7 Historic DOE shipping campaigns served as conduits for the methods currently employed by SSEB s committees to address radioactive materials, emergency response, and transportation planning issues in the South: Low Specific Activity Nitric Acid Shipments (1995) Cesium Capsule Shipping Campaign (1996)

11 Foreign Research Reactor Spent Nuclear Fuel Transportation Working Group and Cross-Country Transportation Working Group History SSEB became involved with the campaign during the Urgent-Relief Acceptance of FRRSNF in North Carolina, South Carolina, Georgia, and Florida were participatory states. DOE s National Nuclear Security Administration is the lead federal agency for the project. Duration 23 year shipping campaign ( ) under which the United States would accept up to 19.2 metric tons of spent nuclear fuel from research reactors in 31 countries. Transportation Protocols 3-4 shipments per year, the majority entering the U.S. via the Joint Base Charleston - Naval Weapons Station / several cross-country shipments from SRS to INL / ongoing Canadian campaign to SRS Routing experiences of the committees were relayed to the National Academy of Sciences Nuclear and Radiation Studies Board and referenced in their publication entitled Going The Distance? The Safe Transport of Spent Nuclear Fuel and High- Level Radioactive Waste in the United States.

14 Transuranic Waste Transportation Working Group Purpose: Work with DOE-Carlsbad Field Office to identify, prioritize, and resolve regional issues related to the transportation of transuranic waste within the region. Methodology: SSEB issues subgrants annually in the amount of $1.2 million to the states along the initial shipping corridor. This funding supports: Equipment purchases; Emergency response preparedness activities; Public outreach programs; and Other planning activities in each state.

27 Southern Emergency Response Council SSEB created the Southern Emergency Response Council (SERC) in 1972 to formalize an emergency response agreement for the southern region to respond to a radiological incident. SERC is comprised of representatives from the majority of SSEB member states. The mutual aid agreement for radiological assistance is implemented through the Southern Mutual Radiation Assistance Plan (SMRAP). As the Secretariat, SSEB partakes in regional nuclear power plant exercises to invoke SMRAP.
