Senior Administrative Specialist Sherri Brown recorded the minutes. 9. DETERMINATION OF A QUORUM A quorum was present, which included: Committee: President Robert Katherman; Director John D.S. APPROVE REQUEST FOR QUALIFICATIONS (RFQ) FOR AS NEEDED ENGINEERING AND CONSTRUCTION MANAGEMENT SERVICES Upon a motion duly made by Director Allen, seconded by President Katherman and unanimously approved, it was Page 1 of 3

4 RESOLVED: The Water Resources Committee recommends the Board of Directors approve the release of a Request for Qualifications (RFQ) for as needed engineering and construction management services. This item will be a regular item on the agenda of the next Board meeting. 5. APPROVE CONTRACT AMENDMENT WITH CH2M HILL FOR PASS-THROUGH GROUNDWATER MODELING WORK REQUESTED BY METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA This item was taken out of order. The Committee approved the following amended recommendation. Upon a motion duly made by Director Allen, seconded by President Katherman and unanimously approved, it was RESOLVED: The Water Resources Committee recommends the Board of Directors authorize an amendment to the existing CH2M Hill professional services agreement and the Metropolitan Water District of Southern California ( MWD ) agreement for additional pass-through groundwater modeling services and a budget increase of $50,000, subject to approval as to form by District Counsel. There is no fiscal impact to WRD as MWD will reimburse WRD for any expenditures by CH2M Hill or WRD administrative costs under this agreement. 6. OPERATIONS UPDATE Manager of Engineering Jim McDavid reported on Leo J. Vander Lans and Goldsworthy operations. Discussion followed. WRD Senior Hydrogeologist Everett Ferguson updated the Committee on the Montebello Forebay /Turnout Structure and Terminal Island Water Reclamation Plant (TIWRP) operations. Discussion followed. 7. GROUNDWATER BASIN UPDATE Mr. Ferguson referenced his written report and gave a brief update of the groundwater basin. Discussion followed. 4. WELL CONSTRUCTION AND REHABILITATION LOAN PROGRAM This item was taken out of order. General Manager Robb Whitaker provided an overview for this item. Discussion followed. The Committee requested that this subject be an agenda item for information and discussion at the Board of Directors meeting scheduled for December 14, Page 2 of 3

6 MEMORANDUM ITEM NO. 4 DATE: DECEMBER 20, 2017 TO: FROM: SUBJECT: WATER RESOURCES COMMITTEE ROBB WHITAKER, GENERAL MANAGER CONSIDERATION OF RESOLUTION NO ORDERING THE PREPARATION OF THE ANNUAL ENGINEERING SURVEY AND REPORT (ESR) PURSUANT TO WATER CODE SUMMARY Each year the District adopts a Resolution ordering the preparation of the annual Engineering Survey and Report (ESR) which states the items to be included in the report pursuant to Water Code This report will determine, among other things, the replenishment water needs and water costs in the District for the ensuing water year, effective October 1, 2018 through September 30, This information, combined with the budget forecasts from the Finance Committee, provides the Board of Directors with the necessary information to determine the Replenishment Assessment (RA) required for the ensuing fiscal year, effective July 1, 2018 through June 30, According to the Water Code, the Board s ordering of the preparation of the ESR is required to be completed by the second Tuesday in February, and the report is to be completed by the second Tuesday in March. A public hearing on the proposed RA is to open on the second Tuesday in April and close by the first Tuesday in May. The RA is to be set by the second Tuesday in May. Adjustments to these dates are allowed under of the Water Code. The draft Resolution ordering the preparation of the ESR is attached for the Committee s review. FISCAL IMPACT None at this time. STAFF RECOMMENDATION The Water Resources Committee recommends the Board of Directors adopt Resolution No ordering the preparation of the 2018 Engineering Survey and Report per the requirements of the Water Code Page 1 of 1

