Development without energy is unthinkable in the modern-day world as it is an important pre-requisite to keep the economic wheel moving. The main objective of professionals working in the Energy Sector at NESPAK is to provide engineering consultancy services to the projects so that cost-effective, adequate and safe and secure supplies of electricity are ensured. At NESPAK, the Energy Sector is handled with a sense of urgency keeping in view the current energy crisis and to bolster development of the sector for meeting long-term needs in the country. NESPAK is the front-runner on the national scene in rendering top class engineering consultancy services in the Energy Sector. It has been in the vanguard of the energy development efforts and has been associated with most of the public and private sector projects in Pakistan since its inception in The Company has rich experience in offering services to the public and private sector clients on energy projects of varied and diverse nature. NESPAK's set-up has been evolved with due cognisance of the requirements of this Sector which has been undergoing structural and institutional reforms in the recent past in most countries including Pakistan. In the Energy Sector, NESPAK has rendered invaluable consultancy services for the projects in Pakistan and abroad. To date, NESPAK has acquired a total of 396 projects in Pakistan and foreign countries, costing Rs. 3,020 billion. As many as 356 projects have been completed while the number of active projects stands at 40. The experience and expertise gained at home enabled NESPAK to secure projects in 19 countries of Asia, Africa and Central Asian Republics in the 17

The services include all facets of project implementation from conceptual designs to final commissioning and operation. interconnection of power systems, demand side management, financial and economic analysis. The Company clinched a total of 40 projects costing US$ 13 billion in the Energy Sector in Bahrain, Benin, ECO States, Gambia, Iran, Nepal, Oman, Saudi Arabia, Somalia and United Arab Emirates. As many as 29 projects have been completed while 10 projects are in operation. Major energy projects undertaken by NESPAK abroad included Rabigh Power Plant Extension Project Unit Nos (Stage-V) & Unit Nos (Stage VII), Riyadh Power Plant No. 10, Shoaiba Power Plant Project and Jeddah Power Plant, Saudi Arabia and Donga Hydroelectric Project, Benin. Studies: Reconnaissance, pre-feasibility, feasibility, economic and financial analysis, tariff analysis, socio-economic and environmental impact assessment, project siting and resettlement plans, project options and optimisation, load flow, short circuit and transient stability studies, electromagnetic transient studies, probabilistic production cost simulations, cost of service analysis, restructuring and corporatisation of the Government-owned utilities, rehabilitation, refurbishment and upgradation of projects, development of short and long-term policies for attracting private investment in energy and infrastructure projects, evaluation and due diligence of plants and assets. Recently, NESPAK has carried out a feasibility study in association with the SNC-Lavalin of Canada, for the National Power Expansion Plan awarded by the Government of Pakistan. The programme encompasses the complete power planning up to the year The Company made recommendations to increase the electricity generation, thus ending power outages in the country. NESPAK has around 650 personnel including mechanical and electrical engineers on its strength for providing state-of-the-art services in the arena of energy development plans. In the Energy Sector, NESPAK offers engineering consultancy services in the following fields: Planning and System Studies Hydropower Thermal Power Nuclear Power Transmission Substations Distribution and Rural Electrification SCADA and Telecommunications Mechanical SCOPE OF SERVICES Planning: Project identification and definition, load forecasting, least cost generation, transmission and distribution system planning, Engineering: Preliminary and detailed design, drawings and specifications, cost estimates and budgetary forecasts, design review and approval of shop drawings, testing, commissioning, operation and maintenance procedures, equipment selection, quality assurance and control. Contract Packaging: Supply and supervision contracts, supply, installation and commissioning contracts, turnkey contracts, contractorfinanced contracts, engineering procurement and construction management contracts, build, own and operate (BOO) contracts, build, operate and transfer (BOT) contracts, build, lease and transfer (BLT) contracts, operation and maintenance (O&M) contracts. Procurement: Bidding documents for procurement within the framework of guidelines issued by financing agencies like the World Bank, the Asian Development Bank, the Japan Bank of International Cooperation (JBIC), KfW (Kreditanstalt für Wiederaufbau-Reconstruction Credit Institute.), the Islamic Development Bank and the Kuwait Fund for Arab Economic Development, pre-qualification documents, bidding documents for engineering, procurement and construction & turnkey contracts, invitation and evaluation of bids, negotiations and award of contracts and shop inspection and testing. Project Management: Planning, scheduling and budgetary control of project implementation, coordination and monitoring of costs, resources, schedules and progress, review and approval of construction methods, machinery and resource allocation, control of project documents, security 18

