1 SITE HISTORY Historic lakefill In the 1940s and 1950s by Miami-Dade County. In 1957 Miami-Dade County deeded the property to the City of North Miami Beach. By 1957, the City had constructed a ballfield and park. A former daycare facility was constructed onsite circa The City reportedly used the northern, undeveloped portion of the property for storage of construction debris, vehicles and parts, and a recycling staging area. 1

2 ENVIRONMENTAL IMPACTS Buried debris Iron and Ammonia groundwater impacts as a result of the presence of buried debris. Methane generation within the buried debris. Arsenic groundwater and soil impacts in the ballfield as a result of the presence of arseniccontaining red clay in the infield. 2

3 REGULATORY OVERSIGHT Previous assessment conducted under Chapter 24 of the Miami-Dade County Code of Ordinances. Previous regulatory oversight by Miami-Dade County Department of Environmental Resources Management (DERM) Brownfield Site Rehabilitation Agreement executed on December 16, Assessment and remediation to be conducted under Chapter of the Florida Administrative Code. FDEP becomes regulatory oversight agency. 3

4 The primary goals are: THE BROWNFIELD PROGRAM to reduce public health and environmental hazards on sites that are abandoned or underused due to these hazards; provide the opportunity for Environmental Equality and Justice. create financial and regulatory incentives to encourage voluntary cleanup and redevelopment of sites 4

5 GROUNDWATER ASSESSMENT The use of the Health-Based Values groundwater CTLs at Brownfield Sites for iron was established as the alternative CTL to drive the assessment and remediation goals. 5

12 SELECTED REMEDIAL APPROACH Infield: Source Removal + Semiannual Groundwater Monitoring Buried Debris Taylor Park Create a buffer distance between the buried debris and the property boundary. While the implementation of a surface cap is deemed unsuitable, based on the planned recreational use of the Site, the implementation of a protective cover over the existing buried debris is proposed in order to prevent exposure to buried debris. Methane Gas A gas venting and monitoring system required for enclosed structures within the footprint of the buried debris. 12

14 CONDITIONAL CLOSURE APPROACH No groundwater use will be allowed. This provision will reflect that iron and ammonia impacts above the groundwater CTLs remain onsite but based on the proposed use of the land, they pose no threat to the public health. A methane monitoring plan will be implemented as part of the redevelopment if enclosed structures are installed within the footprint of the buried debris. This closure approach will allow the redevelopment of the Site as a park and put the land back to a productive use for the community. 14
