3 A. DOH Mandate & Policy on Water Quality 1. Code on Sanitation of the Philippines (PD 856) Section 9: Prescribed Standards and Procedures for drinking water shall conform to the criteria set by the National Drinking Water Standards 3 2. Phil Clean Water Act of 2004 (RA 9275) Section 22- d: DOH shall be primarily responsible for the promulgation, revision & enforcement of drinking water quality standards 3. Phil National Standards for Drinking Water (PNSDW) of 2017 (DOH AO No dated June 23, 2017) Prescribe the standards & procedures on drinking-water and requires WSP development and implementation 4. National Policy on Water Safety Plan (WSP) for all Drinking-Water Service Providers (DOH AO No on 04 Sept 2014) 4.1 Guidelines on the Review and Approval of the WSPs of Drinking-Water Service Providers (DOH AO No on 20 April 2017)

13 REASONS FOR UPDATING 13 oexperiences of water utilities on compliance/non-compliance to the PNSDW; owho issuance in 2011 of Updated Guidelines for Drinking-Water Quality: new parameters; improved framework of drinking-water safety for water quality monitoring, testing and analysis; odoh issuance of an Administrative Order requiring the development and implementation of the Water Safety Plan for all drinking-water service providers; onew scope and definitions of Sustainable Development Goal (SDG) water supply indicators; oneed for water quality standards during emergency situations.

15 1. OBJECTIVES 15 The Philippine National Standards for Drinking-Water of 2017 aims to protect public health by prescribing standards and procedures for drinking-water.

SCOPE AND COVERAGE 16 The 2017 PNSDW is applicable to all drinking water service providers including the following: Government and private developers and operators of water supply systems Bulk water suppliers providing drinking-water Water refilling station operators Water vending machine operators Ice manufacturers All establishments and institutions that supply or serve drinking water Drinking water testing laboratories Health and sanitation authorities General public All others who are involved in determining the safety of public s drinking water

GENERAL GUIDELINES 17 1) Standards for drinking-water quality, water sampling and examination and evaluation of results shall conform to the criteria prescribed under this Order and its Manual of Operations. 2) To ensure the safety of drinking-water, the standards shall be applied in accordance to the improved framework for drinking-water safety.

18 Standards for Other Modes of Distribution of Drinking-water 18 Drinking-water from refilling stations, vending machines, mobile tanks and bulk water supply o initial and periodic examinations for microbiological, physical, chemical and radiological quality.

22 Water Safety Plan (WSP) and Drinking-water Quality Surveillance 22 The implementation of WSP approach can secure the safety of drinking-water. The WSP shall be developed to meet health-based targets consistent with the Philippine National Standards for Drinking Water.

23 RESPONSIBILITIES 23 ROLES AND Local Government Unit Enforce the provisions of this Order Develop and implement drinking water quality surveillance program

24 ROLES AND RESPONSIBILITIES 24 Water Laboratory Comply with the provisions of this Order Secure accreditation from the Department of Health Implement QS and develop a manual of operations describing the laboratory s policies and plans for ensuring the quality of their work provided to the public

25 ROLES AND RESPONSIBILITIES 25 Drinking-Water Service Provider/Operator of Establishment and Building Comply with the provisions of this Order Develop and implement WSP Institute corrective actions for any unsatisfactory results of water sampling Submit to the accredited laboratories water samples for examination in a manner and at such intervals prescribed under this Order Submit results of water quality testing to the local health authority Educate consumers on how to keep drinking-water safe at all times