4 40 YEARS OF EXCELLENCE and safety requirements, review and approval of codes and standards, preparation and update of project master schedule, progress reviews and expediting reports, certification of plant performance and commencement of commercial operation, review and approval of operation and maintenance manuals, project completion reports and as-built drawings, training of O&M staff, quality assurance and control. Independent Engineer: In the role of independent engineer, NESPAK provides pre-financial closure equity investor support, due diligence involving review of project design, cost and scheduling, due diligence in the implementation and operation phases, asset valuation and assessment. EXPERIENCE Since 1973, NESPAK has worked in Pakistan and 19 other countries on various projects in the Energy Sector. The depth of experience acquired in this Sector is summarised below: Planning and System Studies: Planning and interconnection studies for hydel and thermal power plants. System studies for EHV transmission networks of Water and Power Development Authority (WAPDA) and the Karachi Electricity Supply Company (KESC). Feasibility Study of Thermal Power Plants Based on Gas from Small Gas Fields of Pakistan has been undertaken. NESPAK has carried out 24 projects in this area. Hydropower: As many as 65 hydropower projects including low, medium and high head power stations, with individual plant capacity varying from less than one MW to 3,600 MW, having a total capacity of over 19,080 MW. Thermal Power: The number of thermal projects undertaken by NESPAK stands at 126. In Pakistan, a total capacity of 15,460 MW using combined cycle, conventional steam turbine, diesel engine or gas turbine technology with plant size ranging from 4.8 MW to 1,800 MW has been installed. In Saudi Arabia, total capacity of 22,000 MW with maximum plant size of 5,200 MW has been completed. Nuclear Power: A total of 32 assignments related to nuclear power projects involving project planning, detailed engineering and construction supervision services. HV/EHV Transmission Lines: As many as 85 projects involving planning, engineering and supervising services for a cumulative length of 7,750 km of HV/EHV transmission lines for voltages ranging from 110kV to 500kV. Substations: Planning, engineering and supervising services for HV/EHV substations ranging from 66kV to 500kV having cumulative transformation capacity of 23,500 MVA. The 29 substation projects included conventional outdoor and GIS installation. Power Distribution, Rural/Urban Electrification and Building Electrical Services: Electrification of 1,800 villages and computerised mapping of 60,000 km of 11kV power distribution feeders, power distribution network for cities and colonies, specialized projects of sports floodlighting (4 cricket stadiums and 1 hockey stadium), large number of high rise buildings, electrical services, power distribution system for barrages/dams and water sewerage treatment and supply systems and road lighting design within and outside Pakistan. NESPAK has undertaken almost 21 projects in the field of rural electrification in Pakistan and abroad. S C A DA a n d Te l e c o m m u n i c a t i o n s : T h e S C A D A a n d Telecommunications group has been instrumental in the setting up of control rooms equipped for monitoring and remote control of large electrical power networks. Intelligent energy management features are provided including network state estimation, optimal power flow, load forecasting, contingency analysis and outage scheduling. Comprehensive data and voice connectivity solutions are provided to enable exchange of system control commands and remotely acquired monitoring information over diverse telecommunication media such as optical fibre, power line carrier and very small aperture satellite terminals. A total of 18 load despatch centres for power utilities involving energy management functions and state-of-the-art computer hardware supported by telecommunication system comprising microwave, fibre optic and power line carrier systems. Mechanical: Planning, design and construction supervision of large water, oil and gas transmission networks. 19

5 MW Combined Cycle Power Plant Project, Guddu NESPAK is rendering engineering services for tender documentation, design review and construction supervision of the 747 MW Combined Cycle Power Plant (CCPP) Project at Guddu, costing Rs. 48 billion. The project is located in the vicinity of existing 1,650 MW Thermal Power Station Guddu. 20

