PUBLIC CONSULTATION 7.0 Introduction The Ministry of Environment and Forests (MoE&F), Government of India issued Environmental Impact Assessment notification S.O dated September 16, As per the said notification Synthetic Organic Chemicals (Bulk drugs and intermediates excluding drug formulations) industry prescribes environmental clearance under category A located outside the notified industrial area/estate. The proposed project is located at Sy. No. 286 (Part) and 297 (Part), Jagdevpur Village and Mandal, Medak District, Andhra Pradesh. Hence the present proposal obtained Terms of reference from the Expert appraisal committee of MoE&F and the committee recommended the project proponent to conduct public consultation as part of Environmental Clearance process. Accordingly the draft Environmental Impact Assessment was submitted to Regional Officer, Andhra Pradesh Pollution Control Boad, Regional Office-II, Ramachandra Puram, Medak District for conducting public hearing. The public hearing for the proposed synthetic organic chemicals (bulk drug & Intermediates) manufacturing unit was conducted on at AM in the premises of the proposed project site with presence of Sri B. S. V. V. S. Murthy, Addl. Joint Collector & Addl. District Magistrate, Medak District. Sri T. Sudarsanam, Environmental Engineer, A.P. Pollution Control Board. Smt. Radhabai, Tahasildhar, Jagdevpur Village and Mandal, Medak District. 7.1 Advertisement Press notification regarding the date, time and venue of the Environmental public hearing for the proposed unit was issued in Sakshi (Telugu daily) and The New Indian Express (English daily) newspapers on Copy of the same is enclosed. Kavitha, Vice Sarpanch, Jagdevpur He welcomed the proposed project with a commitment to provide zero liquid discharge (ZLD) facility. Funds to the green belt and allocate minimum 2 acres for green belt development. He stated that, Management shall allocate fund to the pollution control equipment. He suggested to provide employment for locals. She informed that due to industrialization local employment will increases, land cost also increases in the surrounding areas, many industries will come. She also opined that the corporate schools, hospitals, business will be developed. She stated that advanced technologies have come up to treat the waste water generated from the industries. She welcomed the project. She requested the management to provide employment to the local people. Proponent assured that, they will provide Zero Liquid Discharge (ZLD) facility to treat the effluents. Rs. 3.6 Lakhs has been allocated for green belt development and 2.15 acres of land is allocated for green belt development. Capital cost of Rs. 230 Lakhs has been allocated for pollution control measures and Capital Cost provided for environment management plan is Rs. 242 Lakhs. He informed that, coming up of industry in his village is happy to him but he expressed fear about pollution due to the proposed activity and stated that agricultural crops will be damaged. Green belt shall be developed in an area of 2.15 acres which is 33% of total site area. Process emissions will be controlled by providing scrubbers. Salts generated in evaporation of effluents and ETP sludge will be sent to TSDF for safe disposal. Solid waste like ash and organic waste generated will be sent to brick manufacturers and cement kilns/tsdf respectively. Waste oil and used batteries generated will be disposed to the authorized recyclers. Personal protective equipments like nose masks, safety helmets, ear plugs, goggles, hand glows, safety shoes and leather aprons etc shall be provided to the employees. Employment to local peoples. He also stated that proponent shall follow the rules & regulations and not to cause any pollution in the surrounding areas. Stated that, due to the proposed project there is a benefit hence he is welcoming the project. Stated that employment is required for local people and has no objection if the proponent does not generate pollution. He requested to provide 80% jobs to the local people. He also informed that they should provided to the boilers to control the air emissions. She stated that, due to the proposed project our villagers will get employment, socio-economic development of the area. Hence she welcomed the project on behalf of the villagers. She is welcoming the industry as their villagers get employment, their area will develop socio economically. She is requesting to grant permission. Due to this project so many labour and employees may get the choice of job and also further development of nearest village. The proposed plant area is made by plantation and development. So, he is requesting to grant permission. Due to proposed project in all mandals of Gajwel constituency will get employment opportunities, industrial growth and socioeconomically develops. He stated that, an industry with Rs. 7 Crores is going to coming adjacent to his land (6.5 acres) in Sy. No. 290/A. He is welcoming the industry as it will help the rural economy to grow and the life style of rural people will change and social status of the village also grow. He also stated that the proponent should ensure the environmental safety as a neighbor and beneficiary requesting the authority to give all necessary permission to the proponent. He stated that, he has completed MBA and working in Clinnovo research labs private limited in Hyderabad. He stated that they are eagerly waiting for establishment of industries in their native place, and that they warmly welcome the industries which will provide support to locals. Air and water impact on agricultural fields, Ambareddy Lake water body and health impact on model school students of about 600 members due to the emissions of the proposed project.
