Please refer to that portion of testimony for a detailed description of each activity associated with Project O&M. a) Recorded Program and Project Operations and Maintenance Expenses Expenses for Project and Program O&M recorded in the SPVPBA from 00 - $.0 higher 01 totaled $. million. These costs are lower than the projected amount identified in D for a 1 MW DC program. b) Recorded Roof Lease Costs $. Roof lease expenses recorded in the SPVPBA from totaled $. million. These costs are for commercial roof leases that SCE entered into with building owners to locate, construct, and operate SPVP projects. Recorded roof lease costs are higher than expected for the SPVP program for a variety of reasons. When SCE started the SPVP program, the idea of leasing roof space for PV panel installations was a novel concept. There was no real market reference pricing in existence because the SPVP differed from most large-scale rooftop PV deployments in that it was for large roof building that would not otherwise qualify for net energy metering. Roof space owners then had the opportunity to set the market price for lease payments. Additionally, the Independent Power Producer (IPP) component of the SPVP instilled a new competition for roof space in high solar-potential areas, inflating leasing costs.

4 1 now, having completed one fuel cell project, nearing completion of the second, and has entered into long-term service agreements for maintenance. Thus, SCE believes it can forecast with relative certainty test year O&M expenses. Because SCE s request in this application relates to approval of 01 test year costs, the reasonableness of O&M and capital costs recorded in the FCPMA will continue to be reviewed in SCE s ERRA proceeding.. My name is Rodolfo Rudy Perez, and my business address is 1 Rush Street, Rosemead, California,. Q. Briefly describe your present responsibilities at the Southern California Edison Company. A. I am the program manager for the Solar Photovoltaic Program (SPVP) within Power Production at the Southern California Edison Company. Q. Briefly describe your educational and professional background. A. I hold bachelor degrees in Chemical Engineering and Economics from the University of Notre Dame (Indiana) as well as a Master s in Business Administration from California State University Long Beach. I also hold a California Professional Engineer s License in Mechanical Engineering. I have been an SCE employee for over 0 years holding various engineering and management positions within Generation, Transmission & Distribution and the Renewable and Alternative Power Organizations. Q. What is the purpose of your testimony in this proceeding? A. The purpose of my testimony in this proceeding is to sponsor the portions of Exhibit SCE-0, Volume, entitled Generation - Solar Photovoltaic Program, as identified in the Table of Contents thereto. 7 This witness was added. These are his witness qualifications SOUTHERN CALIFORNIA EDISON COMPANY QUALIFICATIONS AND PREPARED TESTIMONY OF SERGE HANDSCHIN Q. Please state your name and business address for the record. A. My name is Serge Handschin, and my business address is 11 Walnut Grove Ave., Rosemead, California. Q. Briefly describe your present responsibilities at the Southern California Edison Company. A. I am a Project Manager in SCE s Power Supply Market Regulations & Cost Recovery responsible for the Solar Photovoltaic Program (SPVP). Q. Briefly describe your educational and professional background. A. I hold a Bachelor of Science degree in Mechanical Engineering from California State Polytechnic University, Pomona. I have over 0 years experience working in the electric utility industry. In 1, I was hired by SCE as a student engineer to work on the Wind Energy Test Program in Research and Development. In 1 I graduated from Cal Poly, Pomona, and in 1 I was hired permanently by SCE. From 1 to 001, I worked as an Assistant Plant Engineer at several SCE fossil powered steam plants. After the sale of SCE s power plants, I left the company and work at the City of Glendale s Water & Power Department as a Project Manager overseeing the development and construction of GWP s Supervisory Control and Data Acquisition system. In 00, I returned to SCE as a project manager in the Power Production Department where I prepared the Peaker Program and Mountainview Generating Station testimonies for the 00 GRC; I was the lead project manager for SCE s Power Production Department s NERC Reliability Compliance Program (O&P Standards); and since November 01, I assumed new responsibilities in the Market Regulations & Cost Recovery A-

8 team. These responsibilities have included preparation of the SPVP 01 record year ERRA filing, preparation of responses to 01 GRC and 01 ERRA data requests, managing the certification process for commercial operation of eleven SPVP sites, and preparation of the 01 record period CPUC Annual SPVP Compliance Report. Q. What is the purpose of your testimony in this proceeding? A. The purpose of my testimony in this proceeding is to sponsor sections I through IV of Exhibit No. SCE-0, Volume, entitled Solar Photovoltaic Program, Fuel Cell, and Catalina, as identified in the Table of Contents thereto. Q. Was this material prepared by you or under your supervision? A. No, Rudy Perez was the initial sponsor of the testimony of the testimony when it was submitted in November 01.