6 40 YEARS OF EXCELLENCE 425 MW Combined Cycle Power Plant Project, Nandipur NESPAK scope of services for this Rs. 57 billion project comprises assistance during award of contract, preparation of contract documents, design review and construction supervision, installation, testing and commissioning of the power plant. The project is located in the neighbourhood of WAPDA's existing Nandipur Hydropower Station. Riyadh Power Plant No. 9, Saudi Arabia The Riyadh Combined Cycle Power Plant is the largest of its kind in the Middle East. The plant is located on old Khurais Road, 60 km from the Riyadh City in the Kingdom of Saudi Arabia. Spread over an area of 3 sqkm, it features a generating capacity of 3,280 MW. NESPAK scope of services included the preparation of design report, tender documents/specifications, design review, site supervision, contract administration, construction management, testing and commissioning, verification of contractor's invoices and evaluation of contractor's claims. The project was completed in 2010 at a cumulative cost of US$ 2.7 billion. Rabigh Power Plant Extension Project Unit Nos , Saudi Arabia NESPAK-SAUDCONSULT joint venture was hired for the 1,680 MW Rabigh Power Plant Extension Project located on the shore of Red Sea, about 150 km north of Jeddah city near the town of Rabigh in the Kingdom of Saudi Arabia. The project comprised engineering design, procurement and training on equipment, systems, structures and civil works for 28 gas turbines for its Unit Nos The scope of services included design review, contract administration, testing and commissioning, verification and evaluation and construction supervision. The purpose of this two-phase project is to meet the growing electricity needs of Makkah Al-Mukarramah and Madinah Al-Munawwarah Regions. The project was completed in 2012 at a cumulative cost of US$ 2 billion. 21

7 Makkah 110 kv System Extension and Reinforcement Project, Saudi Arabia NESPAK provided detailed design and construction supervision for this US$ 40 million project in This expansion project comprised the construction of two new 110/13.8 kv Gas Insulated Switchgear (GIS) substations at Muna and Harat-ul-Bab. The project also included the extension & modifications in seven existing 110 kv substations, eight km of 110 kv double circuit overhead transmission line, seven km of Cross-linked Polyethylene (XLPE) cables, readjustment of the protection system and installation of three 110 kv bays. The extension of the Makkah Load Despatch Centre including SCADA (Supervisory Control and Data Acquisition) and new telecommunication links was also part of this power project. Tabouk Power Plant No. 2 Extension Project, Saudi Arabia The 454 MW Tabouk Power Plant No. 2 Extension Project was carried out in three phases at a cumulative cost of US$ 356 million. The Unit Nos. 7 and 8 (Stage IV), Unit Nos. 9, 10 and 11 (Stage V) and Unit Nos. 12 and 13 were completed in 2006, 2009 and 2010, respectively. The client issued a Letter of Special Thanks and Appreciation for the meritorious services rendered by NESPAK for the overall completion of the project earlier than the contractual time period. NESPAK scope of services for this power expansion project included design review and supervised construction. 969 MW Neelum-Jhelum Hydropower Project NESPAK, in a joint venture with foreign and local consultants, is providing design review and construction supervision services for the 969 MW Neelum-Jhelum Hydropower Project, costing Rs. 130 billion. The project comprises the construction of a diversion dam and a de-sander at the Neelum River about 41 km upstream of Muzaffarabad, a 32 km long tunnel and an underground powerhouse at Chattar Kalas. The project being constructed at the Neelum River in Azad Jammu and Kashmir, will contribute about 5.15 billion units of low-cost electricity to the national grid. 22

8 40 YEARS OF EXCELLENCE 1,450 MW Ghazi-Barotha Hydropower Project NESPAK provided services as leader of a consortium of consultants for the 1,450 MW Ghazi-Barotha Hydropower Project costing Rs.111 billion completed in The project comprised a barrage downstream of Tarbela, a 52 km long lower channel and a lower house comprising five units of 290 MW each. 23

