2 1 1. INTRODUCTION 1.1 My full name is Andrew James Emil Hall. I am a Chartered Professional Engineer and a Director of Davie Lovell-Smith Ltd, an engineering firm based in Christchurch. Qualifications and experience 1.2 I hold a Bachelor of Surveying from Otago University and a Bachelor of Engineering (Honours 1 st Class) from Coventry University (UK). I am also a member of New Zealand Institute of Surveyors (NZIS) and the Institute of Professional Engineers (IPENZ). I am a Chartered Professional Engineer. 1.3 My area of expertise is consulting in civil engineering related to the development of land. I have 25 years experience in this field including 12 years experience in Christchurch. 1.4 I am currently involved as a consultant in the development of over 5000 residential sites in Canterbury and over 300ha of industrial land. This includes the Fulton Hogan Land Development s developments n Halswell known as Longhurst and Knights Stream Park. 1.5 I confirm that I have read and agreed to comply with Code of Conduct for Expert Witnesses (Environment Court Practice Note 2014). This evidence is within my area of expertise except where I state that I am relying on facts or information provided by another person. I have not omitted to consider material facts known to me that might alter or detract from the opinions that I express. 2. SCOPE OF EVIDENCE 2.1 I am the Engineer to the Contract for the Longhurst and Knight Stream Park Developments. I am responsible for the design of the infrastructure of these developments. Longhurst and Knights Stream Park are fully serviced and this includes for the area west of the waterway yet to be completed on the Fulton Hogan Land Development land.

3 2 2.2 My evidence will address: (a) (b) (c) (d) (e) (f) Stormwater Wastewater Water Supply Earthworks Roading Power/Telecommunications 2.3 It should be noted that the Longhurst and Knights Stream Park developments (the Land) are essentially constructed and all servicing of the sites is operational. 3. STORMWATER 3.1 Stormwater deriving from the land still to be developed will be collected and piped to existing adjacent infrastructure. This downstream infrastructure has been designed to accommodate these flows. 3.2 The flows will be directed to the Knights Stream Park treatment and detention basins. These basins have been designed and constructed to accommodate the stormwater form the application area. 3.3 The basin discharges to Knights Stream. The discharge is permitted under Environment Canterbury Consent CRC This consent is a Global Consent owned by the Christchurch City Council. The area to be completed is included inside the boundaries of this consent. To date we have applied to CCC for permission to use their consent at the time of the subdivision application process. To date all previous stages have been permitted and I see no reason why this remaining area located to the west of Knights Stream better identified within Mr Dewe s evidence would be treated any differently. 3.4 Flow into the upper reaches of Knights Stream was historically realigned around the boundary edge of the FHLD land to allow for the cultivation of the stream bed. The remnants of the old stream bed still exist and have been reshaped and enhanced along the original

4 3 alignment. Discussions are underway with NZTA and Council to see if it is possible to reinstate some water flow to this alignment. 3.5 Secondary flows will be directed to the street network and Knights Stream. 4. WASTEWATER 4.1 The wastewater from the area west of the waterway (Knights Stream) will drain to existing infrastructure constructed in previous stages. The existing infrastructure has been designed to accommodate the flows for area to be completed. 4.2 The flow from the site drains to Pump Station 115, where it is pumped to Christchurch. Flows from the area to the west of the waterway has been included in the strategic modelling of the downstream sewer capacities. 5. WATER SUPPLY 5.1 The water supply to the area west of will be fed from the infrastructure constructed in the previous stages of Knights Stream Park. 5.2 The original modelling of the project included for this area and as such the network pipe sizing in the greater development can accommodate the demands of servicing the area to be completed. 5.3 The development will comply with SNZ PAS 4509:2008 New Zealand Fire Service Fire Fighting Water Supplies Code of Practice. 6. EARTHWORKS 6.1 Bulk earthworks for the area to the west of knights stream has been completed to NZS4431: ROADING 7.1 The road network proposed for the area west of knights stream area is a continuation of the existing street s designed and constructed in previous stages of Knights Stream Park. 7.2 The north-west boundary of the application area has been designated by the New Zealand Transport Authority as an alternative access route to John Paterson Dr. This access route has become necessary due to

5 4 the formation of the Southern Motorway. FHLD has engaged in a collaborative process with NZTA to ensure that this new route is coordinated with the Knights Stream Park Development and the collector route that runs through the development connects with the NZTA designs. 8. POWER & TELECOMMUNICATIONS 8.1 Power and Telecommunications can be provided from the extension of services in the existing stages of Knights Stream Park. The existing infrastructure has been planned and constructed to allow the demands of this proposal. 9. CONSTRUCTION TO COMPLETION OF WORKS 9.1 The remaining construction will entail the works to install the drainage, roading, water supply and services. 9.2 The works will be undertaken in compliance with the New Zealand Standards relating to construction notice and within the hours stipulated by the Council. 10. CONCLUSION 10.1 All infrastructure proposed to be installed in this area west of Knights Stream will connect to existing infrastructure in the adjacent Knights Stream Park development. The servicing of this area has been fully included in the strategic planning, design and construction of Knights Stream Park and Longhurst developments All infrastructure will be designed and constructed to Council or Utility Company standards The roading proposed, will be fully integrated into the NZTA designated routes connecting to the Southern Motorway.
