2 PC1- Championship for energy saving in public buildings Results related to the goals Reduction of energy and water consumption in public buildings (17 schools in 2013, 13 cultural centers in 2014). Awareness of users and public workers on energy saving, EE actions and application of good practices to improve public management. Removed obstacles Little information about energy consumption of buildings (ENERGY as the great unknown dimension of the buildings); if you don t know WHAT and WHY, you have no reasons to CHANGE. Energy diagnosy of 17 schools. Identifying and reparation of energy and water leaks. Application of technologic and non technologic measures: training, awareness campaing, good practices on energy saving guide and other materials. Podgorica, 3-5 December

4 PC1- Championship for energy saving in public buildings Concrete results in 13 cultural centers Creation of 3 working groups with 40 participants (public workers) and 70 training sessions done. Energy diagnosy of 13 cultural centers. Identifying and reparation of energy and water leaks. NEW: development of a program for each center with investment actions(quantified and ROI) and actions withouth investment. Kind of actions: improvement of public procurement of suppliers; climatització; indoor lightingand electrical equipment; ventilation; water installation; control system of function; monitoring of consumption, etc. From the results of awareness campaing applica7on during November 2014 (pending of analysis), and the comparison with the consump7ons of the same period during 2013 will can obtain the average of energy and water savings by center. Creation of a new job in Granollers city council: ENERGY MANAGER, to coordinate energy accountancy, smart metering and to propose and implement energy efficient solutions in public buildings. 12 PC3- Technical and economic feasibility study on the installation of trigeneration in the form of selfconsumption and provision of energy services to Granollers Results related to the goals To know the feasibility to do a future investment oriented to selfconsumption in the Roca Umbert complex; the results of pilot study could contribute to process of decision making about the measures to save a 10 % of the cost of electricity in Granollers, in the future. Removed obstacles UNCERTAINTY about the regulatory spanish framework on the energy selfconsumption and the almost zero consumption of existing buildings Concrete results Pending to develop and finishing the pilot case. This PC is delayed to the first 3 months of 2015 because of the lack of 7me to coordinate it by technicians assigned to GPs in Granollers City Council. The procurement of a external company to do the studies is done and only is remaining to develop it. 3 months are enough and to it. Podgorica, 3-5 December

13 PC3- Technical and economic feasibility study on the installation of trigeneration in the form of selfconsumption and provision of energy services to Granollers Impact of pilot project implementation Pending to develop and finishing the pilot case, but potentials: Availability of information about this equipment (Roca Umbert cultural complex), that will serve to know the feasibility to do a future investment oriented to selfconsumption on it. Contribution to process decision making about the measures to save a 10 % of the cost of electricity in Granollers, in the future. Knowledge about the feasibility of application of trigeneration technology to produce electricity and energy for climatization in order to reduce the consumption of primary energy from non renewable sources. 14 Next steps JANUARY-MARCH Finishing the development of PC-3 2. Granollers Energy Strategy on municipal facilities Analysis and forecasting of activities and EE savings in municipal buildings during the period , based on the results obtained in the development of energy-saving programs and campaigns to sports facilities (2012), teachers (2013) and cultural (2014). Commitment to improve the actions taken to date in terms of energy saving and efficiency in relation to the following action lines and topics: Analysis, proposal and implementa:on of energy saving and EE measures Technical edi:ng of the Energy Strategy Publica:on, development and extension to municipal buildings WHOLE Monitoring and tracking the evolution of savings Podgorica, 3-5 December

16 Future actions 1. Improvement of indoor lighting of 2 public libraries In the frame of SERPENTE project (INTERREG IVC program) on energy efficiency in public buildings, promoted by Barcelona Provincial Council. Granollers City Council it has been collaborating until now on the definition of Action Plan on energy saving in public facilities, and during 2015 will can obtain funding from Barcelona Provincial Council to implement solutions to improve the indoor lighting in two libraries of the city. Both public facilities are high electricity consumers, over the expected ratios (Kwh/m2) by climate zone. The energy audits done in this 2 libraries explain that the main factor causing the electricity consumption is the use of indoor lighting withouth any kind of monitoritng system or the consideration of use of natural light, when is possible. 17 Future actions 2. Keep up the collaboration with Catalan Strategy for Energy Renovation of Buildings Granollers City Council is member of the Forum of entities what are pushing up the Catalan Strategy for Energy Renovation of Buildings". During Granollers has participated in some actions as the energy characterization of public buildings and the specific training of public workers on energy management of buildings. During 2015 Granollers City Council will be include its experience with Energy saving championships and awareness campaings as a "tractor project" of this Strategy. A "tractor project" is a project that creates methodology on how to implement and develop a group of actions and obtaining results, in a sense that allows to replicate these or similar actions, in other cities, regions or territories to obtain similar results. Till today, there have been included other 13 tractor projects in this "Strategy", that are being developed. 18 Future actions 3. 50/50 Program focused on schools To create and approve a program on energy saving in schools of municipality using the Euronet 50/50 max project methodology. First, implying public schools, where it has been developed PC1 in the frame of GPs project, and after extending the methodology and the potential benefits to other schools: public of higher education, private. As we have seen by the implementation of PC1 in 17 schools of Granollers, educational community is a active and the actions on it have a multiplying effect to the whole society. Integration of adaptation actions to climate change, in the frame of Mayors Adapt EU initiative On 29th July 2014, Granollers City Council approved to join Mayors Adapt ini:a:ve of DG for Climate Ac:on of EC, in the framework of "Covenant of Mayors. Adhering to Mayors Adapt" specifies how the city of Granollers expect to answer to the effects of climate change: by integra7ng climate change adapta7on in exis7ng plans as SEAP. Main mo:va:on for taking adapta:on ac:on? "Improve the prepara7on of the City of Granollers and its resilience to climate change". Resilience, understood as the ability to respond to the poten7al adverse effects of climate change in Granollers (droughts, water scarcity, increasing of temperatures, forest fires, etc.).
