7 WATER SECTOR FUNCTIONS To formulate and establish National Water Industry policy To plan and develop the National Water Industry regulatory framework To plan, evaluate and monitor water supply and sewerage services infrastructure development projects Joint secretariat of National Water Resources Council with Ministry of Natural Resources and Environment 7

8 WATER SUPPLY DEPARTMENT FUNCTIONS To provide technical advisory services to the ministry and other agencies in planning, designing, implementing and managing water supply programmes To plan, implement, coordinate and monitor national water supply development programmes/projects to meet the targets that fulfil the needs of the people and nation To plan, monitor and implement the development of water resources To monitor the quality of raw water at intakes in Malaysia and of treated water in Sabah and Sarawak To carry out safety monitoring on high-risk water supply dams and tanks on slopes 8

9 WATER SUPPLY DEPARTMENT FUNCTIONS To serve as committee member (SIRIM and SPAN) in preparing the list of approved materials for water supply projects To act as certifying agent for the Sungai Langat Water Treatment Plant implemented by PAAB To plan, implement and monitor NRW programmes To plan, prepare and maintain water supply infrastructure for domestic and industrial requirements in Labuan Island 9

11 MALAYSIA S WATER REFORM Amendment to Federal Constitution (February 2005) to enable the Federal Government to regulate the water services water supply servic es under the Federal Government, water resources remain under State Government Water Services Industry Act 2006 (WSIA 2006) to govern the water services industry from raw water treatment to discharge of waste water National Water Services Commission Act 2006 (SPAN Act) To establish a national regulator for the water services industry 11

18 KEY STATISTICS ON MALAYSIA S WATER SUPPLY (AS AT 2011) Generally, water supply is available 24 hours a day The growth of demand for water supply is at 8% to 10% each year There are 458 water treatment plant with capacity of 16,771 MLD Total water main is 131,286 KM Total connection is 6.46 million serving 25.9 million Total water supply capacity and water supply demand in Federal Territory of Labuan is 104 MLD and 59 MLD respectively 18
