3 Shanghai an industrialized megacity Shanghai is the nation s thriving economic heart. It borders the East China Sea to the east and is next to Jiangsu Province and Zhejiang Province to the west. With just 0.06% of the nation s land area, it contributes 3.7% of China s GDP. Shanghai has a full category of industries, including steel manufacturing, petrochemical, fine chemical, ship building, automobile manufacturing, microelectronic industry, equipment manufacturing, etc. China Mainland Shanghai Year: 2014 Area: 6,340 km 2 Population: about 24 million GDP: 2356 billion

8 Shanghai Clean Air Action Plan ( ) Energy Mix Optimization and Pollution Control on Coal-fired Sources energy structure adjustment: negative growth of coal consumption till 2017; more imported natural gas and power; development of renewable energy; clean energy replacement in boilers and furnaces: about 2500 boilers and 300 furnaces fuelled with coal or heavy oil shall be replaced with clean energy or shut down. upgrade pollution control on coal-fired and gas-fired facilities: all the existing coal-fired facilities shall complete their FGD, denitrification, dedusting projects and upgrading renovation as well. Industrial Structure Adjustment and Industrial Pollution Control optimize spatial distribution tighten market access mechanism relating to environmental protection and energy conservation enhance industrial restructuring: Till 2017, the accumulated amount of industrial structure adjustment shall reach around VOCs control in industries: collection and cleansing of VOCs in steel and petrochemical companies, shipbuilding base and auto manufacturers, LDAR in key enterprises, control of total emission quantity, local emission standards, pollution charge, subsidy policy other industrial pollution emission reduction: Storage yards on raw materials and wastes in power plants and iron and steel industry shall be rectified. clean production and ecological industry development

12 Challenges of Secondary Pollutants In 2015, the annual average of PM 2.5 was 53 ug/m 3, exceeding the national standard by about 50%. The attainment rate of ozone 8h moving averages keeps decreasing during the last decade. It is still a long way to reach attainment of the National Ambient Air Quality Standards.

14 Summary Since 1980s, efforts were made to control stationary source emissions in Shanghai, including end treatment in power plants, clean energy replacement for boilers and furnaces, and industrial structure adjustment. With the continuous air pollution control and prevention, the air quality has been steadily improved, especially for sulfur dioxide (SO 2 ) and coarse particle. However, the air quality is still not satisfactory, compared to the National Ambient Air Quality Standards. Considering the characteristics of the air quality, NOx and VOCs are two key factors to the further improvement of air quality in the future. Therefore, we have drawn up more control measures to reduce NOx and VOCs emissions in the 13 th five-year air pollution prevention and control plan.
