27 2009 Idea From: Stephen Hilfiker Sent: Wednesday, November 25, :51 PM Subject: Lets brainstorm - closure for sites scored 10 or less How about a new "program" for sites scored less than 10? Goal: to get sites off the list and achieve closure for clean sites... Plan: Do SAR and conclusion for closure if the site meets the criteria. We could set aside $10,000,000 as has been done for PAC & LSRI... This plan would open the door to funding and closure for low scored sites.

The portion of the bill beginning on Lines 466 pertaining to LSSI is very good. At the meeting today, I will voice these issues: The bill currently includes language to waive copayments and deductibles - Waiving these costs will increase LSSI participation. (amendment...) The definition for "low scored site" should be sites scored 29 or less. No sites scored 29 or less can be a threat to drinking water supply (those are scored 30 or higher). In lines 472 and 480, the score of 10 should be changed to 29. Sites are the only group of sites that have not had a chance for funding since
