Collecting National Data on Solid Biofuels Joint CSO/IEA Energy Statistics Training Noida, Nov , 2013 Pierre Boileau Non-OECD Country Statistics

Overview Why it is difficult What are non commercial solid biofuels How to set up a survey (e.g. sampling) Which questions should be asked Frequency of survey and estimation of data

Why is it difficult THERE IS NO MARKET FUELS ARE DIRECTLY COLLECTED Source: Urbanhabitat.org

Why is it difficult FUELS ARE USED IN HANDMADE OR OLD STOVES HOW MUCH ENERGY IS NEEDED TO PREPARE A MEAL? HOW MANY MEALS? HOW MUCH TIME COOKING? Source: ThinkgreenLiveClean.com

Overview Why it is difficult What are non commercial solid biofuels How to set up a survey (e.g. sampling) Which questions should be asked Frequency of survey and estimation of data

What are non commercial solid biofuels Fuelwood Wood waste Animal Dung Straw, shrubs, grass, crop residues Other vegetal wastes (e.g. rice husks)

Overview Why it is difficult What are non commercial solid biofuels How to set up a survey (e.g. sampling) Which questions should be asked Frequency of survey and estimation of data

How to set up a survey Could be integrated into a national household survey Surveys should be run by trained interviewers Supporting material (e.g. manual) and guidance The sample should representative of the whole country Rural and urban areas should be represented Different climates (mountains) Different resources (wood, fossil fuels..) Interview the person that collects and uses the fuel (in many cases women)

Overview Why it is difficult What are non commercial solid biofuels How to set up a survey (e.g. sampling) Which questions should be asked Frequency of survey and estimation of data

Which questions should be asked Basic information about the household Number of persons living, number of children? Income, geographical position Cooking/Heating appliances (renewed recently?) Cook Stove, Electric kitchen, fireplaces. Energy sources consumed by the appliances Wood, dung, vegetal wastes, charcoal, LPG. Are you using or keen to use incentives for: Fuel Switching (LPG, Kerosene) Buying more efficient stoves How are the fuels obtained? Commercial or non-commercial (where have been obtained)?

Which questions should be asked How many times a day do you collect your fuel? How much of the fuel is collected/consumed? Volume, Weight Could be difficult to understand!! Better: logs, bush cords, bundles of wood Showing picture of a sample quantity could help How much have you paid for the commercial fuels? Characteristics of the fuel to estimate an NCV Hardwood, Softwood, mixed. Consumption information How many meals are cooked, how many m² are heated?

Overview Why it is difficult What are non commercial solid biofuels How to set up a survey (e.g. sampling) Which questions should be asked Frequency of survey and estimation of data

Frequency of survey and estimation of data Surveys are really important but costly But integration into national surveys could reduce cost They cannot be run every year (sometimes never) So, estimations should cover the years with no surveys Models with inputs socio-economical indicators (GDP, POP ) Regional trends could be applied (not really reliable) Other figures such as deforestation tracking by satellites
