2 SONA key issues to note (1) More that job opportunities by end of 2009 Includes approx in Environment Sector (mainly environment projects under EPWP) Our Industrial Policy Action Plan and our new focus on green jobs, will build stronger and more labour absorbing industries. 3 SONA key issues to note (2) This govn. will ensure that our environmental assets and natural resources are well protected, and are continually enhanced. The Ministers who are responsible for a particular outcome, will sign a detailed Delivery Agreement with the President Outcome 10: Environmental Assets and natural resources that are well protected and continually enhanced Outcome 4: Decent employment for people through facilitation of inclusive economic growth (Green Economy)

4 SONA key issues to note (3) Local government must work. Municipalities must improve the provision of housing, water, sanitation, electricity, waste management (basic waste services) and roads. Together with Brazil, India and China, and joined by the US, we made a significant contribution to the Copenhagen Accord does not go as far as required, it is an important step forward work hard with our international counterparts towards a legally binding treaty. we have listed our nationally appropriate mitigation actions, and will continue working on our long term strategy for emissions reduction.

5 SONA key issues to note (4) Govn is committed to five priorities: education, (environment sector education & outreach program) health, (waste, air quality, impact management) rural development and land reform ( settlement of land claims in protected areas, cleaning and greening) creating decent work (green jobs) fighting crime (Environmental courts, integrated Enforcement system)

7 Green Economy: Few points to note Dfn: Growth model/paradigm that enhances production and consumption patterns with positive employment outcomes & based on addressing the interdependence between economic growth, social protection and natural ecosystem A Govn prioritiy for the Mandate period (2009 to 2014) One of the key elements of the New Growth Path A National Strategy/plan needs to be submitted to be submitted to cabinet lekgotla in July 2010 Minister identified a need for a national summit to further define the elements of the strategy and advocate this approach Identified date for the summit is: 18 to 20 May 2009

8 Policy framework to achieve creation of decent work and inclusive growth The emerging Growth Path provides a coherent policy framework to address the identified structural constraints to achieve the stated outcomes 8

9 Key Drivers of a Green Economy Paradigm Substantial growth in investment necessary to achieve climate change mitigation & adaptation (with or without an int. binding agreement) Increasing recognition that clean technology development offers significant business opportunities & gains A growing need to develop / elaborate the economic case for environmental management and sustainable development
