3 Section 1.0 Introduction The following is the Annual Environmental Report in accordance with condition of the IPPC Licence Reg. P , concerning the activities of Martin Jennings Ltd, Ballinrobe, Co Mayo. The current IPPC Licence was granted by the Agency on the 8 th September 2009 and this AER relates to Year 3 and has taken information where available from January 2011 to December Under the standard S.I. No.279 of 2006 the class of activities is as follows: 6.4 (a) Slaughterhouses with a carcass production capacity greater than 50 tonnes per day. 3

4 Section 1.1 Site Description Martin Jennings Wholesale Ltd is a wholly Irish owned wholesaler of Irish Beef and lamb. The company has been in the trade since 1989 and has been located at its present facility in Ballinrobe, Co. Mayo. The installation is located at Knockfereen, Neale Road, Ballinrobe, Co. Mayo. The site covers an area of approximately 3.5 hectares and is located to the south of Ballinrobe town. The lands are situated on the eastern side of the Neale Road approximately 700 meters to the south of Ballinrobe town centre. Hours of operation are from 0700 hrs to 1700 hrs, Monday to Friday. Outside these hours unloading of livestock takes place only between 1800 hrs and 2200 hrs. 1.2 Process Description The manufacturing process is split into the following stages: 1. Killing Area, which includes the lairage area, abattoir, red offal room and offal chill room. 2. Chill Rooms 1-5 including a Head & Offal chill room and upstairs packaging stores room. 3. Boning Hall including bone and trim areas. 4. Product chill storage including a sorting area, vac pack area, vac pack chill area, marshalling area, loading bay and tray wash room. 4

5 Process Description (Cont.) The main emissions from the plant are as follows: Process Effluent Preliminary treatment is provided at the site prior to discharge in the form of a series of settlement tanks, which assists in the removal of fats and heavy solids from the effluent. A 300 M3 Balancing tank was installed during December 2010 which is used as both a balancing and biological tank before discharge to the Ballinrobe Wastewater Treatment Plant. Foul Effluent - All foul wastewater drains directly to the discharge sewer line. Surface water There is no discharge to surface waters from the site. Rainwater from roofs is collected via a network of storm water pipes and drains to the sewer line drains adjacent to the factory and also to a soak-way located to the front (west) of the factory. Boiler Emissions There are two 0.33 kw/hr Heatmaster hot water boilers located on site. These are now fuelled with natural gas since August The site is not required to monitor emissions to air from these boilers. Animal Waste This is removed from site for rendering as CAT 1 waste. Waste to landfill Site recycles all clean cardboard and plastic. General Waste is collected for landfill. Noise No noise complaints have ever been received by the site. 1.3 Company Organisation & Site Management Company Organisation Martin Jennings Ltd has a structured Management approach to the operation of the business in terms of Environment, Product Quality, Process Control, Safety, Training and Analytical Capability. The installation is licenced with the Department of Agriculture as a Meat processing plant. Training of personnel is a key function in the successful operation of the installation. Central to this structured approach is the Quality and Environmental Management Systems, which provide the structured framework for operational and quality control at the plant and provide for the maintenance and improvement in the plants environmental performance. 5

6 Section 2.0 Summary Information The following section relates to a summary of environmental information related to the items listed, in accordance with the Guidance Note for Annual Environmental Report. Rainwater from roofs is collected via a network of storm water pipes and drains to the sewer line drains adjacent to the factory. Rainwater from the front car-park currently drains to a soak-way located to the front (west) of the factory. As per condition 3.9 of the IPPC licence, a silt trap and oil separator has been installed to treat this run-off water, before discharge to the soak-way. This surface water is monitored daily as per condition 6.11, with no issues reported during As per condition C.2.1 of IPPC Licence, there have been no emissions to water of environmental significance and therefore there are no licenced parameters for storm water to report. 6

7 Section 2.2 Emissions to Sewer The following section summarises all data collected relating to emissions to sewer, this is in accordance with the Emission Limit Values after the first 6 months of grant of the licence as per schedule B.3, table 2. 8 There were numerous breaches of the IPPC licence during 2011, in particular ph, Total N, BOD, COD and SS. These were all reported to the EPA as per reporting requirements. Preventative action was taken in all cases. There has been no breach of licence since June See table below. 9 Section 2.3 Emission to Air As per condition C.1.2 of IPPC Licence, there have been no emissions to air of environmental significance and therefore there are no licenced parameters for air emissions to report. There are two refrigeration plants on-site servicing the facility as follows: 404A servicing chills 1, 2, 3 & 5. This room is located over the lairage area and is enclosed in a metal type container unit. R22 servicing chill 4, product storage area and the freezer unit located at the back of the boning hall area and is enclosed in a concrete walled house. Main Emission Points There are no main emission points as all are deemed as minor as boiler thermal input is below the 20 MW cut-off point. Boiler Emission Points There are two 0.33 kw/hr Heat-master hot water boilers located on site. These are fuelled with natural gas since August Steam is used mainly to heat water for power-washing and sinks within the factory and also to supply hot water to the knife sanitation units distributed around the factory floor. 9

