Phase 2b - Communications HEALTHY DEVELOPMENT INDEX HEALTH BACKGROUND STUDY Council direction to comment on development applications. Lack of quantifiable tools in existing literature to measure health impact of built environments. The purpose of the Index is to comprehensively evaluate land development applications from a health perspective and provide health-based rationale to inform planning decisions.

public health + energy + climate change CHRONIC Diseases of the 21st Century: Cancer Osteoarthritis Respiratory Health Mental Health Treatment: Exercise Built environments that encourage walking / cycling / recreation at all levels Less automobile dependence Better public spaces Better air quality

Phase 1 Guidelines - four theme areas The sustainable development framework for the guideline and performance metrics documents was been broken down into four theme areas. The theme areas represent the major structuring elements for sustainable community development. Built Environment Mobility Natural Environment and Open Space Green Infrastructure and Building

Sustainability Performance Metrics phase two

theme areas + indicators + metrics DRAFT

Sustainability Performance Metrics The sustainability performance metrics have been incorporated into both a fixed document (e.g. checklist) and a dynamic, excel-based working tool. Core Themes Indicators Performance Metrics Mandatory, Minimum and Aspirational Targets Precedents Metric weight/point allocation for each of the metrics Secondary Plans/Block Plans; Draft Plans of Subdivision/ Neighbourhood Plans; Site Plans; and, Building Plan.

test sites + evaluation criteria Evaluating the sustainability metrics against a selected site from each municipality served as a means to test and ensure that the proposed metrics are real, impactful, clear, and measureable. CITY OF VAUGHAN Blk 61 Nashville Heights Draft Block Plan - greenfield TOWN OF RICHMOND HILL Yonge and 16 th Avenue Site Plan urban node intensification CITY OF BRAMPTON Queen St East Redevelopment Draft Plan corridor infill

draft sustainability metrics - Vaughan DEVELOPMENT SCALE THEME AREA INDICATOR METRIC MINIMUM TARGET Secondary/Block Metrics Built Environment Public Health Proximity to school 50% of dwelling units are within 800 metres walking distance to elementary and middle schools and 50% of dwellings units are within 1600 metres to a high school 400m ASPIRATIONAL TARGET 75% of dwelling units are within 400 metres walking distance to elementary and middle schools and 75% of dwellings units are within 1000 metres to a high school

draft sustainability metrics Brampton DEVELOPMENT SCALE THEME AREA INDICATOR METRIC MINIMUM TARGET ASPIRATIONAL TARGET Draft/Neighbourhood Metrics Mobility Transit Supportive Distance to transit 50% of residents/employment is within 800m walking distance to existing or planned commuter rail, light rail or subway with frequent stops or 50% of residents/employment is within 400m walking distance to 1 or more bus stops with frequent service. 75% of residents/employment is within 400m walking distance to existing or planned commuter rail, light rail or subway with frequent stops or 75% of residents/employment is within 200m walking distance to 1 or more bus stops with frequent service. 400m

draft sustainability metrics Richmond Hill DEVELOPMENT SCALE THEME AREA INDICATOR METRIC MINIMUM TARGET Site Metrics Mobility Site Permeability Connectivity Connect buildings on the site to off-site pedestrian paths, surface transit stops, parking areas (car and bike) or other destinations (schools) Where a transit stop is located within a walking distance of the project site boundary, the building main entrance should have a direct pedestrian linkage to that transit stop ASPIRATIONAL TARGET Provide amenities and street furniture (benches, additional bike parking, landscaping) along connections provided on the site and between the site and adjacent destinations
