2 The intent of this policy is to reduce the exposure of building occupants and maintenance personnel to potentially hazardous chemical, biological, and particle contaminants which adversely impact air quality, health, building finishes, building systems, and the environment. Which building operations are affected? This policy affects the following building vendors: CLEANING SERVICES VENDOR This policy applies to the following facility cleaning processes and operations: Sustainable cleaning systems Sustainable cleaning products Chemical concentrates and dilution systems Maintenance personnel training High performance floor maintenance protocol Hand soap protocols IAQ compliant equipment What are the goals? Cleaning is performed in order to: Maintain a healthy indoor environment for all occupants Maintain a clean facility and consequently increase the lifetime of the facility, fixtures and systems as well as maintaining the value of same. Coordinate cleaning with other basic environmental management strategies: Control pollution and waste by reducing the amount of consumables Limit indoor-polluting activities Ventilate buildings to reduce indoor contaminants Design facilities and ventilation systems to optimize indoor air quality Follow fundamental environmental protection guidelines: Prioritize worker and occupant safety Establish that the primary reason to clean is the preservation of health, secondary reason is building appearance Clean to maximize the extraction of pollutants (particles, gas, and biopollutants) from the building environment Minimize chemical, particle, and moisture residues Minimize human exposure to pollutants with safe handling and storage practices Clean to improve the total environment Proper disposal of janitorial waste Green Cleaning Policy 2

3 Protect Vulnerable Building Occupants: Clean during times of day with low building occupancy to avoid chemical exposure to vulnerable building occupants Use minimally invasive cleaning chemicals that will have little to no harm on the indoor air quality (e.g., contain low to no VOCs, no harsh odors) Train building custodians on how to properly use and store cleaning chemicals and to use only the minimum required amount of cleaning chemicals Use cleaning equipment that has a maximum dba value of 70 to reduce noise pollution inside the building Sustainable Cleaning Systems To keep all logs and documents up to date continuously to ensure best practices are in place. Sustainable Cleaning Products The building owner and its cleaning vendor aim to have sustainable cleaning products make up 90% of total cleaning product purchases for each purchasing period. Chemical Concentrates and Dilution Systems To constantly seek ways to implement portion-controlled, closed dilution systems in place of the alternative in hopes of increasing efficiency and consistency and decreasing waste and the risk of unwanted chemical mishaps. Maintenance Personnel Training To have key maintenance personnel receive a minimum of two hours of training every six months. High Performance Floor Maintenance Protocol Selection of flooring used in the facility, whether a new installation or replacement, should reflect all potential environmental impacts over the full life of the floor system, including raw material extraction practices, maintenance requirements, overall useful life, hygiene, appearance, and safety attributes, and eventual disposal. A scoring system will be used to develop and evaluate alternatives, including consideration of total cost of ownership. The selection of flooring materials and their maintenance will take in mind the full life cycle impacts to ensure the most sustainable floor system is being offered. Resilient tile and hard flooring coating systems, including floor finishes and restoration products, should be slip resistant (as defined by ASTM Std D-2047). Additionally the flooring systems will be highly durable in order to maintain an acceptable level of protection and appearance for a minimum of one year before stripping/removal and re-coating is necessary. 4 To increase the increase the floor life, the following protocol will be followed: The traffic pattern of the floor will be analyzed The floor finish product and maintenance regime will be matched to produce the required appearance while minimizing the maintenance and prolonging the useful life prior to stripping An initial base of floor finish will be thick enough to be maintained (buffed, burnished, or scrubbed, etc.) for a minimum of one year A strategy of finish protection will be decided once the coat is applied. The strategy will address grit and fine particles A thorough interim floor maintenance program will be implemented between stripping All floor maintenance projects will be documented. Hand Soap Protocol: To encourage the building occupants to exercise proper hand hygiene, signs promoting hand washing are placed in the bathrooms. In addition, hands-free, alcohol-based, waterless hand sanitizers are equipped throughout the building for use by building occupants. IAQ Compliant Equipment: A log has been kept for all powered housekeeping equipment to document the date of equipment purchase and all repair and maintenance activities and includes vendor cut sheets for each type of equipment in use in the log book. The goal of the program is to