10 Section 2.4 Waste Management This section summarises all data relating to waste emissions and recycling of waste products for Martin Jennings Ltd. Waste Management forms part of our Environmental Management Programme and is listed as EMP 1: The following waste streams are generated from the site. Section Waste Management - Paunch This section summarises all data relating to Land spreading of paunch for the site. The information contained is for the year January 2011 to December Organic Waste Analysis According to Schedule C.4, organic waste must be analysed yearly by standard methods to determine the % Dry Matter, Total N, Total P and Total K. The site analysed the paunch during 2011 as part of the established NMP. 11 Section 2.5 Natural Gas Energy Consumption 2011 Gas is used on site for the boilers and yard fork-lifts. 12 Section 2.8 Water Consumption 2011 This section summarises all data relating to water usage for Martin Jennings Ltd. All of the site s water is supplied from the town s mains. There is a bore-hole on site, which is not used to supply water to the factory. This bore-hole is used to monitor and analyse ground-water underneath the site. 14 Section 3.0 Management of the Activity This section summarises all data relating to Environmental Management of the Facility for the period January 2011 to December Section 3.1 Environmental Objectives and Targets The purpose of this procedure is to define the process of setting out environmental objectives and quantify applicable targets. The procedure also defines the process for establishing and maintaining an Environmental Management Programme (EMP) that will successfully meet the stated environmental objectives and targets. Section 3.2 Environmental Management Programme The procedure referred to in section 3.1 defines the process for establishing and maintaining an Environmental Management Programme (EMP) that will successfully meet the stated environmental objectives and targets. See the EMP for 2011 attachment See Attachment Environmental Management Programme Section 3.3 Public Access to Environmental Information This procedure is in place and the purpose of this is to outline the procedure involved in showing a member of the public information on the Sites Environmental performance. 14

15 Section 4.0 Pollutant Release and Transfer Register 2009 This section summarises all data relating to the Pollutant Release and Transfer Register during the period January 2011 to December 2011 and have been uploaded electronically to the designated EPA website. Section 5.0 Licence Specific Reports Section 5.1 Residuals Management Plan Report As per conditions 10.2, 10.3 and 10.4 of the site s IPPC licence, an RMP report was prepared for the site during February This report was reviewed and updated in January 2011, to take into account the new balancing tank, and the boiler conversion from oil to natural gas. Section 5.2 Noise Report 2011 According to Condition 6.14 of the licence, environmental noise must be monitored annually. A noise survey was conducted on 1st & 2 nd December 2011 by Panther Environmental Solutions Ltd and the results submitted to the EPA (Report No. N1087) The survey concluded that:- - The report determined that a number of the measurement positions exceeded the IPPC limits as per Schedule B.4 of the licence. - Improvements were made during 2011 as per the recommendations made in the above report. Section 5.3 ELRA Report According to Condition 12.3 of the licence, an Environmental Liabilities Risk Assessment (ELRA) report was prepared for the site on , report no. EL by Panther Environmental Solutions Ltd and this report was submitted to the EPA. The ELRA was reviewed in Jan 2011 and action plans for all risks identified were in place. The combined resources of Martin Jennings Ltd are such as to underwrite the liabilities and financial commitments associated with the remedying of the risks identified in this report. Section 5.4 Firewater Risk Assessment Report According to Condition 3.10 of the licence, a Firewater Risk Assessment (FRA) report was prepared for the site on 11 th Feb 2010, report no. FWR1007 by Panther Environmental Solutions Ltd and this report was submitted to the EPA. This report was reviewed and amended in Jan 2010 to take into account the new balancing tank, and the boiler conversion from oil to natural gas. 15

17 Attachment Environmental Management Programme Effluent Treatment Plant Priority No: Objective: To comply with all effluent discharge parameters as per the site s IPPC licence limits. 1.3 Strategy: Determine effluent improvement due to the current bacterial culture addition to drains and the installation of the Balancing tank. Report to EPA any licence exceedances as per condition 11.1 of IPPC licence. Carry out water usage audit site-wide to determine areas of potential reduction. 1.4 Monitoring: Monitoring of final effluent on a daily basis. 1.5 Target: To comply with all effluent discharge parameters as per the site s IPPC licence. To reduce water usage by 10% by December

18 2.1 Energy Consumption Priority No: Objective: To assess energy usage per unit production based on Jan 2011 December 2011 levels. 2.3 Strategy: Benchmark electricity and gas consumption levels between January 2011 and December Develop an energy consumption reduction group. Establish main sources of consumption for energy, with a view to minimising these. 2.4 Monitoring: Μonitoring of electricity and gas usage on a monthly basis. 2.5 Targets: To examine and evaluate all available data and set achievable target for December

19 3.1 Waste to Landfill On site waste Priority No: Objective: Objective is to minimise disposal of waste to landfill. 3.3 Strategy: Carry out waste audit of landfill waste on site to determine what can be recycled, in particular clean plastic. Carry out audit of all incoming raw materials in order to determine if waste packaging can be reduced, as per condition 7.4 of IPPC licence. Confirm that the packaging regulations compliance scheme on-site is active, ie selfcompliance or Repak membership. Implement segregation and recycling system for the office/canteen wastes office paper, printer cartridges and canteen bottles/cans 3.4 Monitoring: Record details of all waste, including landfill, paunch, SRM and recyclables leaving the site. 3.5 Target: To reduce wastes to landfill by 10% based on 2011 tonnages to landfill by December

20 4.1 Air Emissions Priority No: Objective: To achieve strategies outlined. To maintain the number of air/odours complaints from the community at zero. 4.3 Strategy: All refrigeration rooms to be labelled, detailing refrigerant gas present. Prepare an odour management programme, as per condition 5.7 of IPPC licence. Devise a plan to remove R22 off-site before Ensure Maintenance of refrigeration units is carried out annually. 4.4 Monitoring: Monitor boundaries on an on-going basis and log in environmental check-sheet. 4.5 Targets: Implement all actions as per strategies above.
