACTIONS IN NDCS

ONLINE PLATFORM

EXAMPLES OF ALIGNMENT Increase renewable energy capacity Sustainably manage forests and ecosystems Expand sustainable transport system Enhance adaptive capacity Climate-resilient agricultural practices Integrated water resource management to insure water security Build climate resilient infrastructures

INDIA WRI Analysis

JAPAN WRI Analysis

ENERGY 140 NDCs contained climate actions relevant to energy which were also aligned with the achievement of 9 SDGs and 37 SDG targets 1 out of 7 Targets 2 out of 8 Targets 5 out of 12 Targets 4 out of 8 Targets 7 out of 11 Targets 3 out of 5 Targets 5 out of 5 Targets 7 out of 10 Targets 5 out of 18 Targets

ALIGNMENT WITH SDG 7 Strong alignment across targets for SDG 7 Infrastructure & technology for modern energy services Intl cooperation on R&D 7.b 7.a 63 out of 162 NDCs 35 out of 162 NDCs Double global improvement in energy efficiency out of 162 NDCs Increase global share of renewable energy out of 162 NDCs Universal access to modern energy services out of 162 NDCs 0% 50% 100

TARGET 7.2: GEOGRAPHIC ALIGNMENT OF NDCS

TARGET 7.3: GEOGRAPHIC ALIGNMENT OF NDCS

INDIA NDC: ALIGNMENT WITH TARGET 7.3 ON ENERGY EFFICIENCY Perform, Achieve and Trade (PAT) National Mission for Enhanced Energy Efficiency (NMEEE) Efficient lighting Standards and labeling programme for appliances Energy Conservation Building Code (ECBC) GRIHA (Green Rating for Integrated Habitat Assessment)

JAPAN NDC: ALIGNMENT WITH TARGET 7.3 ON ENERGY EFFICIENCY Energy efficiency and conservation process technology in chemical industry Introduction of high-efficient air conditioners Introduction of high performance boilers Introduction of energy efficiency and conservation farming machinery Promotion of compliance of energy saving standards for newly constructed buildings and remodeling Introduction of highly efficient light Energy efficiency in water sector

SDG 7: SYNERGIES AND TRADE-OFFS Synergies Trade-offs Fuso Nerini, et al. Mapping synergies and trade-offs between energy and the Sustainable Development Goals. Nature Energy, November 2017.

INDIA S 2017 SDG VOLUNTARY NATIONAL REVIEW: CLIMATE AND ENERGY International Solar Alliance (global partnership, SDG 17) Sustainable and climate-adaptive agriculture has been boosted by promoting organic farming and issuing of 62 million Soil Health Cards to farmers (SDG 2) Installed capacity in non-fossil-fuel sectors has grown by 51.3% and more than doubled in the renewable energy sector (SDG 9) National Investment and Manufacturing Zones with incentives for clean technology and buildings (SDG 9) Over 22 million families have been provided with Liquefied Petroleum Gas connections under the Pradhan Mantri Ujjwala Yojana; from to , households having access to clean fuel have increased from 25.5% to 43.8% (SDG 1)

JAPAN S 2017 SDG VOLUNTARY NATIONAL REVIEW: CLIMATE AND ENERGY National Priority 5: Energy Conservation, Renewable Energy, Climate Change Countermeasures, and Sound Material-Cycle Society (related SDGs: 7, 12, 13) Climate Change Adaptation Plan (set by the Cabinet in November 2015). Promote adaptation efforts by sharing climate risk information with local governments, private enterprises, and citizens through the Climate Change Adaptation Platform (A-PLAT) Plan for Global Warming Countermeasures (May 2016) Energy efficiency measures in the industrial, household and transportation sectors Fifth Science and Technology Basic Plan (formulated in January 2016, including climate change issues such as water, disease) Support for developing countries for the formulation of climate change adaptation plans and the assessments of climate change impacts, and for energy conservation and renewable energy measures

WHAT NEXT? Significant potential for alignment of NDCs and SDGs through integrated national implementation BUT we will need: o new ways to generate and share information, expertise and priorities o institutional innovation o clear mandates for decision-makers o national and international finance and investment to re-directed and aligned o tools for monitoring, reporting and review

SDG TARGET 13.2: BRINGING IT ALL TOGETHER 13.2 Integrate climate change measures into national policies, strategies, and planning
