Box 424 Bowling Green, Virginia RE: Proposal for Professional Engineering Services Caroline County Wastewater Master Plan Dear Mr. Schiebel: Per your request, Dewberry Engineers Inc. (Dewberry) is pleased to present this proposal to Caroline County (County) for professional engineering services to prepare a Wastewater Master Plan for the wastewater collection system and facilities in the County. All work under this proposal will be performed in accordance with the terms and conditions of our Contract for On-Call Engineering Services with Caroline County. PROJECT UNDERSTANDING Caroline County owns and operates the public wastewater collection system located generally in the southwestern portions of the County. The sewer systems consist of one centralized system with nine (9) wastewater pump stations (WWPS), which collect wastewater and convey it to the Caroline County Regional Wastewater Treatment Plant (WWTP) for treatment. The condition of the existing WWPS ranges from older pump stations being in poor condition to newer pump stations in good condition. The regional WWTP has an average day capacity of 1.5 MGD and currently treats an average daily flow of approximately 0.5 MGD. The WWTP has plans to expand to 3 MGD when demand increases and has additional land that will make expanding beyond 3 MGD feasible. The County currently operates, but does not own, the wastewater collection system in the Town of Bowling Green. The Town of Bowling Green owns and operates an existing WWTP that will not be evaluated as part of this study. Existing nutrient load allocations and future demand will limit the ability for the County to meet the nutrient limits. As a result, additional options for managing nutrient effluent limits will be required including reclaimed water, utilization of stormwater BMP, and purchasing nutrient credits. It is our understanding that a Wastewater Master Plan will be developed to evaluate the existing wastewater collection infrastructure as well as to develop a plan for system expansion and upgrades to accommodate growth over a 30 year planning period. Dewberry will utilize GIS and record drawings to build a new wastewater collection system model to assist in the evaluation of the existing systems and for planning for future improvements. The project will also include a condition assessment of the existing wastewater pump stations. Project deliverables will include a bound report that will include an overview of the existing systems, recommendations for improvements to existing wastewater facilities, recommendations for future infrastructure upgrades to meet future demands, estimated timeframes for future improvements, budgetary cost estimates, and recommendations for wastewater collection and treatment capacity to meet future wastewater needs.

7 Proposal for Professional Engineering Services Caroline County Wastewater Master Plan May 15, 2017 Page 2 of 6 SCOPE OF WORK Task 1: Project Kickoff and Data Collection/Review This task will include the initial project coordination and data collection and review. The scope will include the following: 1. Conduct a kickoff meeting to review project requirements, outline responsibilities, and set schedules for planned meetings and workshops. 2. Collect and review existing available information in support of developing the wastewater master plan. This information will include: a. Wastewater permits b. Geographic Information System (GIS) data c. Record Drawings of existing facilities, gravity sewers, and force mains d. Wastewater SCADA data e. Operational data f. Pump data Task 2: Wastewater Demand Projections This task will build upon the work performed under the Water Master Plan and will include working with the County to develop demand projections over the 30 year planning period. It is assumed that the planning periods will be divided in 5 year increments over the first 10 year timeframe and then in 10 year increments over the next 20 year timeframe. The scope will include the following: 1. Revise Demand Projections from the Water Master Plan to account for non-sewer use such as irrigation and process water. 2. One (1) review meeting with the County to review and adjust preliminary demands. 3. One (1) revision of future demands based on County comments. Task 3: WWTP Expansion and Nutrient Allocations Evaluation This task will include the evaluation of the current and future wastewater treatment needs and nutrient load allocations of the existing Caroline County WWTP. The scope will include the following: 1. Review existing wastewater treatment plant expansion plans to 3.0 MGD. 2. Develop WWTP expansion plan based on demand projections beyond 3.0 MGD 3. Develop projections for nutrient load allocations required throughout planning period. 4. Develop budget level cost estimates for WWTP expansions beyond 3.0 MGD. Task 4: Wastewater Collection and Conveyance System Model Build and Calibration This task will include the development of a new wastewater collection system model for the County wastewater collection systems utilizing Bentley SewerGEMS modeling software. This task will consist of the following:

