2 o The problem - we have more needs (a lot more) than funding. o Solution - Make the funds we have stretch farther 2

3 One method of stretching our funding 3

4 o Several good projects are better for the system as a whole that a few perfect projects. o Making an affordable improvement now is better than doing nothing while waiting indefinitely for funding for the perfect project 4

5 Principles: o Improve the existing condition (design up) o Design solutions focus on Purpose & Need o Designs strive to maximize benefit/minimize cost o Do enough work up front to avoid designing solutions that can t be funded 5

6 o Establish Purpose & Need o Identify all existing transportation problems o Compare existing to future conditions o Identify desired conditions based on design standards 6

7 o Develop Alternatives o Meet all identified needs o Preferred Alternatives addresses all deficiencies 7

8 In a world of limited resources and endless needs o Are all identified deficiencies truly a problem? o Is funding available for the ultimate fix? o Is building the ultimate fix a good use of funds? o Or are their better ways to improve existing network? 8

9 Establish Purpose & Need o Improve existing conditions to the extent practical don t focus on specific metrics o Primary and Secondary needs identified o Secondary needs: o Needs that aren t causing undue problems o Project will address if the cost and impacts aren t excessive. 9

10 Effective PBPD should begin early in the process o Planning Phase of the PDP Identifying primary and secondary needs early (in P&N) reduces need to spend time and funds designing the ultimate fix 10

11 Develop Alternatives: o Address Primary Needs to the extent practical o Address Secondary Needs if cost-effective and not too impactful o Consider a good fundable alternative that improves on the existing in lieu of a perfect alternative that we can t afford 11

13 o Statewide Plan (Access Ohio 2040): o US 35 has statewide significance for Ohio s economic vitality. o Purpose and Need: Purpose is to improve safety and travel efficiency (congestion) o Five at-grade intersections in the project area o Capacity inadequate to serve existing transportation demands 13

14 o Congestion: o Level of Service at or close to failing o Safety: o High crash area 14

15 o Traditional Solution o Eliminate five at-grade crossings and replace with two interchanges o Meets Project Purpose and Need o Improves Congestion & Safety 15

17 o Traditional Solution o Cost: $120.1 Million o Provides solution in accordance with local communities and ODOT s plans for this corridor 17

18 o PBPD Solution: o Build Superstreet at Factory and Orchard intersections rather than interchanges o Meets Project Purpose and Need o Improves Congestion & Safety 18

19 o Non-traditional signalized intersection o Provides more capacity than a traditional signal o Side-street traffic cannot turn left or go straight through the main intersection turn right and do a U-Turn at nearby signal 19

21 o PBPD Solution at Factory and Orchard o Fundable o Approximately $10 Million o Provides Solution Commensurate with Cost o 1/10 th of traditional approach and will perform better than the existing signals for many years. 21

22 PBPD allowed for primary needs to be addressed: Congestion and Safety will be improved. And o Project cost is substantially less than the original plan o Solution will last years 22

23 Great example but o Would have saved a lot of time and money if project has started out with a PBPD mindset o Currently PBPD is being incorporated into numerous projects in various phases of development. 23

24 o What is ODOT-OES doing? o Purpose and Need guidance revision focus on primary and secondary need elements o Address concepts in FS and AER Guidance o Address concepts in PDP o Training 24
