2 This is the first official edition of annual report on environmental protection of P.C. SARAJEVO International Airport L.L.C (SIA). A new approach to environmental protection at the airport started in 29. The very next year was introduced the environmental management system in compliance with requirements of the International Standard ISO 141, certified by independent external experts. The same year SIA was issued the Environmental Permit by relevant Ministry. As air traffic at SIA keeps growing, so do its potential impacts on the environment. In order to prevent negative effects of these impacts SIA established the environmental management system. Environmental policy imposes an obligation on continuous planning, implementation, testing and evaluation of effectiveness of all the actions aimed at protection of the environment through meeting the requirements stipulated in the international standards and legislative regulations. The content of this report is based on proving the thoroughness, willingness and eagerness aimed at improvement of environmental protection at SIA, i.e. its sustainable development. One of our goals is to inform the community about environmental protection including all relevant details regarding established monitoring and achieved improvements. 3 I N F O R M A T I O N A B O U T T H E A I R P O R T P.C. Sarajevo International Airport llc. (SIA) is located in vicinity of the town centre, in the Sarajevo field, only 12 km from downtown, between the settlements Butmir and Dobrinja, on the main road M18 (Sarajevo-Foča), Ilidža Municipality. SIA has been on this location since June Picture 1: Airport location Out of SIA borders there is a part of airport approach lighting fixtures and flashlights (5 rows placed with 3 m gaps between, in total length of cca 15 m). This part of approach lights is under constant monitoring of the staff in charge of electric power plants. There are no other buildings and equipment out of the airport complex. In terms of its activities SIA is classified in a category of infrastructure, in compliance with the Rule Book on plants and facilities that require an obligatory evaluation of environmental impacts and that can be built up and put into operation only if they have been issued an environmental permit (Official Gazette FBiH No. 19/4), according to Art. 4, paragraph ć, ordinal number 26: - Construction of airports for aircraft and helicopters of capacity exceeding 5,7T - Construction or extension of runways whose basic length is 5m. SIA has a 2.6 m long runway, three taxiways and an apron. There are six parking positions with guiding lines for parking an aircraft with its nose toward terminal building, and one combined parking position with guiding lines for parking an aircraft with its nose toward terminal building under the angle of 45 o,, what makes a total of 7 parking positions for all types of big aircraft. Due to a limited capacity of the platform and different types of aircraft additional parking positions have been designed, too. With its current capacity SIA is capable to handle cca 1.. passengers a year. According to the prepared Master Plan, SIA should be much bigger and better equipped till 214. 5 E N V I R O N M E N T A L M A N A G E M E N T P O L I C I E S Environmental management at SIA is based on principles of sustainable development. For that purpose, the System of environmental management in compliance with the International Standard ISO 141 has been prepared and implemented. Significant environment aspects have been recognized, surveillance and measurement established, programs for reduction of bad impacts made, organization and responsibilities stipulated. Like any other effective management system, the SIA Environmental management system has precisely defined responsibilities, starting with the Management, i.e. its representative in charge of quality and environment, through expert team for environment issues, to each individual employee. Procedures and actions have been prepared for managing of all significant environmental aspects noise, waste, water, air. Monitoring, measuring and inspections are also made by internal and external independent auditors, which are the basis for implementation of corrective measures aimed at improvements. Environmental permit Environmental permit is an administrative decision issued by a competent ministry, intended for plants and equipment that could have a harmful impact on environment. By decision of the Federal Ministry of environment and tourism, No. UP-I/ /9 of SIA was given the Environmental permit which came into effect on and will be valid for 5 (five) years. Implementation of monitoring plan in 21 Monitoring plan should assure observation and measurement of key features of the activities that could affect the environment. Aims of preparation of an annual monitoring plan are as follows: - Monitoring of environmental impacts - Monitoring of environmental changes and impacts on the living world in order to alert the public and try to reduce pollution - Locating and monitoring of causes so that corrective and preventive measures could be taken - Evaluation of compliance with relevant legislative regulation. Monitoring plan at SIA is based on legislative regulation and by-laws, Environmental permit and water resources permit and is fully implemented. N O I S E Being one of major environmental concerns at any airport, noise has been integrated in the environmental protection policies. Obligation of having continuous monitoring of noise depends on number of annual air traffic operations (landings or take-offs). According to the international directives and recommendations (22/3/EC i 22/49/EC) the obligation of continuous noise monitoring is imposed to airports with more than 5. landings or take-offs a year. According to the Environmental permit the noise monitoring is to be performed once a year in order to evaluate its impacts to the community. Measurement was done at two spots inside the SIA fence and at eleven spots outside the SIA boundaries, next to neighbouring housing projects (continuous measuring of noise level at 15- minute-long sections). During the measurement at all 13 points there were 16 aircraft in total. Excluding one measuring spot, other ones' values were within tolerable limits. At the mentioned point four flights were registered during 15-minutelong measuring and the noise level exceeded tolerable level for 2.9 dba. Environmental Report 21 4 od 1

