5 Remote Village Electrification Program (RVEP)

6 Objective To provide electrification/lighting through renewable energy sources of the eligible un-electrified remote census villages and remote un-electrified hamlets of electrified census villages.

7 Eligibility of Villages/Hamlets i. All census unelectrified villages and their hamlets not covered under Rajiv Gandhi Grameen Vidyutikaran Yojana, as confirmed by Rural Electrification Corporation (REC). ii. Unelectrified hamlets of electrified census villages having population of less than 100 iii. Unelectrified hamlets of electrified census villages having population above 100 but less than 300 which have not been covered for grid connectivity under RGGVY as endorsed by REC.

9 Solar Lighting Systems Each Household is provided with 2 bulbs ( 9 watt compact fluorescent lamp) for 4 hours a day either through an individual Solar Home Lighting System or a Centralized Power Plant depending upon the size of the village. One Street Light (11 watt compact fluorescent lamp) is provided for every 10 houses Places of common use like schools, clubs, places of worship, Aganwadi centres etc. are also provided with two lights( 9 watt compact fluorescent lamp)each for 4 hours a day.

27 Solar Power Program (on grid Projects) The state of Orissa receives an average solar insolation of about 5.5 kw per Sq meter. At this rate the average capacity utilization factor is expected to be about 19% Keeping this in view the State offers a levellized tariff of Rs per kwh over a period of 25 years. At present 8 solar power plants each of 1 MW capacity are under installation in the state under the RPSSGP scheme. The State Distribution utilities will be having solar obligation of about 15 to 20 MW per year till and thereafter depending upon the capacity addition in thermal power this would increase further. Besides State utilities there are several obligatory entities ( those consuming more than 5 mega watts)in the State who are seeking to buy solar RECs.

33 OREDA may be allowed to promote wind farms on Govt lands by developing infrastructure- pvt developers will set up wind projects on these farms. Necessary funds of Rs 10 crores may be provided by Govt. Wind Farms Already 52 MW in Damanjodi is proposed to be developed by SUZLON and detailed project report(dpr) is received. Regen of Bangalore is going to submit a DPR this month for about 30 to 50 MW in Goplpur area in a 200 Acre land identified by OREDA

34 Biomass Power Estimated Potential : 300 MW Implementation agreements signed:138 MW. Total No. of Projects : 11 Total investment : 710 crores. 20 MW project by Shalivahana Green Energy in Nimidah village of Dhenkanal district is expected to be commissioned in two months time. Other projects are at various levels of implementation.

37 Off-grid Solar Power Projects A project under Jawaharlal Nehru National Solar Mission Provides subsidies for installation of off grid solar power projects for direct use/ diesel replacement in public buildings, institutions, villages etc. Under this initiative a 50 kw roof top solar power plant for Orissa Secretariat Building has been sanctioned. Similar initiatives are also being proposed for Orissa legislative assembly and other major public buildings.

38 50 Kilowatt Peak Rooftop Solar Power Plant for Orissa Secretariat The 50kWp roof top Solar PV Power Plant is proposed to be installed on the roof top of North Annex Building The power from this plant will be supplied dedicatedly to lawn/garden lights, street lights, 3 rd floor conference hall. Excess power will flow in to the main distribution panel of the building. Total saving on this account would be about Rs 1,80,000/- (45000 units)per annum.

39 Other Solar Photovoltaic Program Under this program solar street lights, home lights and small solar power plants are provided to eligible users at subsidized prices. Under this program during the following activities have been done 15 solar streetlights have been installed in the mine are of OMC in Keonjhar. A 2kW solar power plant has been commissioned in Eco-tourism complex in Berhampura island in Chilika lake. A 650 watt power plant has been commissioned in Badatamera Sevasharm in Nabarangpur district. The power plants provides illumination to 10 rooms and powers a TV for use by the inmates of the ashram. The project was inaugurated by Hon ble Minister, science and Technology Department on

40 Rural Energy Programs National Biogas and Manure Management Program This is an ongoing program of MNRE, GOI under which so far 2,18,768Nos of domestic biogas Plants have been constructed and for the current year a target of 8000 Plants have been fixed. Improved Smokeless Chullahs After transfer of this program to the State Sector by MNRE,GOI the program has almost come to a halt. OREDA proposes to revive the program as it has huge potential save woody biomass, reduce indoor air pollution and drudgery to women.

41 Jatropha Plantation &Biodiesel Program Energy Plantation and Bio-diesel Production was adopted by the State during with a view to make effective use of wastelands for cultivation of Jatropha and other suitable non-edible oilseeds as well as to generate employment opportunities in rural areas. Coverage of jatropha plantation: : 4847 Acres : 3338 Acres Plantation activity is continuing through NREGS

42 Jatropha Plantation contd. So far 3 facilitating agencies (Nandan Biomatrix,ONCC, DI Williams)are working in Orissa. They are being allotted areas in compact contiguous patches district wise. The agencies will guarantee minimum support price as will be fixed by government from time to time. They will purchase seeds from farmers within 21 days of harvest. They will set up oil expelling units within3-5 years and oil refineries in 5-7 years of plantations..

43 Energy Efficient Building for OREDA Office In order to develop model green building in the State a proposal has been developed with an estimated cost of Rs 5.00 crores. Budgetary provision for the same is being made. The design of the building has been submitted by the architect and is being finalized.

44 Solar Park In order to facilitate investors to make investments in Solar Power Generation in the State IDCO with technical support from OREDA may be allowed to develop Solar Parks to provide the following common facilities Electricity Water Road Power evacuation facility

45 Solar Parks contd Govt may make it mandatory for all power generating units to have 0.25% to 0.5% SOLAR RENEWABLE POWER PURCHASE OBLIGATION mandatory in coming 3 years. This will immediately result in at least 150 MW solar power projects in Orissa with in a year.

46 Administrative Charges on Renewable Power Generation As per our Renewable Energy policy guidelines OREDA is entitled to an Admin. Charge of one paise for every unit of power injected to the grid from Renewable sources. This may be increased to two paise/unit for all sanctioned projects and to five paise for all new projects. In case of solar Power projects the same may be fixed at Ten paise/unit
