1 Environmental Quality Incentive Program 316 Animal Mortality Facility (No.) This practice applies to operations that do not currently have adequate mortality facility. The following provisions apply: 1. The mortality facility must be a part of a total CNMP; 2. The dead animals must be produced by the producer s operation and not purchased or provided by outside sources; 3. Size of facility is based on daily mortality. The animal mortality facility does not include roofs and roof gutters. The payment is made per unit. This option is used to manage extremely environmentally sensitive situations and manage mortalities before they can be removed from the farm and handled according to state regulations. Resource concerns related to water quality degradation due to excessive nutrients, organics, and pathogens being transported to surface and ground water resources are addressed. Air quality impacts related to odors are reduced. Concrete pad included in payment for each freezer unit. Practice does not include roof and electricity.

2 372 Combustion System Improvement (No.) This practice is available under the Air Quality Initiative ONLY. This practice may be applied to improve the energy efficiency of agricultural combustion systems. It improves air quality by addressing resource concerns for particulate matter and ozone precursors by mitigating actual or potential emissions of oxides of nitrogen and/or fine particulate matter. It applies to non-residential structures and energy using systems. For practice payments where the electric motor replaces an existing older engine; the engine being replaced must be disabled and a certificate of inoperability submitted prior to certification of practice completion. The following is NOT authorized for payment: 1. Electric lines Practice applies to stationary motors only. Energy audit is not required but suggested to be able to quantify the emission reduction and/or energy savings. This practice is eligible for funding only if the participant has an existing Ag Energy Management Plan (Code 122, 124 or 128) energy audit compliant with ASABE S612 criteria. Verification is required by the State Conservation Engineer/Staff of acceptability of ASABE S612 compliant audits not done by a certified TSP. The Energy Benefits button (within ProTracts) must be selected for practice code 374 and the user must enter a numeric value for the estimated energy savings in millions of British thermal units (MMBtu), and at least one value for green-house gases and air pollutants directly associated with the energy savings from the completed onfarm energy audit. This practice applies to installing materials to provide a stable, non-eroding surface for areas frequently used by animals, people or vehicles. The purpose is to reduce erosion and improve water quality. Commented [MN-NCM1]: Used for the concrete pads at the end of the houses and at the loading end of the manure storage shed. Any EQIP contract that includes Heavy Use Area Protection for managing, storing or treating animal waste or for stabilizing animal concentration areas will provide for the development of a CNMP (102) prior to the contracting of the 561. The plan shall include the exclusion of livestock from all surface water (streams, wetlands), and treat unprotected pathways and/or animal concentration areas on the entire tract. Watering systems associated with heavy use area protection projects can only be included for payment if the only source of livestock water is being removed due to the resource concern(s) being addressed. Practice payment is not authorized for the following: 2. Production oriented components such as buildings, feed or equipment storage, etc.; 3. Construction around pump pads; 4. Any construction or portion thereof that is greater than 60 sq. ft. per animal unit when used as a feeding, confinement area, for concrete surfacing; or greater than 300 square feet per animal unit, for rock/gravel surfacing; 5. Any construction or portion thereof of feed or silage storage. Silage leachate concerns shall be addressed below the actual silo/bunk. 4 591 Amendments for the Treatment of Agriculture Waste (AU) This practice applies to using amendments to alter the physical and/or chemical characteristics of the waste to improve and protect air and water quality. The following provisions apply for poultry operations: 1. Practice payment is authorized on eligible poultry operations for 3 years for application of a poultry litter treatment (Alum, Klasp, or other similar products) to the square footage of the poultry house; 2. Payment may only be made at the end of each treatment cycle. Receipts for purchase of the treatment product will be required for MD. For litter pasteurization, windrowing should be implemented within 2 days following bird movement and the piles should be turned every 3 to 4 days. The windrow piles should reach 130 degrees F and maintain that temperature for a minimum of 3 days to promote pathogen reduction. The waste treatment practice must be part of a manure management system that is included in a CNMP. 5 422 Hedgerow Planting (Ft.) This practice applies to establishment of trees, shrubs, and/or tall stiff-stemmed grasses in and around the fields and farmsteads for the purpose of providing wildlife and pollinator habitat, and visual screening. The practice can also be used to intercept airborne particulates and chemicals, and to provide odor control for livestock and poultry facilities. The following provisions apply to plantings for poultry houses: 1. In the farmstead area, use 422 instead of Windbreak/Shelterbelt (380) around poultry houses to control odors and dust and visual screening. Hedgerow Planting includes the option of using warm-season grasses instead of, or along with, tree/shrub plantings; 2. Irrigation is required for all tree and shrub plantings and highly recommended for containerized warm season grasses; The payment includes grasses, trees, site preparation, plant materials, planting, nurse crop, weed control, and supplemental watering, as applicable.
