Mitigation results and achievements Mainstreaming climate to other policy areas through cooperation with PA Energy, PA Secure, PA Transport, PA Culture and BDF 1st Stakeholders Seminar Energy Dialogue: Financing Energy Efficiency , Stockholm 2nd Stakeholders seminar Financing the Future of Energy Efficiency , Riga Seminar: Culture as a driving force for sustainability HA Climate & PA Culture

Mitigation - results and achievements Public-private dialogue on Energy Savings and Conservation(ESCO) and Energy Performance Contracting (EPC) services market for SME-s in Baltic States Network of public and business stakeholders for sharing knowledge and experience on implementation of Energy Performance of Buildings Directive Increased knowledge for mobilisation of funds for energy efficiency projects and on new financial instruments

Mitigation All the BSR EU Member States are in track on implementing EU 2020 climate and energy goals EU Member State Reduction of GHG emissions by 2015 compared to 1990 level, % Share of renevable energy from total energy consumption in 2015, % Denmark Estonia Finland Germany Latvia Lithuania Poland Sweden

Reduction of climate effects and use of non Renewable resources Bioeconomy development by optimising use of biomass waste and residues Total budget: , Duration: 3 years

0 6 / 0 9 / The most critical SDGs for the BSR countries Overview Slide Denmark Estonia Finland Germany Iceland Latvia Lithuania Norway Poland Russia Sweden Scale Green Yellow Orange Red Takeaways Results show ambitious nature of SDGs Others with discrepancy of results across BSR Some SDGs challenging across all countries Decisive action needed across almost all SDGs CBSS EGSD Report Baltic 2030: Bumps on the Road How the Baltic Sea States are performing on the SDGs, by Nordic Sustainability, April 2018.

Revision of the EUSBSR Action Plan Revision starts in Autumn 2018 Spatial Foresight report EUSBSR After 2030: Governance remastered integration of the global priorities and challenges (UN SDGs, Paris Climate Agreement) into the EUSBSR objectives&pas 19

Linking EU climate objectives post 2020 MFF and revision of the EUSBSR AP EC proposal on EU budget: Regional Development and Cohesion Policy beyond 2020 (29 May 2018) Reflecting the importance of tackling climate change & the EU commitments to implement the Paris Agreement and the UN SDGs, the Funds will contribute to mainstream climate actions and to the achievement of an overall target of 25 % of the EU budget expenditure supporting climate objectives. Operations under the ERDF are expected to contribute 30 % of the overall financial envelope of the ERDF to climate objectives. Operations under the Cohesion Fund are expected to contribute 37% of the overall financial envelope of the Cohesion Fund to climate objectives. Thematic consentration of the ERDF support on 'a greener, low-carbon development, circular economy, climate adaptation and risk prevention and management. Enhance cooperation measures with partners /.../ between different Member States (in addition to the ETC). 20

HA Climate in the revised EUSBSR AP The HA Climate should be revised taking into account the needs and priorities of the countries! Focus? Priorities? Actions? Support the implementation of national adaptation strategies?: a) harmonizing methodologies and indicators for monitoring, evaluation, and reporting the adaptation measures resilience and vulnerability (SENDAI Framework); b) support the local governments capacity to assess long-term climate risks and take those into account in spatial planning Continue with mainstreaming the climate actions & focusing on sustainable consumption&production (Goal 12, SE & LV CBSS Presidency priorities) 21

Preconditions for successful cooordination operational level All countries have nominated their FPs and all of them participating actively in the work of the CC/SCs (the NCPs are responsible in identification!) 01 Involvement 02 mechanisms 03 Internal national coordination and communication in place of national relevant stakeholders in discussions on: planning the PA/HA actions evaluation/preparation of the (Seed Money) projects and Project Concepts (early stage of project development in order to design the project according to the national policy needs and to have relevant national stakeholders in the project partnership) alignment and availability of project funding 22 Krista Kampus, CBSS

Preconditions for successful cooordination political level Regular Ministerial meetings (e.g.biannual) for policy guidance and feedback Regular monitoring and feedback from the FPs on how the Flagships outcomes were followed up nationally. 23 Krista Kampus, CBSS
