6 National Agenda ( ): the home-made reform The ultimate purpose of the National Agenda is to achieve sustainable development through a transformation program that puts Jordan on a trajectory path toward fast economic growth and greater social inclusion, resulting in comprehensive strategies and initiatives developed to realize social, economic and political development, evaluate and monitor progress of its implementation according to detailed performance indicators. Such effort is what makes the National Agenda different from past development programs.

10 Environmental Sustainability Linkages with other sectors (source: Jordan National Agenda) Water: wastewater management and reclaimed water re-use Agriculture: through the quality of treated water used for irrigation that impacts Agriculture Tourism: through the preservation of the natural and cultural heritage (natural reserves, archeological and historical sites) Health: through the health impact of pollution and waste management Energy: through the impact of price and quality of Diesel as well as the quality of oil and pollution from the Oil refinery Industry: through initiatives in the QIZs and other big industrial zones to reduce pollution levels (policy & cost implications), the impact of environmental compliance on enhancing competitiveness Transportation: through regulating pollution generated by motor vehicles (air and noise pollution) and preserving the maritime life in the gulf of Aqaba from potential sources of pollution

16 Developing a Roadmap for introducing Strategic Environmental Assessment in Jordan SEA is a Systematic process for evaluating the environmental consequences of proposed policy, plan or programmed initiatives in order to ensure they are fully included and appropriately addressed at the earliest appropriate stage of decision-making on par with economic and social consideration. Jordan (MoEnv) requested SMAP III TA assistance in exploring the best approach for SEA implementation in Jordan. SMAP III TA responded and an MoU was signed to provide TA in developing a roadmap for introducing SEA in Jordan. The document addresses Policy Makers, Donors and draws the Way Forward. 22 The Pilot SEA -Demonstrate the efficacy of SEA in the Jordanian context; - Test the capacity and resolve of the various institutional stakeholders, in carrying out their roles and responsibilities within the SEA process, and to help strengthen this capacity going forwards (ie learning by doing ); - Create SEA advocates and champions within government, thus facilitating the broader introduction of SEA in the latter stages of Roadmap implementation.
