1 LEED AND BREEAM CERTIFICATION We support and raise public awareness on certification systems and their benefits, we develop particular certification systems and adapt them to local conditions. We also wish to promote that these complex evaluation mechanisms can ensure preferential financing for certified green projects. As a member of LEED International Round Table we co-defined the pilot credits and regional priorities in Europe. We joined discussion on locality selection (valuable land usage) and implementation of ASHRAE 90.1: 2010 requirements, standing for essential US energy efficiency standard. We attended LEED EB:O+M v.4 technical meeting, where new LEED attributes for existing buildings were discussed. Discussion and meeting outcomes were consequently presented at seminars to the Council members. We will continuously support certification of existing and new buildings in both commercial and residential development. We will be active at LEED International Round Table, where local credits are defined. With our seminars and expert workshops, we aim to continue our efforts to educate the market. Our presentations of successful Czech and foreign projects will support the expansion of the certification to residential sector. We will promote the certification benefits in media. We will contribute to education of the financial sector aiming to reflect the evaluation of quality certified buildings. We will support setting new investment tools with benefits for certified green buildings. 2 ENERGY MANAGEMENT We focus on energy management in all types of buildings and their related services. We also concentrate on motivation and precision of the incentives and measures to improve their energy efficiency. We are dedicated to optimize the operation of buildings, to reduce energy consumption and operational costs, and to provide related education in property management. We introduce projects helping the property owners and managers to decide on future investments into sustainable solutions: A tool for evaluation and implementation of energy management principles in buildings, with a simple web-based app for building users and property managers, evaluating the extent and quality of implemented energy management. Building benchmarking Analysis of energy management: How to reduce energy costs in various types of buildings? The project aims to define energy consumption and energy prices benchmarks based on real data analyses. We will strive to continuously educate the building users, property and energy managers, and others in property management business willing to optimize the operation, reduce the costs, and protect the environment. We also wish to evolve the market of sustainable solutions. In cooperation with our member companies we organize seminars Reducing energy consumption of buildings by using energy management. We want to define a building benchmarking system, which would compare current energy consumption of a particular building with the referential average volume used by a similar type of building. The result will be motivating to implement energy management measures. We will permanently work on amendments of related legislation, which affects energy management - Law on energy efficiency. Participate on acceleration of the energy management market. Get involved in the preparations of building benchmarking project. 3 EU GREEN BUILDING LEGISLATION We provide an opportunity to analyse, comment, and influence EU directives and guidelines in their preparation stage, long before the approved measures are incorporated into national legislation. Energy efficiency of buildings, their environmental impact, and possible future certification of the buildings belong among the major topics. We organized an international green building workshop, where possibilities to influence the progress of our industry on European level, and benefits for green building and market players were discussed. We regularly comment on EU legislation in its preparation stage, including energy and environmental efficiency of buildings or green procurement. We consult and contribute to various topics: evaluation of the life cycle costs, legislative assistance to BIM projecting or wider support of energy services in procurement. We commented on EU directive regulating environmental efficiency of buildings and their evaluation criteria that is under preparation. We coordinated our standpoint with the Ministry of Industry and Trade, which is in charge of the field. We do not wish new unnecessary regulation to be introduced. Contrarily, we support mechanisms improving the enforceability of existing ones. Many topics covered by related directives will get our methodology supporting their implementation into the praxis. We wish to participate in formulating the specific directive on environmental efficiency of buildings, including implementing regulations with case studies. We will track the transposition of EU directive on environmental efficiency of buildings into national legislation. We aim to join the discussion on detailed methodology of LCC evaluation to be used in sustainable procurement. We want to look for a sensible European attitude towards green building, while respecting national specifics. 4 SUSTAINABLE MATERIALS Our focus is on quality and sustainability of materials and construction elements. Moreover, we are interested in their environmental and user impact. Circular economy is a consequent topic to sustainability, covering both reuse of materials and elimination of waste production. We have significantly evolved the understanding of sustainable building. A logical step to take was to proceed to the level of construction materials. We pursued the grants for using materials with EPD declaration in Nová zelená úsporám a family houses reconstruction program, aiming to increase public interest in quality and sustainability of used materials. We were engaged in consulting the revision of technical directive by Ministry of Environment, No. 1, certifying insulation materials with eco-brand Ekologicky šetrný výrobek (environmentally sustainable product). We share the expertise and procedures used by construction material producers and construction companies, e.g. establishing the cooperation with British BRE and its SMARTWaste tool, which presented the results of the material and waste management on construction sites in the UK. Our main goal is to support quality materials and to build the awareness of significant differences between seemingly same materials. Furthermore, we wish to eliminate the waste production. We will establish a digital database of services and products with easy search tool of suitable construction materials and elements, altogether with their comparison. The possibility to contact an independent advisor recruiting from Council members will be available too. We will urge implementation of a simple labelling of particular construction elements, describing their environmental impact. We will develop a monitoring and independent quality control systems of used materials to protect the contractors. We will support further grants for low environmental impact materials, both for builders and producers, when ensuring LCA and EPD standards. We will search for effective solutions to accelerate waste management in the area of construction products.. Become a member of our team preparing the digital database of services and products. 