The HFA Mnitr tl has been designed and crdinated by the UN/ ISDR secretariat and is hsted nline thrugh PreventinWeb. Inputs t the nline tl will lead t the generatin f cmprehensive Natinal Prgress Reviews fr the perid , and will enable the cuntry with easy future access t its disaster risk infrmatin and mnitring trends in prgress acrss the years. The nline HFA Mnitr tl is accessible by designated natinal authrity/ HFA fcal pints as f May 2008 nwards. An ntificatin t the designated natinal fcal pint with user id and passwrd frm the UN/ISDR secretariat enables access t the nline tl. If this infrmatin was nt received, please cntact the UN/ISDR fcal pint in yur regin. The present dcument is a sample template prpsed as a wrking frmat that natinal fcal pints may use t undertake natinal cnsultatin prcesses t review prgress and challenges in implementatin f risk reductin and recvery actins. This template will help yu t discuss and recrd inputs frm varius partner cnsultatins in a systematic manner. T the extent pssible, this template replicates the nline HFA Mnitr tl, and will give yu an pprtunity t familiarize yurself with the requirements f the nline tl. As such, we invite yu t use this template in yur natinal cnsultatin prcesses, the results f which can then be inserted nline, within the HFA Mnitr tl. 2 HFA Mnitr Template Hw t use it! The nline HFA Mnitr tl has 8 sectins t be filled in all f which are replicated in this sample template. Each sectin cnsists f several subsectins, as listed belw. All sectins have an intrductin that defines the scpe f the sectin, highlight its significance, and guides yu with instructins n hw t fill in the subsectins. When yu access the nline HFA Mnitr tl, detailed user guidance ntes are als available t facilitate yur use f the nline tl. 1. Please familiarize yurself with the verview f sectins and subsectins listed belw, all f which we encurage yu t cmplete in the nline HFA Mnitr tl. 2. Yu can cmplete the sectins and subsectins in any rder that facilitates infrmatin cllectin, partner cnsultatins, and analysis. 3. In sectin 1, yu will be requested t prvide a statement n the current natinal fcus with regard t each f the three strategic gals adpted under the HFA. 4. 3 HFA Mnitr Template SECTION I: STRATEGIC GOALS Strategic Gals: Definitin and significance With the adptin f the Hyg Framewrk fr Actin in 2005 by 168 States, the fllwing three strategic gals were utlined t guide activities n disaster risk reductin and recvery acrss all levels: a. The mre effective integratin f disaster risk cnsideratins int sustainable develpment plicies, planning and prgramming at all levels, with a special emphasis n disaster preventin, mitigatin, preparedness and vulnerability reductin; b. The develpment and strengthening f institutins, mechanisms and capacities at all levels, in particular at the cmmunity level, that can systematically cntribute t building resilience t hazards; c. The systematic incrpratin f risk reductin appraches int the design and implementatin f emergency preparedness, respnse and recvery prgrammes in the recnstructin f affected cmmunities. Guidance fr this sectin A. The bjective f this sectin is t prvide a statement n the current natinal fcus with regard t each f the three strategic gals adpted under the HFA. B. Express each statement as a gal reflecting natinal level effrts and cmmitments, twards achieving each f the three HFA strategic gals. C.
