4 PROJECT OBJECTIVES The Main objective is to enable Sahab Municipality in Jordan to be a pilot for the local authorities in ENPI South partner countries to address local sustainable development challenges related to energy. This will be achieved through the following: Develop a local Energy Efficiency & Renewable Energy Plan for Sahab Municipality. Promote and implement energy efficiency, energy savings & renewable energy measures at Sahab Municipality buildings and Introduce energy efficient technologies Build capacities of employees of Sahab Municipality in the field of sustainable energy & public awareness of the general public and relevant stakeholders. Enable Sahab to become a model Municipality through joining the Convention of Mayors and through implementing energy efficiency demonstration pilots.

18 Project s Main Objective The overall goal of the proposed project is to Strengthen regional cooperation within the MENA region through implementing the NEXUS approach (energy/water/food) integrated with renewable energy technologies at the municipality level, to mitigate climate change impacts and combat poverty.

20 Project s Specific Objectives Objective (1): Build the municipality s resilience to climate change through adopting renewable energy resources (RER) and energy efficiency (EE) applications, water management techniques and food security approaches. Objective (2): Strengthen institutional capacities of the relevant governmental authorities involved in the project, through promoting policy dialogues and implementing different capacity-building programs. Objective (3): Promote inter-municipal regional cooperation to enhance good governance, and equitably dealing with the needs and human rights especially for refugee s surviving in and around municipalities. Objective (4): Reinforce the role of women, youth and marginalized groups in developing and implementing NEXUS approach. Objective (5): Develop a MENA dialogue platform focusing on knowledge share, education and lesson learned at national, regional policy levels.

22 Project Components Component one: Situational Analyses and Needs Assessment Overall Goal: Identify specific political, technical and human needs and opportunities related to renewable energy, energy efficiency, safe water management and food security for each Municipality. Key Activities: Conduct Need Assessment on the four selected municipalities. Conduct an analysis of the existing policies and regulations. Conduct a comprehensive capacity assessment Carry out assessment on water & energy consumption Investigate new and modern agricultural technologies that consume less water and energy

23 Conduct a socio-economic analysis of the four selected municipalities with a major focus on the role and capacity of women in the Development Sector design programs that suit their needs. Identify the requirements for the selected municipalities to join the Covenant of Mayors Carry out assessment on gender equality to use it as input for developing a gender-mainstreaming strategy in the selected municipalities involving relevant stakeholders to enhance the role of women in sustainable development.

24 Component Two: Communication and Networking at local and regional levels Overall Goal: Enhance the political, technical, and human capacities to educate, communicate, and network energy, water, and food sustainability issues both locally and regionally Key Activities: Establish regional learning online platform for policy dialogue involving the main project partners and beneficiaries to discuss project outcomes and debate issues concerning sustainable development in the MENA region. Initiate a project website that should be linked to the online platform that includes the project activities of each Municipality, results, best practices and lessons learned. Project achievements through NERC website and through social media. Organize bi-annual meetings between the involved local stakeholders and the regional relevant actors

25 Set up the local planning governance structure Establish a Green Club in three schools for each of the targeted municipalities and following-up its function. Organize 3 exchange visits between the three countries. The first visit will take place in Jordan during the second year, while the second visit will take place in Lebanon during the third year and the third visit will take place in Tunisia during the first half the fourth year. Establish regular policy dialogue (one each year after year one) between the trained groups at regional level to discuss policy and business related activities and develop policy recommendations

26 Component Three: Implementation and Capacity Building Overall Goal: Build local and inter-municipal, regional capacities in energy, water and food sustainability, especially for women, youth and other marginalized groups, through awareness, education, onthe-job training and implementation support for identified sustainability projects, including women's NGOs and entrepreneurial enterprises. Key Activities: Design and implement technical capacity building programs, including Training of the Trainers (ToT), for the relevant stakeholders involved in MINARET project. Conduct awareness raising campaign to promote MINARET s goals and Sustainable Development principles in the four selected Municipalities. The campaigns aim to target and include most vulnerable and marginalized sectors of the society such as refugees, women and young people to foster their integration. Implementation of pilot projects for renewable energy & energy efficiency and water savings in the four selected Municipalities.

27 Support small initiatives for women NGOs that use natural resources to generate economic, social and environmental benefits, to enhance women's role in the sustainable development process. Development of Sustainable Energy Action Plans (SEAP) for each of the selected Municipalities for the next (10) years. Develop toolkit on renewable energy, energy use efficiency and water management.

28 Component Four: Dissemination of results, best practices and lessons learned of the project Overall Goal: Report, document and share best sustainability practices and lessons learned, at the local community, country and interregional levels, to foster dialogue and ongoing implementation of program results in communities throughout the Region Key Activities: Develop and publish a Report that documents and consolidate the results of the different project accomplished components, analysis, studies, policies and best practices to be a road map for other municipalities in the MENA region to improve the current situation. Organize two awareness workshops in each country (total 6 workshops) to promote the project s achievements for new actors and raise the public awareness on the topic of sustainable development.

29 Organize annual learning workshops that involve only the project partners and relevant stakeholders from the three countries. Organize two regional conferences that include actors from different countries, to disseminate the results of the project and to draw the attention to the scientific community. Organize a final event that will be structured as a two day conference to be held in Amman, where the project results will be presented.