5 PUBLIC PROCUREMENT We aim to increase awareness of municipalities on public procurement, improving their process and quality specification of measurable parameters of buildings and also the subjective criteria. Quality and sustainability requirements shall become standard in public procurement. We present practical ways in procurement of sustainable, green, high quality and long-term effective buildings. These have lower operational costs, offer higher internal comfort for their users, and are more environment-friendly. Our support of green building procurement makes the construction work easier. In the long term the public finance can be therefore spent in a more effective way. In cooperation with relevant Ministries we organized a series of seminars Public procurement and sustainable buildings, all around the Czech Republic. We produced Public procuremen Guide to Green Building, which describes practical solutions in procurement process, with numerous criteria to be used in invitation to the tender. We established cooperation with relevant and other subjects in order to increase the awareness on the subject. Our long-term intensive cooperation with state administration and potential contenders will change the procurement system. Procurement will be no longer lowest price oriented, without sufficient definition of quality. Public investment into new housing and renovations will be economical and sustainable. In cooperation with municipalities we will prepare procurement pilot projects with procedures and criteria defined to achieve quality, sustainable solution of newly constructed or renovated buildings. Best practice of the pilot projects will be promoted and communicated with both contracting authorities and potential suppliers, providing them with information on tendering. We will support contracting authorities in their procurement activities, recommending appropriate technical, environmental, social, and other criteria. Be a part of a team defining well-prepared pilot procurement projects. Become an advisor supporting contracting authorities in preparation and construction of their sustainable building projects though the Council. Let s change current procurement practise and replace the budget projects with quality solutions. 6 HEALTHY INTERNAL ENVIRONMENT We have a clear goal: improvement of the internal environment quality. We wish to improve health, productivity, and comfort of the employees. We strive to further develop understanding of sustainability and offer suitable solutions for internal environment, with positive influence on our health. The concept of healthy internal environment is not only about visual design, but mainly about its function. Overall concept of the space, its lighting and acoustic comfort, quality of air, ergonomic aspects, and natural materials are important. In working environment, the extent and quality of multifunction zones and availability of different work places have to be considered too. Healthy office reflects latest trends in modern working environment, while respecting the needs of their users. Healthy Office campaign was launched as a part of CBRE Meeting Room of the Year competition. Evaluation process was defined; both subjective experience with the internal environment (detailed questionnaire) and objective qualities of internal environment (metrics) are considered. We further educated the market with our media campaign (print, social media, internet). Successful projects were presented and seminars were organized in Prague and Brno. We encouraged quality solutions in office environment. We aim to further encourage the market and educate public and the employers to increase quality of internal environment, not only in office buildings, but also in residential sector. Thanks to next year of Healthy Office competition, we hope to find new quality spaces and present them as the best practice to other employers. We wish to have better understanding of Czech market, collect data and reactions of the employers (a survey in cooperation with universities). We will continuously educate the market (workshops, seminars, media campaign, Green Walk-Green Talk). Healthy office criteria will be published and manual accessible for anybody interested will be introduced. We will keep communicating our topics in media. We will present successful international projects (e.g. WELL Building Standard ). We will enrich our topics with smart buildings and examples of intelligent solutions, which improve quality of internal environment. Work with us on medialization of our topics and raise the public awareness on healthy internal environment. As a member of the Council you may become guarantor of healthy internal environment. 7 ALLIANCE CHANCE FOR BUILDINGS ABOUT THE ALLIANCE The CZGBC is the co-founder of this alliance. Its primary objective is to influence the legislation in a way that it supports and economically prefers the trend of energy efficient and environmentally friendly green building construction and thus become one of the main drivers for the sector development. We have become a credible expert partner for the public sector. We provide comments and arguments for setting the new regulations and grant programmes. We helped to pursue the continuous call of grant programme Nová zelená úsporám for family and residential houses and to define conditions for support of new constructions of residential houses in passive standard. We regularly comment on law and regulation on energy efficiency and on construction law to improve the enforceability of EPBD requirements in real construction practice. We initiate institutional change: setting up new Department for Energy Efficiency at the Ministry for Industry and Trade and of Co-ordination Committee for meeting the National Action Plan for Energy Efficiency. In Central and Eastern Europe, we are the inspiration for defining conditions for grant programmes similar to Nová zelená úsporám. We will continue our involvement in legislation preparation and to ensure effectiveness of grant programmes and enforcement of existing legislation. We are setting new criteria for evaluation of grant programmes e.g. OPPIK and IROP. We want to develop financing for energy efficient solutions new financial tools with the use of private financing We will actively contribute to the work of Coordination Committee for meeting the National Action Plan for Energy Efficiency. We will continue to regularly meet the public sector representatives and organise the inter-department seminars. We will continue to build on the good relations with all relevant ministries and provide our members with exclusive information on legislation.