6 Picture 2: Measuring spots In respect of a total noise level it has been evaluated as acceptable having in mind that the periods with several successive landings and take-offs are really unusual. A I R Sources of emissions into air are all over the SIA complex, within various sectors and departments. Pollutants from those sources can be in gaseous and solid state. They mostly come from vehicles, aircraft and airport machinery. Emission from boiler-house is regularly measured once a year as stipulated by legal regulations in force. As a propellant in our own boiler-house we use natural gas or, alternatively, heating oil. Results of different tests show that the level of substances being released in the air is within tolerable limits. Emissions of exhaust gases from registered vehicles are tested during regular technical inspections. Vehicles used for ground handling of aircraft mainly use propellants whose exhaust gases meet EURO III and EURO IV standards. For non-registered vehicles operating on air side an instrument is used for testing the exhaust gases. Measurement of air quality is done once a year according to the airport monitoring plan. Though the measurement of air quality is not a legal obligation, SIA included it in its monitoring plan due to recommendations of EBRD and regulations from Environmental Permit. Monitoring is performed on two locations along the ramp where traffic volume (of both aircraft and ground handling vehicles) is the biggest. An authorized company performed the measurement in the period from till The company measured concentration of CO, PM 1, NO, NO 2, NO X, O 3, SO 2, as well as meteorological parameters of relative moisture content, atmospheric pressure, temperature, direction and speed of wind. All of tested parameters were within tolerable limits. W A S T E W A T E R Waste water at SIA comes from sanitary/faecal and precipitation water. Sanitary-faecal water from toilet facilities is collected in a separate sewage system which is connected to the city sewer network. Precipitation water from all surfaces (ramp, taxiways and the runway) goes through a collector to the river Željeznica as a recipient. Environmental Report 21 5 od 1

7 Air traffic cannot be defined as a direct pollutant of waters except in case of engine troubles. Possible discharges of fuel and oil, or contaminants remained after de-icing of aircraft or manoeuvring surfaces are strictly controlled by prepared procedures and measures of environmental protection. For security reasons, at extremely low temperatures, aircraft and manoeuvring surfaces are de-iced immediately before flights. Like most airports SIA uses special, biodegradable agents (Safeway and Safewing) which are mixed with water in concentration depending on temperature, and thus create a protective layer all over the aircraft. In 21 we spent 62,54t of Safeway, 8,59t of urea and lit of Safewing. What remains of these agents goes through a collector into the final recipient, the river Željeznica. Results of testing the quality of waste precipitation water, performed at the inspection chamber defined in the water permit four times a year by an authorized company, are within tolerable limits. Waste water is tested for physical and chemical features. Since SIA is legally obliged to pay special fees for protection of waters, an elaborate was prepared to define a degree of contamination of waste water. The elaborate is based on the principle of equivalent number of population (ENP). Contamination of waste water is measured once in two years. W A S T E After establishing the system of environmental management in compliance with the International Standard ISO 141, SIA started to collect separately hazardous from non-hazardous waste. Such waste is handled with great care in the way to be temporarily kept at specially defined place in order to avoid possible contamination of air, soil and water. For that purpose, hazardous waste warehouse is built consist of containers form which satisfies all legal demands. Disposal of hazardous waste is done in cooperation with authorized companies. Airports use significant quantities of natural gas, electric power, fuel and water. For heating purpose SIA uses its own boiler house of installed capacity of 5.3 MW with a possibility of extension. It uses natural gas as primary power source and heating oil as secondary one. In 21 total consumption of natural gas was ,52Nm 3. As heating oil is used only alternatively, it was not used at all in 21. In that way unnecessary consumption is prevented. Whenever possible, certain facilities of SIA are disconnected from electricity. When replacing lighting fixtures we try to install those that consume less energy. In 21 total consumption of electric power was kWh. Environmental Report 21 7 od 1

Due to enormous consumption of water, in 28 the water supply network was inspected and totally replaced, what resulted in a significantly reduced consumption. In 21 total consumption was m 3.