have 100% of the Base Building and Common areas as well as tenant areas converted to the Green Cleaning program. What is required from us? The performance of the above mentioned items will be measured in the following manner: Sustainable Cleaning Systems: The following documents and logs are on file and updated on a continuous basis: Fire safety, health, and environmental code compliance records Log of chemicals in use and in inventory MSDS records for all cleaning products to be on site and located in chemical storage area Training materials from suppliers concerning hazardous materials Floor maintenance log Maintenance personnel training records Sustainable Cleaning Products: Logs of all cleaning products are on file and updated on a continuous basis. The sustainable cleaning products purchased for use in this facility will meet one or more of the following standards for the appropriate product category: Green Cleaning Policy 4

5 Green Seal GS-37 for General Purpose, bathroom, glass, and carpet cleaners used for industrial and institutional purposes Environmental Choice CCD-110 for Cleaning and Degreasing Compounds Environmental Choice CCD-146 for Hard Surface Cleaners Environmental Choice CCD-148 for Carpet and Upholstery Care If the above standards are not applicable for a specific product category, products shall meet one or more of the following programs for the appropriate product category: Green Seal GS-40 for Industrial and Institutional Floor-Care Products Environmental Choice CCD-112 for Digestion additives for Cleaning and Odor Control Environmental Choice CCD-113 for Drain or Grease Trap Additives Environmental Choice CCD-115 for Odor Control Additives Environmental Choice CCD-147 for Hard Floor Care California Code of Regulations maximum allowable VOC levels for the specific product category Disposable janitorial paper products and trash bags shall meet the minimum requirements of one or more of the following programs for the applicable product category: for Janitorial and Plastic Trash Can Liners Green Seal GS-09 for Towels and Napkins Green Seal GS-01 for Tissue Environmental Choice CCD-082 for Toilet Tissue Environmental Choice CCD-086 for Hand Towels Janitorial paper products derived from rapidly renewable resources or made from treefree fibers Chemical Concentrates and Dilution Systems: When available, chemical concentrates dispensed from portion-controlled, closed dilution systems should be used as alternatives to open dilution systems or non-concentrated products. All opportunities to do this will be documented. Maintenance Personnel Training: Key cleaning and maintenance personnel must be properly trained in the use, maintenance, and disposal of cleaning chemicals, dispensing equipment, and packaging. Logs will be kept on file that will show the employee name, the name of the course, the date and duration. Signage regarding the safe-handling, storage, and disposal of cleaning chemicals and products is permanently posted in a highly visible area of the cleaning equipment storage center. High Performance Floor Maintenance Protocol: For all floors in the building, the following protocol will be used: Resilient tile and hard flooring coating systems, including floor finishes and restoration products, will be slip resistant (as defined by ASTM Std D-2047). 6 The floor finish product and maintenance regime will be matched to produce the required appearance while minimizing the maintenance and prolonging the useful life prior to stripping Strip and wax every six months and buff between stripping as needed. All floor maintenance projects will be documented. Hand Soap Protocol: Logs of all hand cleaning products are on file and updated on a continuous basis. Hand soaps shall meet one or more of the following: Shall not contain antimicrobial agents (other than as a preservative system), except where required by health codes and other regulations (i.e., food service and health care requirements) Green Seal GS-41 for Industrial and Institutional Hand Cleaners Environmental Choice CCD-104 for Hand Cleaners/Hand Soaps IAQ (Indoor Air Quality) Compliant Equipment: A program for the use of janitorial equipment that maximizes effective reduction of building contaminants with minimum environmental impact is in place. The cleaning program shall require the following: Vacuum cleaners certified by Carpet & Rug Institute Green Label testing program and must operate less than 70dBA Carpet extraction equipment used for deep cleaning certified by Carpet & Rug Institute s Seal of Approval Testing Program for Certified Deep Cleaning Extractors Powered floor maintenance equipment including electric and battery powered floor buffers and burnishes are equipped with vacuums, guard and/or other devices for capturing fine particulates and operate below 70dBA Propane-powered floor equipment has high-efficiency, low-emissions engines with catalytic converter/muffler which meet the CARB/EPA standards for the specific engine size and operate with a sound level less than 90dBA Automated scrubbing machines are equipped with environmentally preferable gel batteries and will be equipped with variable-speed feed pumps to optimize the use of cleaning fluids. Powered equipment is ergonomically designed to reduce minimize vibration, noise and user fatigue Equipment is designed to reduce potential damage to building surfaces by using safeguards, such as rollers or rubber bumpers Where appropriate, active micro fiber technology be used to reduce cleaning chemical consumption and prolong life of disposable scrubbing pads. Specifications for all janitorial equipment will be kept on file and updated continuously. Green Cleaning Policy 6