9 MW New Bong Escape Hydroelectric Power Project NESPAK, in a joint venture with M/s MWH Global Inc., USA, provided design review and construction supervision services as Employer's Representative for the 84 MW New Bong Escape Hydroelectric Power Project. The Rs. 18 billion New Bong Escape Project Mangla is the first Independent Power Producer (IPP) Project in the hydropower sector in Pakistan and also the first hydropower project registered with the United Nations Framework Convention on Climate Change (UNFCCC) as Clean Development Mechanism (CDM) project. The project was financed by a group of national and international lenders including, inter alia, the Asian Development Bank, the Islamic Development Bank and the International Finance Corporation. 96 MW Jinnah Hydropower Project, Mianwali NESPAK is carrying out engineering consultancy services for the 96 MW Jinnah Hydropower Project near Mianwali. The Company is conducting design review and construction supervision under a joint venture comprising local and foreign consultants. The project is estimated to cost Rs. 8.8 billion. Tarbela Hydropower Extension Project NESPAK-C.T. Main, USA, a joint venture for Tarbela Hydropower Third Extension Project undertook detailed design, tender documentation and construction supervision for Units The project was designed to generate 1,728 MW electricity on Tunnel-3, enhancing total capacity of the power house to 3,478 megawatts. The construction of this project costing Rs. 11 billion was completed in

10 40 YEARS OF EXCELLENCE 500 kv Jamshoro-Lahore Transmission Line Project The project costing Rs. 9 billion comprised the construction of 1,100 km of single circuit quad bundled lines. NESPAK provided consultancy for planning, design, preparation of tender documents, construction supervision and commissioning of the project in Ghazi-Barotha Hydropower Project 500 kv Transmission Lines Network NESPAK rendered consultancy services for tender documents, design review and construction supervision for the 500 kv Transmission Lines Network Ghazi-Barotha Hydropower Project costing Rs. 14 billion. The construction of the project was completed in 2011 under NESPAK's supervision. Transmission Line for Hydropower Projects on River Indus NESPAK provided design review and construction supervision services for this transmission lines project to disperse power generated by three high head hydropower stations on Tributaries of River Indus, namely, Duber Khwar, Khan Khwar and Allai Khwar. Under the Rs. 2.5 billion project, the 50 km long 132/220 kv Duber Khwar Khan Khwar Allai Khwar Transmission Line and 220kV Allai Khwar Mansehra New Transmission Line were constructed and energised in

11 kV Rewat Substation The 500kV Rewat substation is a major component of Pakistan's National 500kV Transmission System. The project comprised two 300kV bays and two 450MVA, 500/220kV auto-transformer banks. Two kv lines: one from Tarbela Hydropower Plant and the other from Lahore 500/220kV Substation terminated at the 500kV switchyard substation. NESPAK scope of services included project planning, data collection, preparation of bidding documents, bids evaluation, review of design, drawings, data, inspection and witnessing of quality conformance and design tests for material, equipment, construction supervision and testing and commissioning. The project costing Rs. 976 million was completed in Extension of 500/220kV Sheikh Muhammadi Grid Station The 500kV Sheikh Muhammadi Grid Station which was commissioned in 1996, comprises 2x450 MVA, 500/220kV auto-transformer banks. The grid is connected to Tarbela Hydropower Plant and 3x160 MVA, 2202/132kV auto-transformers feed the distribution network. NESPAK supervised the extension works which included the installation of 3x150 MVA, 500/220kV and 1x160 MVA, 220/132kV auto-transformers with all the allied switchgear, protection, metering and monitoring system. The 220/132kV and 500/220kV transformers were energised in

12 40 YEARS OF EXCELLENCE Load Despatch System Upgrading Project The upgrading of existing NTDC SCADA/EMS and associated telecommunication infrastructure is under way through the JICA-funded "Load Despatch System (LDS) Upgrading Project". The project is in its final stages of completion and key parameters of a number of remotely located grid and power generation stations all over Pakistan are now dynamically visible on the LED rear projection screen system based dynamic mimic board spanning across the control room wall at the National Power Control Center in Islamabad. The project includes a network of weather stations to help forecast power demands based on present and near future weather conditions. Once commissioned, the project will streamline management and control of the national electrical grid system by providing system operators timely information and control capability of vital system components such as generators, transmission lines and grid stations. NESPAK scope of services includes detailed design, design review and construction supervision for this project of national importance. Electricity and Water Control Centres in Bahrain NESPAK in association with Electricite de France provided services for the design and installation of integrated SCADA and telecommunication network providing system-wide telemetry and control capabilities from a Central Control Room.
