Then discussing the existing problems of the independent innovation and the green economy development, such as: insufficient incentives for the development of green economy in independent innovation, insufficient supply capacity of independent innovation in green economy, promoting greening independent innovation slowly in traditional industries. Finally putting forward suggestions from the perspective of environment protection, such as: using national independent innovation as the keynote to overall green economic development, using industrial independent innovation as the bridge to construct green economic development, green incentive System of industrial independent innovation. Introduction Since the 1970s began, people began to reflect the traditional economic model due to ecological crisis, looking for a a resource-saving and environment-friendly economic model [1]. Developing green economy is a very important aspect of environment protection which depends on economic agents spirit of the independent innovation. there is a dialectical unity between green economy and independent innovation, increasing the independent innovation is the effective driving force of the green economy, while maintaining the green economy is also an effective way for sustainable innovation. Overview of independent innovation and the green economy in Environmental Perspective Connotation of independent innovation. Independent innovation is force of environment protection which mesns enterprises carry out independent technology research through its own or external resources to achieve product or process innovation, and own property, then ultimately gain profit [2]. China's investment funding in research and testing trillion yuan in 2012, an Increase of billion yuan more than in 2011, an increase of 18.5%,accounting for 1.98% of GDP,Increased by 0.14% compared to 2011 [3]. Connotation of green economic. economy focuses on solving the equilibrium of natural resources, environmental quality and contemporary economic development which benefits environment protection [4].we achieved some success about development of green economy,such as:1)promoting green economic theory to explore the hot; 2) efforts to improve the legal system of the green economy; 3) practice to strengthen and promoting the establishment of a green economy. Mechanisms of the development of green economy. Development of green economy will undoubtedly need some mechanism to support, Including: the government mechanism [5] ; the market mechanism [4] ; the moral mechanism [6] ; the ecological mechanisms [7]. First, to improve the capability of independent innovation is an effective measure to promote the formation of a green economy macroeconomic environment. Second, independent innovation promotes enterprise for the recognition of the concept of the green economy, promote the formation of corporate environment-friendly business model; Third, as the results of innovation, a variety of high-tech provide effective support for the development of a green economy [8]. Development of a green economy is an effective way to maintain sustainable independent innovation. First, green enterprise system. Ecological security will enhance the value-added products, also avoid green trade barriers in international trade [9] ;Second, the green procurement system; Third, green financial system. Environmentally friendly enterprises senior loans to encourage businesses to spontaneous green business innovation; Fourth, green consumption system. Public green consumption habits solves the terminal market issues of enterprise innovative green production, and stimulates the green economy business behavior [4]. Firstly, for the green economy, independent innovation subjects understand not thoroughly and perform small efforts. Many measures are still governance after pollution, just a remedy, it is costly and cann t cure environmental problems [11].Secondly, most companies are still a wait and see attitude for green innovation, because inputs and outputs of it time lag and revenues are uncertain [11].Thirdly, it is lack of independent innovation incentives in the development of green economy mode. Economy ownership incentive system is not complete. The fourth, it is lack of supply capacity for independent innovation in a green economy,and government support policies for this have not yet formed.

Government support rarely for industrial innovation, technology transfer and then apply,service innovation and some others [12].The Sixth, independent innovation process of the traditional industries green promote slowly. Lots of new green energy largely require high-end technical support and rely on government subsidies to promote [13]. In this context, independent innovation lay a broader perspective to promote the country's economic green transition.thirdly, building a macro power systems of innovation, it could achieve positive interaction among economic system, political system, social system.the fourth, making industry innovation as a building bridges of green economic development. Industry innovation connects the national independent innovation system and enterprise independent innovation system.the fifth, enterprise independent innovation is the basis of green economic development construction.our business innovation activities is the core to accelerate transformation of the mode of green economic development. the strategy that independent innovation follows the green economy. Firstly, through the use of independent innovation, the old material is turning waste into treasure that can improve the

4 Advanced Materials Research Vol utilization of resources in the enterprise, thus achieving the dual goals of environmental protection and production cost reduction.secondly,by means of various resources compensation tax, carbon emissions trade, and the development of green financial services and others, government guids enterprises to explore energy saving and low-carbon technologies. Thirdly,green incentive system of industry independent innovation. It can inspire independent innovation subjects to less pollution or pollution-free project shift, through the green budget system, green financial system, green investment system, green taxation system, etc.the fourth,to combine the green cultural construction and marketing. Enterprises transform and apply marketing strategies and tactics by the concept of green, at same time, target different kinds of green market segments Conclusions No matter independent innovation or green economic development model, they are both the means to promote China's environmental harmony and progress. Accelerating the construction of a green economy is an important direction of China's sustainable environmental protection strategy, and the independent innovation is a source of coordinating economy and environment, there are many interactions between the two, it should be a two-way interactive process.
