5 What is Performance Contracting The use of guaranteed savings from the maintenance and operations budget as capital to make needed upgrades and modernizations to your building environmental systems, financed over a specified period of time. United States Department of Energy Alternative Procurement Method What is an ESCO? ESCOs, Energy Services Companies, develop and implement turnkey, comprehensive energy efficiency projects. ESCOs offer performance-based contracts (i.e., contracts that tie the compensation of the ESCO to the energy savings generated by the project) as a significant part of their business. Defined by NAESCO

Energy Savings Performance Contracting is a viable option for State Agencies and Universities as well as Local Government and K-12 schools. The State Energy Offices can assist in the entire process beginning with a Request for Qualifications (RFQ) through Measurement and Verification of Successful Savings.