7 RESOLUTION NO A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WATER REPLENISHMENT DISTRICT OF SOUTHERN CALIFORNIA ORDERING AN ENGINEERING SURVEY AND REPORT REGARDING THE GROUNDWATER SUPPLIES OF THE DISTRICT PURSUANT TO WATER CODE WHEREAS, Section of the California Water Code requires the Board of Directors of a Water Replenishment District to order an engineering survey and report to be made regarding the groundwater supplies of the District as a prerequisite to the establishment of an annual water replenishment assessment; NOW, THEREFORE, IT IS RESOLVED AS FOLLOWS: 1. The Board of Directors ( Board ) of the Water Replenishment District of Southern California ( District ) orders that an engineering survey and report be prepared by Staff regarding the groundwater supplies of the District. 2. The engineering survey and report shall include, in addition to such other information as may be deemed relevant by Staff, the following: a. Records, data, and other information for the consideration of the Board in its determination of the annual overdraft; b. Records, data, and other information for the consideration of the Board in its determination of the accumulated overdraft as of the last day of the preceding water year; c. A report, with supporting data, as to the total production of groundwater from the groundwater supplies within the District during the preceding water year; d. A report, with supporting data, as to the changes during the preceding water year in the pressure levels or piezometric heights of the groundwater contained within pressure-level areas of the District, and as to the effects thereof upon the groundwater supplies within the District; e. An estimate of the annual overdraft for the current water year and for the ensuing water year; f. An estimate of the accumulated overdraft as of the last day of the current water year; g. An estimate of the total production of groundwater from the groundwater supplies within the District for the current water year and for the ensuing water year;

An estimate of the changes during the current water year in the pressure levels or piezometric heights of the groundwater contained within pressure-level areas of the District, and of the effects thereof upon the groundwater supplies within the District; i. An estimate of the quantity, source, and cost of water available for replenishment of the groundwater supplies during the ensuing water year under the provisions of Section of the California Water code; j. A statement of any recommended actions to be undertaken by the District for the purpose of protecting and preserving the groundwater supplies within the District for beneficial uses under Section of the California Water Code and the estimated costs of each recommended action, including but not limited to engineering and legal fees, expenses, and District overhead. 3. Staff shall deliver the report as requested herein on or before the second Tuesday in March 2018 or as otherwise specified under Section of the California Water Code. 9 MEMORANDUM ITEM NO. 5 DATE: DECEMBER 20, 2017 TO: FROM: SUBJECT: WATER RESOURCES COMMITTEE ROBB WHITAKER, GENERAL MANAGER OPERATIONS UPDATE SUMMARY The intent of the Operations Update staff report/agenda item is to inform and update members of the Water Resources Committee on a regular and reoccurring basis about operational matters, technical issues, engineering plans, and various multi-agency strategies in regards to all of the District s current and planned operational facilities. Terminal Island Water Reclamation Plant (TIWRP) Update The Los Angeles Sanitation Department (LASAN) TIWRP expansion is delivering 6.0 mgd to the DGBP and the current barrier demand is ~8.3 mgd (12.5 cfs on 11/9/17). TIWRP has increased the delivery with approval from the County. LASAN is attempting to get their facility expansion report submitted to the RWQCB this month. Meanwhile, DDW has approved the TIWRP s AOP operation to meet the full barrier demand pending the 1,4-dioxane results expected the week of 12/11/17. Robert W. Goldsworthy Desalter Update The Desalter was offline in November 2017 to facilitate various expansion-related construction activities. A Conditional Permit from the State Water Resources Control Board, Division of Drinking Water (DDW) for the use of two production wells and operation of the plant for 30 days was issued in early November Plant commissioning and performance testing is currently underway. Currently, the construction project is expected to be completed in late December Leo J. Vander Lans Facility (LVL) Update LVL continues to remain offline due to reduced source availability from the Long Beach Water Reclamation Plant (LBWRP). The resumption of full operations at the LBWRP is now anticipated to be late December. All LVL membrane systems, including microfiltration (MF) and reverse osmosis (RO) were cleaned, preserved and the plant completely secured. During the month of November 2017, AF of imported water from the LB07A connection was used to satisfy the barrier demand. FISCAL IMPACT None. STAFF RECOMMENDATION The Water Resources Committee will receive and file the report. Page 1 of 1

