2 Background: The Action Plan for Energy Integration and Development in the Caribbean, is the result of joint work of the institutions of the Inter-Agency Support Group to the Integration and Energy Development Process in the Sub region (CARICOM, OLADE, CEIS, ECLAC, IDB, World Bank, UNDP, UNEP, URC, CYTED RED). It arises from the initiative of the Latin American Energy Organization, through the interagency meeting held in Kingston, Jamaica on September 8, 01. This effort seeks to identify measures and actions that should be adopted in the short and medium term to promote integration and energy development in the Sub region, thereby promoting interagency coordination and joint work. The First Phase identified the main actions currently running and implemented in the coming years by the international agencies that have a presence in the Caribbean Sub region. With the identification of these actions, it was prepared this Action Plan for Integration and Energy Development in the Caribbean, which must be validated in a first meeting with the technicians and the energy authorities of OLADE's Member Countries in this Sub region, thus contributing to the definition of an energy agenda for the Caribbean. The actions and measures proposed by thematic area are: a) Rational and Efficient Use of Energy, b) Diversification of the Energy Matrix and New and Renewable Sources of Energy, c) Energy access, d) Environment, Energy and Climate Change, e) Regional Integration f) Institutional Strengthening, indicating in each case, the suggested action, the expected results, the Inter-Agency Group that will be responsible for supporting the Region and government entities to coordinate and participate in activities to develop. The numbers are an indication of priority in which number means those items that require more finance or are not secure the finance, number means those items in which exist interest because its relation with projects in progress but do not have enough finance for its development, and number 1 means, the items that could have financing for its relation with other projects that already have financing. 3 A.1 Design and Implementation of campaigns for the rational use of energy. A. Design and implement of programs to replace incandescent lamps with efficient lamps in all consumers sectors Campaigns for the rational use of energy, designed and fully operational with funding mechanisms, monitoring and defined evaluation schemes. Number of LFC and efficient street lighting systems installed.. A. Complete and approve technical standards for energy and environmental efficiency of the equipment with major energy consumption. Approval, at regional and / or national level of the standards of efficiency fluorescent lighting and street lighting, residential refrigeration, cooking equipment air conditioning, engines, etc. A) RATIONAL AN EFICIENT USE OF ENERGY A.4 Design and operation of a regional fund to finance energy efficiency programs. A.5 Development of portfolio of investment for lighting systems, efficient cooling and engines. A.6 Preparation of studies to implement plans to reduce technical and non technical losses in electricity distribution networks. 4 B.1 Review existing studies and initiatives and update the economic, technical, environmental and social aspects of renewable projects identified by the Member Countries, to take them to their funding phase.
