13 Staff Reprt & Recmmendatins Item 5B: I-26 Cnnectr Reslutin As previusly discussed during the June 2018 FBRMPO Bard meeting, the City f Asheville and Buncmbe Cunty are requesting supprt frm the French Brad River MPO fr a reslutin that wuld direct NCDOT t ensure nging crdinatin and pprtunity fr lcal gvernment input as I-2513 prject designs are further refined prir t cnstructin as part f design-build prcess. 14 RESOLUTION TO RECOMMEND DESIGN MODIFICATIONS FOR I-2513 I-26 CONNECTOR PROJECT IN ACCORDANCE WITH THE CITY OF ASHEVILLE LOCAL PLANS AND POLICIES WHEREAS, Nrth Carlina Department f Transprtatin (NCDOT) and the City f Asheville, in planning fr implementatin f TIP Prject I-2513 ( the prject ), has been practive in seeking a have wrked clsely tgether in an effrt cnsensus frm the lcal gvernments and stakehlders and has been willing t reduce relcatin f hmes and businesses;, reduce nise and envirnmental impacts; and prvide critically needed bicycle, pedestrian, and neighbrhd cnnectivity infrastructure; and create pprtunities fr redevelpment in the prject area cnsistent with lcal gvernment plans; and WHEREAS, Nrth Carlina Department f Transprtatin (NCDOT) and the Federal Highway Administratin have expressed penness t further cnsider design imprvements t the preferred alternatives selected that reduce the impacts, scale and cst f the prject; and WHEREAS, imprvements t the I-240 and I-26 crridrs shuld be minimally distruptive tenhance the quality f life fr the lcal cmmunity while als enhancing the travel fr visitrs and residents f the regin whenever pssible; and WHEREAS, NCDOT will be letting the prject as a design- build prcess where further stipulatins may be required f the cntractr firm by NCDOT at designated check-in pints during the design and cnstructin prcess; and WHEREAS, NCDOT has cmmitted t the City f Asheville that certain agreed upn aspects f the prject will nt change as a result f the design-build prcess and that the City will remain a key partner and will be cnsulted befre certain ther design changes can be made; NOW, THEREFORE, BE IT RESOLVED by the Bard f the French Brad River MPO t require that NCDOT take int accunt lcal gvernment cncerns as expressed by the City f Asheville and Buncmbe Cunty and t require the cntractr selected t deliver the prject t ensure the fllwing is taken int cnsideratin: Whenever pssible, minimal disruptin t lcal cmmunities is preferred including the least amunt f right-f-way pssible taken fr the prject t allw additinal pprtunities fr redevelpment in dwntwwn Asheville as well n the east and west sides f the French Brad River; Whenever pssible, enhanced lcal radway netwrk cnnecitivity, with an emphasis n imprved and bicycle and pedestrian netwrk cnnectivity is preferred; When the designs are being refined by the cntractr in crdinatin with NCDOT t achieve cnstructin schedule and cst savings imprvements, the City f 339 New Leicester Highway, Suite 140 Asheville. 17 RESOLUTION TO STRATEGICALLY SET ASIDE STBG-DA FUNDING TO SUPPORT REGIONAL TRANSPORTATION DEMAND MANAGEMENT PROGRAM ON AN ON-GOING BASIS STARTING WITH FY WHEREAS, Nrth Carlina Department f Transprtatin (NCDOT) has made a grant prgram available t prvide fr Transprtatin Demand Prgrams which prmte transprtatin alternatives t the single ccupant vehicle cmmute mde, including carpling, vanpling, telecmmuting, transit, bicycle, flexible wrk hurs, cmpressed wrkweeks and parking plicies/pricing structures; and WHEREAS, NCDOT grant funds up t 50% f administrative expenses assciated with a TDM Prgram; and WHEREAS, the French Brad River MPO adpted a Transprtatin Demand Management Plan in 2013 which recmmended establishing a reginal TDM Prgram and previusly vted t set aside STBG-DA funds flexed t MPO PL funds t match the NCDOT grant fr the first three years f a reginal TDM Prgram (FY 2017-FY 2019) with the amunt nt t exceed $75,000 per year; and WHEREAS, the Reginal TDM Prgram has been successful in cmmunity, lcal business and stakehlder utreach and generating additinal supprt fr transprtatin alternatives thrugh events such as Strive (previusly Strive nt t Drive); and WHEREAS, NCDOT grant fr Transprtatin Demand Prgram is ffered n an n-ging basis frm year t year, with small annual increases; NOW, THEREFORE, BE IT RESOLVED by the Bard f the French Brad River MPO t strategically set-aside STP-DA funds fr the Reginal Transprtatin Demand Management Prgram n an nging basis ging frward, starting with fiscal year , in the amunt equal t the Transprtatin Demand Management grant funding made available by the NCDOT each year, nt t exceed $75,000 per year.