Build initial model by using existing GIS data, meter data, and Record Drawing information for pipes, manholes, and pump stations. 2. Perform data gap analysis to determine additional information needed to complete model build. 3. Allocate model demands based on flow monitoring and meter data. 4. Review operational and control data for use in setting up the controls in the model. 5. Calibrate the model based on information gathered in the above steps. Task 5: Existing Wastewater Collection and Conveyance System Evaluation This task will include the use of the calibrated wastewater collection system model to evaluate system capacity and develop recommendations for improvements. This task will consist of the following: 1. A general review of available pump station run time data, sewer meter data, and rain gauge data will be included to generally identify areas of high inflow and infiltration (I&I). A detailed I&I study will be performed for the South River WWPS drainage basin as a separate task order. 2. Evaluate and identify existing system deficiencies utilizing the calibrated wastewater collection system model. The model will be used to develop recommendations for improvements to address system deficiencies. 3. Recommendations for wastewater system improvements to address deficiencies. 4. Budget cost estimates for recommended improvements for existing wastewater systems. Task 6: Future Wastewater Collection and Conveyance System Evaluation This task will include the use of the calibrated wastewater collection system model to evaluate system capacity and develop recommendations for improvements required to serve future projected demands. This task will consist of the following: 1. Development of modeling scenarios for each planning period time step, defined by Task 2, for the purpose of analyzing the existing collection infrastructure s capacity to serve the County in the future based on the projected demands. 2. Identification and evaluation of future wastewater collection and conveyance infrastructure to serve projected sewer demands. 3. Evaluate the requirements to route the following systems to the Caroline County collection system: a. State Fair System b. New Dawn System 4. Prioritization, preliminary sizing, and projected timing of future Capital Improvement Plan (CIP) projects needed to serve projected sewer demands. 5. Preparation of budget cost estimates for CIP projects. 6. Attend up to two (2) meetings to discuss progress and results.

9 Proposal for Professional Engineering Services Caroline County Wastewater Master Plan May 15, 2017 Page 4 of 6 Task 7: Wastewater Master Plan Report This task will include the preparation of the Wastewater Master Plan report, incorporating the work conducted in the previous tasks. The project deliverable for the Wastewater Master Plan will include twelve (12) hard copies and one electronic copy in PDF format of the final report that incorporates all of the elements described above. The report will include mapping to summarize all planned projects for wastewater collection and treatment system improvements and budget cost estimates for these projects over the planning period. Two (2) copies of board-mounted maps for the wastewater collection system improvement programs will also be submitted to the County. The scope will also include the following: 1. Preparation and submittal of draft report. 2. One meeting with the County to discuss the draft report. 3. Revisions to the master plan based on comments from the County. 4. Final report submission to the County. 5. One (1) presentation to the Board of Supervisors of the final wastewater master plan. OPTIONAL TASKS These tasks can be included in the scope if requested by the County. Optional Task A: Condition Assessment This task will include a condition assessment of the County s wastewater pump stations. The scope will include the following: 1. Site visit by wastewater engineers to each facility for a visual assessment of all components. This will include eight (8) wastewater pump stations: a. Ladysmith Commons WWPS b. South River WWPS c. VDOT WWPS d. Pendleton WWPS e. Econolodge WWPS f. Belmont WWPS g. School Board WWPS h. Community Services WWPS Note: County Park WWPS was omitted from the list for condition assessment. 2. Preparation of site visit reports including documentation of any deficiencies with pictures and recommendations for addressing deficiencies. The deficiencies will be categorized as high or low priority to assist in planning. 3. Coordination of drawdown testing. Dewberry will provide a drawdown test procedure for the County staff to perform for each pump station. It is assumed that Dewberry will not perform or be in attendance during drawdown testing. 4. Development of budget cost estimates for recommended improvements.

10 Proposal for Professional Engineering Services Caroline County Wastewater Master Plan May 15, 2017 Page 5 of 6 Optional Task B: Reclaimed Water Master Plan This task will include the development of a Reclaimed Water Master Plan as part of an effort to offset future nutrient loads based on increased demand. This task will consist of the following: 1. Develop reclaimed water demand projections based on input from the County. 2. Develop a reclaimed water model to size recommended reclaimed water system components to serve the projected demands. 3. Evaluate improvements required at the WWTP to meet reclaimed water system monitoring and treatment requirements. 4. Develop reclaimed water phasing plan with proposed projects for each phase. 5. Develop budgetary cost estimates for the proposed projects. SCHEDULE Dewberry proposes to complete the Wastewater Master Plan within 13 months of the notice to proceed date. A preliminary detailed schedule is included as an attachment to this proposal. FEE Dewberry will provide the professional engineering services outlined in this proposal for the following lump sum fees. ASSUMPTIONS 1. The County will provide all required Record Drawing information needed for verifying and updating the water and sewer models. Field verification or survey of wastewater infrastructure is not included. 2. The condition assessment site visits will take no more than two (2) days. Dewberry will not perform or be present for the drawdown tests, but will assist in coordinating tests with the County. 3. The condition assessment will include a visual inspection and assessment only by wastewater engineers. The visual inspection shall include all components that are visible through normal access without entering confined spaces or climbing ladders. A drawdown/capacity test at each WWPS will be performed by County employees with assistance from Dewberry. A detailed structural, coating, electrical, architectural, or mechanical evaluation is not included in this scope of work. If items of concern are noted during the inspection, a detailed follow-up inspection may be required as an additional task which is outside of the scope of work of this project.

The County will be responsible for the cost and labor associated with the collection and analysis of any wastewater quality samples required for this project. 5. The preparation of preliminary engineering reports or design documents for recommended improvements is not included in the scope of this project. 6. The preparation of permit applications or assisting in obtaining permits is not included in the scope of this project. We look forward to the opportunity to serve Caroline County on this project.