10 MEMORANDUM ITEM NO. 6 DATE: DECEMBER 20, 2017 TO: FROM: SUBJECT: WATER RESOURCES COMMITTEE ROBB WHITAKER, GENERAL MANAGER GROUNDWATER BASIN UPDATE SUMMARY Staff monitors groundwater conditions in its service area throughout the year. A summary of the latest information is presented below. Precipitation (as of December 4, 2017) The WRD precipitation index reports that for the Water Year, there have been 0.14 inches of rainfall. The normal rainfall for this time period is 1.96 inch, so the District is 7% of normal. The wet Water Year helped the State considerably, and now 0% of the State is under severe drought conditions as reported by the U.S. Drought Monitor (as of November 28, 2017). However, in southern California, areas of moderate drought are beginning to expand. Staff will continue to monitor these conditions as we progress through the Water Year as well as the Snow Pack levels beginning next month. 11 Groundwater Levels (through December 5, 2017) Groundwater levels in key monitoring wells are shown in the hydrographs below. Central Basin Key Well Long Beach #6 and West Coast Basin Key Wells Lawndale #1 & Carson #1 are in a confined aquifer and do not respond readily to rainfall but instead to changes in pumping patterns and barrier recharge. Central Basin Key Well 1601T is between the two spreading grounds and rises rapidly with rainfall and replenishment but falls sharply during dry spells and lack of replenishment. 12 Montebello Forebay Spreading Grounds (October 2017) The following Chart shows the preliminary spreading grounds replenishment water to date: The District placed an order for 5,300 acre-feet of imported water for replenishment in Water Year to complete the 38,000 acre-feet order from earlier this calendar year. The imported water delivery began on December 6 th and is anticipated to take approximately 10 days to complete. Preliminary numbers for Water Year show that 4,273 acre-feet of recycled water has been recharged, which is above the year to date target amount of 4,050 acre-feet. The 120-month running average of recycled water contribution in the Montebello Forebay is 36.7% and the regulatory maximum is 45%, with additional studies being required once 40% is reached. 13 Local water (stormwater plus dry weather urban runoff) is captured by the Los Angeles County Department of Public Works (DPW) at the spreading grounds for recharge. Local water amounts are determined as the sum of the total waters conserved at the spreading grounds less the imported and recycled water deliveries. For October, no local water capture was reported by the County. Minimal November storms are not expected to add local water conserved. Seawater Barrier Well Injection and Replenishment (October 2017) The following Chart shows the barrier water injection to date: Preliminary numbers for Water Year show that the West Coast Barrier used 296 acrefeet of imported water and 1,221 acre-feet of recycled water, or 80% recycled water. The Dominguez Gap Barrier has put in less water than planned, due to TIWRP expansion activities using 219 acre-feet of imported water and 515 acre-feet of recycled water, or 30% recycled water. The Alamitos Barrier on the WRD side used an estimated 350 acre-feet of imported water and no recycled water due to the maintenance outage at the LBWRP. Pumping (October 2017 and Fiscal Year to Date) Preliminary numbers for groundwater production in the District for Water Year (October 2017*) indicate that 19,280 acre-feet were pumped compared to 17,890 acre-feet the year previous, or an increase of 1,389 acre-feet (7.8%). In the Central Basin, pumping was Page 4 of 5

14 786 acre-feet higher than the previous water year (5%) and the West Coast Basin pumping was up 604 acre-feet from the previous water year (29.5%). The Chart below shows Water Year pumping versus Water Year Preliminary numbers for groundwater production in the District for the first four months of the current Fiscal Year (July October 2017) indicate pumping in the Central Basin was up 1,285 acre-feet from the same time of the previous fiscal year (1.9%) and the West Coast Basin pumping was 2,267 acre-feet higher than the previous fiscal year (24.1%). The total pumping is 79,096 acre-feet compared to 75,544 acre-feet during the same time the previous year for an increase of 3,552 acre-feet, or 4.7%. The current pumping data does not include four Central Basin pumpers and three West Coast Basin pumpers totaling an estimated 107 additional acre-feet. *- October data do not yet include four small pumpers in the Central Basin & one small pumper and two large pumpers in the West Coast Basin.
