26 Site Approval BOCC & BOH April 4, 2016 PROJECT INFORMATION AND STAFF COMMENTS REQUEST Referral to the County regarding Site Approval for Construction of a Sewage Lift Station APPLICANT PROPERTY OWNER ENGINEERS Buffalo Valley Apartments Lift Station Partners III, LLC Chris Hale, Mountain Cross Engineering, Inc LOCATION The property is located at 3637 Highway 82, just south of the County Road 154 Intersection and south of the City of Glenwood Springs. I. GENERAL PROJECT DESCRIPTION The Lift Station Site Application has been referred to the County for comments and recommendation. The Colorado Revised Statutes and Colorado Department of Public Health and Environment (CDPHE) State Regulations call for Lift Stations to be forwarded to the County and Local Health Authority for review and comments. The Buffalo Valley Apartment Wastewater Lift Station proposal is designed to replace an existing lift station. Because the proposed lift station will exceed the threshold of 2,000 gallons per day review by the County and permitting by CDPHE are required. The lift station will transport sewage to the City of Glenwood Springs Regional Wastewater Treatment Facility. The lift station is located on private property and has duplex grinder pumps, each pump is capable of pumping the peak daily flow rate individually. The station has a generator to provide backup power in case of power failure. The lift station will be constructed as part of the construction of the Buffalo Valley Apartment complex. The lift station will be under 24-hour surveillance by the property management system established by the Owner for maintaining and managing the apartment complex. Detailed sections on design, general operation, maintenance, and emergency operations are included in the submittals. 1

27 The Application includes a Wastewater Receiving Entity Certification from the City of Glenwood Springs confirming their ability and willingness to accept waste from the new lift station. Site Plan LIFT STATION II. REVIEW AND STAFF ANALYSIS 1. The CDPHE and State regulations call for Lift Station Application to be forwarded to the County in which the facility is to be located for review and comments. The local authorities are requested to comment on the relationship of the lift station to its local comprehensive plan and/or utility plans for the community as it affects water quality. 2. The Board of County Commissioners will also convene as the Board of Health for the purpose of reviewing the referral. 3. The Garfield County Comprehensive Plan 2030 as amended contains goals and policies in Section 7 Water and Sewer Services relevant to the request. Key elements from Section 7 that support the Application and a finding of consistency with the plan are provided in the following excerpts: 2

28 Section 7 Vision: High water quality has been preserved and enhanced through stringent regulation of waste water treatment and disposal as well as regulation of detrimental surface uses. Ensure the provision of legal, adequate, dependable, cost effective and environmentally sound sewer and water service for new development. Section 7 - Policies: 1. Development located adjacent to municipalities or sanitation districts with available capacity in their central water/sewer systems will be encouraged to tie into these systems. 3

29 2. County will strongly discourage the proliferation of private central water/sewer systems. 5. Higher density development.should be located in areas where central sewage treatment facilities are either currently available, or feasible in the future. The location of the lift station is designated on the Comprehensive Plan Future Land Use Map as Urban Growth Area. This designation is consistent with the Application and the proposal to connect to an existing regional waste water treatment facility. III. REFERRAL COMMENTS The Application was referred to Garfield County Environmental Health Department. Morgan Hill from Environmental Health noted that their comments are limited as the applicant and their engineer have demonstrated that they will address any concerns from an environmental health perspective. Of importance are: - The ability of the system to handle the capacity of the new apartment buildings at peak use. - Backup power generation to keep the pumps running in the event of a power failure. - Adequate response time of a septic service to pump out the lift station, as well as a large enough vault space to store water before B&R septic arrives. Hill also noted that Public Health recommends that a spill response plan is in place in the event of failure, which can happen even with the best practices in place. These comments have been forwarded on to the Applicant and the Applicant s Engineer. IV. RECOMMENDATION Formalize a motion acting as both the Board of County Commissioners and the Garfield County Board of Health recommending to the CDPHE approval of the Buffalo Valley Wastewater Lift Station and authorizing the Chairman to sign the CDPHE Review Agencies Recommendation form as the Board of County Commissioners and the Board of Health. 4

Of importance are: - The ability of the system to handle the capacity of the new apartment buildings at peak use. - Backup power generation to keep the pumps running in the event of a power failure. - Adequate response time of a septic service to pump out the lift station, as well as a large enough vault space to store water before B&R septic arrives. We also recommend that a spill response plan is in place in the event of failure, which can happen even with the best practices in place. The operator of the lift station should have the contact information for the City of Glenwood Springs water treatment plant, which intakes off of the Roaring Fork River.