7 Green Cleaning Chemical Storage and Handling Procedures: When cleaning and sanitizing products are stored or used improperly, the results can be dangerous. Damage to equipment, workplace injuries, food borne illness and accidental poisoning can all result from improper storage and handling of chemicals. Cleaning personnel can protect the tenants of the building, themselves and fellow employees from risk by choosing the only chemicals that are approved for their establishment and choosing products that are Green Seal Certified, as well as properly storing and handling cleaning chemicals. Guidelines for storing chemicals include: Storing chemicals in their original containers with a legible label from the manufacturer Try to eliminate keeping half stocked items in storage, only use what is required If using working containers for storing chemicals they should be clearly marked and individually identified with the name of the chemical or product, the name and address of the manufacturer and the potential hazard of the chemical Storing chemicals away from food and food prep areas Guidelines for measuring and diluting concentrated cleaning products: Use appropriate personal protective equipment when mixing concentrated cleaning products Follow manufacturers dilution directions. Do not under or over-dilute concentrated cleaning products Ensure to read, and full understand direction supplied by the manufacturer on using the dispensing system these instructions can be found at all mixing dilution stations Make sure that the spray bottles (secondary containers) have appropriate labels identifying the product that is inside Never mix different cleaning products together some cleaning chemicals can react when mixed to give off dangerous by-products If using manual dilution at cleaning closet stations, use a measuring cup or pump Follow same instructions as above for health and safety Handling Spills: In the event of a chemical spill, the individual(s) who caused the spill is responsible for prompt and proper clean-up. Improper clean-up of a chemical spill may result in injury, illness, fire, a release to the environment, or property damage. Before beginning work with chemicals, one should be sure that he or she has adequate training for cleaning up small spills, and that the appropriate types and amounts of spill clean-up materials and personal protective equipment are immediately available. Setup safety pylons to ensure the safety of others, and to avoid slips and further incident Use absorbent materials to clean up the spill immediately. Wash the spilled area with warm water and approved Green Seal cleaning product for the applicable surface Green Cleaning Policy 7

8 Ensure area has completely dried before removing safety pylons and occupant travel can resume How will the program work? Keep all logs of equipment use and inventory updated on a continuous basis Make sure all documents are up to date for all new training, code compliances, new equipment and chemical purchases If a building occupant has a complaint or wants to provide feedback regarding building cleanliness, a facilities hotline is provided which generates a work request that is given to the cleaning supervisor who proceeds to take the appropriate steps to address the situation At least 60% (by cost) of all cleaning materials and products will meet the requirements outlined in this policy. These items include: Cleaning agents Disinfectants Janitorial paper towels and trash bags Hand soaps At least 20% (by quantity) of the cleaning equipment met the requirements listed in this plan when it was put in place. Moving forward, building management will aim to purchase only cleaning equipment that meets the requirements of this policy. Custodial Service Vendor will maintain hours of training for all employees to show they meet the employee education requirements of the policy. What are some compliant products? 11 *Annual training for our maintenance personnel includes: proper handling of hazardous material; maintenance; disposal and recycling of cleaning chemicals; dispensing equipment; and packaging. What are our LEED responsibilities? As required with Green Cleaning Policy, certain actions and purchases will be required to be tracked. Complying with all above requirements will help the building earn one (1) LEED point. The following will need to be maintained on a monthly basis: Cleaning Products or Materials Purchases (IEQc3.3) Who is responsible for policy implementation? The Facility Manager, in conjunction with the green cleaning vendor will ensure that the following procedure and strategies are implemented in the facility to ensure that the policy is being met and that information regarding IAQ complaints will be conveyed to the cleaning manager accordingly. The facility manager will also ensure that upon vendor contract renewal that the vendor s contract is inclusive of all the policy requirements listed above. When does the policy go into effect?
