3 Water Supply Assessments (WSAs) Technical, informational and advisory document The lead agency uses the WSAs to determine adequate water supplies are available The sources of data in the WSAs are: o The 2010 EMWD Urban Water Management Plan (UWMP), and o The 2010 Metropolitan Water District (MWD) Regional Urban Water Management Plan (RUWMP) 3

4 Water Supply Assessment Conclusion MWD 2010 RUWMP states existing and planned supplies will meet projected member agency demand EMWD relies on MWD to supply new demand To supplement or reduce the need for MWD imported supplies EMWD may: o Increase recycled water use (Indirect Potable Reuse) o Additional desalination (Perris II) o Increase conservation 4

6 EMWD Administrative Code, Section Excess water demand offset requirement: Projects requesting a water supply assessment that will increase water demand above what was assumed in the General Plan used to develop projections in the most recent Urban Water Management Plan will be required to offset the demand increase with a new water supply or conservation. 6

7 Proposed Offset Administration Offset will be calculated based on the difference in average water demand between the previous and proposed landuse The need for an excess water demand offset will be determined in the first Water Supply Assessment for a project If needed, fee obligation or other offset will be assessed at the time of connection If fee paid, amount will be updated over time 7

Collected offset fees will be used to pay for conservation or other projects that will increase water supply Developer may implement an extraordinary conservation program onsite or for existing customers in-lieu of paying offset fee ( In-lieu project ) Demonstrated and documented savings Subject to EMWD approval 8

9 Offset Fee Determination Fee calculated based on then current cost of existing and proposed conservation programs 2014 calculated fee based on: Turf removal ($1/SF) High Efficiency Clothes Washer ($65/washer) Nozzle Installation ($1.25 per nozzle) 2014 calculated fee = $2,100/AF for ten years of supply 9

11 Recommendation Recommend that the Board approve: 1. The Water Supply Assessment for French Valley 170, Tentative Tract Map 36785; and 2. A condition for the project proponent to provide an Excess Water Demand Offset for the project of AFY for ten years; through an approved in-lieu project or offset fee paid at the time of connection 11
