4 Interconnection power lines 6 overhead power lines (330 kv) ensure paralleloperation of Moldova s power grid with Ukraine s power system; Moldovan network is interconnected with Romanian and Bulgarian power grids through ha 400 kv line (CERSM Isaccea Dobrudja). Four 110 kv overhead lines provide the interconnection with Romanian power system in an island mode;

8 Law on Energy establishes: A general framework for the functioning of the energy sector in order to ensure a reliable supply of energy resources to consumers; Duties and powers of central and local public authorities; Duties, financing and administration of the regulatory body in the energy sector (ANRE)

9 Law on Electricity The law establishes the legal framework for an efficient operation, regulation and gradual opening of the electricity market, of other specific activities in the electricity sector and for heat production at CHP plants. The law establishes tblih duties of the Government, of the central public administration authority in the energy field and competencies of ANRE regarding the operation of the electricity sector and electricity market.

10 Regional aspects Regional electricity market poorly developed, d No clear rules to facilitate cross border trade of electricity. Different approaches related to liberalization of electricity market in neighboring countries and different stages of liberalization in Romania and Ukraine.

11 Regional aspects Power systems of Moldova and Ukraine operate in parallel. The power system of Moldova does not operate synchronously with power system of Romania, which is part of the UCTE, though electricity is exported to Romania through operation in an island mode. The accession of the power system of Moldova to UCTE and operation under a synchronous regime is an objective established in the Energy Strategy of Moldova until 2020.

12 Objectives to be accomplished According to the Law on Electricity, ANRE shall: develop and approve (in consultation with regulators from neighboring states) capacity allocation for interconnections and congestion management rules and monitor their implementation; collaborate with regulators from other states in the development of the regional electricity market and create conditions for fair competition. The development and implementation of these regulations will facilitate cross border trade of electricity.

13 Objectives to be accomplished The cross border trade with states from the Western Europe will bepossible on a large scale after theaccession of Moldova s power system to the UCTE. The accession is expected to take place in the same time with the power system of Ukraine; Construction of several Overhead Power Lines (projects financed by EBRD and other international financial organizations): 330 kv Novo Dnestrovsc Balți (second line, 955 MVA, 121,5 km); 400 kv Balti Suceava (1715 MVA, length 115 km) and 400 kv Straseni Iasi (1715 MVA, length 100 km). The construction of these power lines will serve as an impetus for cross border trade of electricity, it being bi in the same time a necessary requirement for the accession to the UCTE.
