6 Factors for Nonattainment Designations EPA s framework for assessing ozone nonattainment area boundaries included evaluation of: Air quality data Emissions data Population density and degree of urbanization Traffic and commuting patterns Growth rates and patterns Meteorology Geography/topography Jurisdictional boundaries Level of control of emission sources For the 2008 ozone NAAQS, EPA presumed the nonattainment area to be the larger of: core based statistical area (CBSA) or combined statistical area (CSA). 6

12 EPA Advance Programs The steps taken by Advance Program participants may: Help attainment areas reduce emissions in order to ensure continued health protection Better position areas to continue to meet the National Ambient Air Quality Standards (NAAQS) Efficiently direct available resources toward actions to address ozone and fine particle problems quickly Program requires a five-year commitment. 12
