4 1. About us A universal, comprehensive service We are the non-profit organization responsible for the management of all kinds of single-use glass packaging waste across the whole of Spain. The organization was founded in 1997 at the same time as the Packaging Law 11/97 as a Collective System of Extended Producer Responsibility: EPR.

About us A universal, comprehensive service MISSION VISION AREAS OF ACTION To effectively and efficiently comply, in close collaboration with the public authorities, with the waste management obligations of glass packaging waste set forth in the Law for Statutes of Autonomy to support the principles of the circular economy. To be a point of reference in the management of glass packaging waste and the promotion of responsible recycling habits, with the aim of contributing to the sustainable development of a society based on a circular economy. 1. Areas of action: Recycling Our commitment to municipal authorities in Direct management by Ecovidrio: In around 60% of Spanish municipalities, we are responsible for the containerization and collection of glass packaging waste, at no cost whatsoever to the local authority. We use two waste collection models: 02 Financing of the local authority s collection: In 40% of Spanish municipalities, we finance the local authority's total cost for collecting glass packaging : granted waste collection rights for Jerez - Ecovidrio is responsible for direct waste collection in 19 provincial capitals, the most prominent being: Bilbao, Vitoria, Málaga, Cadiz, Valencia and Valladolid

Areas of action: Recycling Our commitment to the HORECA sector in 2017 The HORECA industry generates 50% of all the single-use glass packaging on the market In door-to-door services managed by Ecovidrio in areas with proven potential and a large concentration of HORECA establishments 6, establishments signed up for the door-to-door service across the whole country information and awareness-raising visits per day 15,300 buckets distributed in the last year 11,168 Special containers set up across Spain

Areas of action: Recycling The collection of glass packaging from MBT A commitment to innovation with Solid Waste recycling processing plants is an innovative and pioneering project that is unique in Europe In treatment plants in operation (8 new ones in 2017) Valencia (2), Zaragoza, Malaga, Alicante, Gran Canaria, Granada, Barcelona (3), Cantabria and A Coruña 43 sorting systems that guarantee the quality of the recovered material 5 new projects for 2018 Murcia, Toledo, Mataró, Valencia, Huelva The volume obtained from MBT plants represents 3.7% of Ecovidrio s recycling

Areas of action: Prevention Commitment to eco-design Our goal is to encourage our associated companies to generate more sustainable packaging, reduce the amount of waste generated, and minimize their environmental impact To do so, we design Prevention Plans and offer information and technical advice Three-Year Prevention Plan companies signed up to Prevention Plans in 2017

Areas of action: Raising awareness Commitment to the public: Success stories in 2017 Featured in a prime time slot on Mi casa es la tuya appearances on the popular programme hosted by Bertín Osborne. Audience reached: 60 million people Support from Dr Jane Goodall 02 Ecovidrio Environmental Personality of the Year. Collaboration with the Jane Goodall Institute in Spain: 100 activities and workshops on recycling and caring for the environment. Campaign against breast cancer cities took part across Spain. Donation of 6,000 to the Sandra Ibarra Foundation thanks to the recycling of glass packaging and the sale of solidarity mini-igloos. Glass in exchange for cake 04 2,500 King s cakes were distributed in Madrid on the eve of Three King s Day. More than 9,000 glass bottles recycled in one day. 05 WWF reforestation A public movement to recycle glass packaging in support of the reforestation of the Sierra de Alcublas (20,000 hectares devastated). Planting of 1,200 trees.

27 5. Complementary measures to the container model Ordinances for major waste generators Make it obligatory for establishments to separate waste through municipal ordinances. Payment for waste generation Taxes designed to reflect the waste generated by each user in the residual waste fraction. Landfill and incineration tax Taxes on the waste taken to landfill or for incineration. A 5th container for organic waste collection This accounts for 37% of municipal waste. Improvements in selective separation will increase the overall recycling figures. Incentives Reward those who engage in responsible behaviour through rebates on the rubbish collection tax Barcelona and San Sebastian Balearic Islands (Esporles, Benissalem), Catalonia (Miravet, Rasquera), Basque Country (Urubril) Valencian Community, Balearic Islands and Catalonia Valencian Community (Valencia, Alicante), Catalonia (Barcelona, El Prat de Llobregat) and Bilbao. Deposit Refund System (DRS) The DRS would only be responsible for a certain part of packaging which is currently already being recycled Some glass packaging would need to be taken to the container; others to supermarket machines It is not widespread in the EU This is not a complementary model But the final destination is the same: the glass recycling plant Only Finland, Denmark, Croatia, Estonia and, to a much lesser degree, Germany have implemented this system for glass. The ECV model has reached rates of over 90%

Deposit Refund System (DRS) The container model works and we have plans to continue increasing the rate of recycling The coexistence of the two systems has a very high environmental and economic cost for all packaging, and the final cost is to the taxpayer! It is not necessary to implement another system It is not efficient: a DRS would entail an increase in the cost-per-item of 187%.

Deposit Refund System (DRS) It is more challenging for the public, which may reduce the rate of recycling It is more challenging for retailers, especially small establishments Ecovidrio s financing and collection service for local authorities would be significantly reduced if a DRS were to be implemented Changes of habits and possible rejection of recycling Inconvenience and additional expense for spaces that have to accept bottle returns. They would become waste managers. Due to the fact that Ecovidrio s available resources would drop due to lower Green Point revenue

33 7. Conclusions Recycling today = building the future Glass recycling in Spain is a fine example of public-private collaboration. Ecovidrio offers a universal and comprehensive service to local authorities, the general public and the HORECA sector: all kinds of packaging across the whole of Spain. The Ecovidrio model is based on commitment and involvement. We get involved in designing and implementing plans adapted to the needs of each individual municipality in order to increase their glass recycling rates Selective glass collection is high quality. Green containers register just 2% of impurities. The results of selective waste collection are rising every year. The estimated rate of glass recycling in Spain in 2017 was 73%. Ecovidrio aspires to reach 100% recycling of glass packaging in Spain. Its Strategic Plan for 2020 envisages investments of more than 300 million Euros to comfortably exceed the requirements set by the EU.

Conclusions What we need: Promotion of complementary measures to the container model: taxes on landfill and incineration, generationrelated charges, guarantee of correct waste management in the HORECA sector A commitment to selective waste collection: expanding selective collection to other flows (organic matter) and extending the SCRAP to other waste Guarantee of legal assurance for the Collective System of Extended Producer Responsibility Producer Responsibility (SCRAP) A clear definition of roles and responsibilities for all the agents involved in waste management Environmental education and raising awareness: including environmental content in the school curriculum
