3 Foreword According to the requirements of Ministry of Housing and Urban-Rural Development on printing "Notification of Development and Revision Plan of National Engineering Construction Standards and Codes in 2011" (Jian Biao [2011] No.17), this standard is prepared on the basis of revision of the previous national standard GB/T Assessment Standard for Green Building by China Academy of Building Research, Shanghai Research Institute of Building Sciences (Group) Co., Ltd jointly with organizations concerned. In the revision of this standard, standard drafting group made an extensive investigation and study, summarized implementation and practical experience of GB/T Assessment Standard for Green Building over the past few years and made reference to foreign standards. Moreover, this standard was reviewed and finalized after multiple monographic studies, extensive solicitation for the parties concerned and continuous discussion, coordination and modification for the specific contents. This standard consists of 11 chapters, including: general provisions, terms, basic requirements, land saving and outdoor environment, energy saving and energy utilization, water saving and water resource utilization, material saving and material resource utilization, indoor environment quality, construction management, operation management and promotion and innovation. The main changes in this revision include: 1. The scope is extended to any civil building from the office buildings, shopping mall and hotel building in the residential building and public buildings. 2. Assessment consists of design assessment and operation assessment. 3. As for the assessment index system of green buildings, "construction management" is added besides land saving and outdoor environment, energy saving and energy utilization, water saving and water resource utilization, material saving and material resource utilization, indoor environment quality and operation management. 4. Adjust assessment methods. Each assessment index is scored and the green buildings grade is determined depending on the total score provided that the scoring item for each assessment index meets the minimum score requirements. The general terms and optimal items in GB/T Assessment Standard for Green Building are combined and changed into scoring item. 5. Bonus item is added to encourage green buildings technology and management enhancement and innovation. 6. Assessment means and grade determination method of comprehensive and multifunctional individual building are specified. 7. Parts of assessment provisions are modified and all the scoring items and bonus items are given with scores. The Ministry of Housing and Urban-Rural Development is in charge of the administration of this standard and the China Academy of Building Research is responsible for the explanation of specific technical contents. 4 1 General Provisions This standard is prepared to implement the national policy for the technical economy, save the resources, protect the environment, specify the assessment on the green buildings and promote the sustainable development This standard is applicable to assessment of green and civil buildings The assessment for the green buildings shall be in accordance with local conditions and consider the climate, environment, resource, economy, culture, etc. at the place where the buildings are located and then a comprehensive assessment shall be given to the buildings in terms of the energy, land, water and material saving together with environmental protection within the total service life of the buildings The assessment of green buildings shall not only meet the requirements of this standard, but also comply with those in the current relevant ones of the nation. 2 Terms Green building The environmental-friendly building that is able to maximally conserve the resources (energy, land, water and material), protect the environment and reduce pollution to provide people a healthy, suitable and high-performance application space in its whole life cycle Heat island intensity The characterization parameter of urban heat island effect, by which the difference of the temperature between one area in the city and the suburb is expressed by the temperature difference between the typical measuring points Annual runoff volume capture ratio Ratio of amount of accumulated annual rainfall under control, through natural and artificial intensified infiltration, retention and storage, collection and reuse, in the field to the total rainfall in one year Renewable energy A general term of non-fossil energies, like wind energy, solar energy, water energy, biomass energy, geothermal energy and ocean energy Reclaimed water The undrinkable water obtained by appropriately treating the wastewater to reach a certain water quality standard and to meet a certain kind of service requirements Non-traditional water source The water sources that are different from the traditional surface water source and groundwater source, e.g. reclaimed water, rainwater, sea water, etc Reusable material Reclaimed materials which are reusable directly without changing the materials shape or after combination and restoration Recyclable material Reclaimed materials which are likely to reach cyclic utilization by changing the material Page 7 of 35

5 shape. 3 Basic Requirements 3.1 General Requirements An individual building or building complex is taken as the object for assessing green building. Where an individual building is assessed, any index concerning about systematicness and integrity shall be based on overall project to which the building belongs Assessment of green buildings consists of design assessment and operation assessment. The design assessment shall be carried out after the construction drawing design document for the construction engineering is examined and approved while the operation assessment shall be carried out one year after the building is completed and accepted and put into service The assessment applicant shall carry out both technical and economic analysis for the whole life cycle of the building so as to rationally determine the building scale, to adopt appropriate building technology, equipment and material. The applicant shall control the plan, design, construction and operation phases and submit the corresponding analysis and testing reports as well as relevant documents The assessment organization shall verify the reports and document submitted by the applicant according to the relevant requirements of this standard, issue the assessment report and specify a grade. The buildings applied for operation assessment shall be subjected to field survey. 3.2 Assessment and Rating Green building assessment index consists of seven indexes which are land saving and outdoor environment, energy saving and energy utilization, water saving and water resource utilization, material saving and material resource utilization, indoor environment quality, construction management and operation management. Each index consists of prerequisite items and scoring items. The assessment index system is uniformly provided with bonus items Design assessment is not carried out for indexes of construction management and operation management but the pre-assessment of the relevant provisions are possible. The operation assessment shall cover 7 kinds of indexes The assessment result is "pass" or "fail" for prerequisite items; assessment result is the score for scoring item and bonus item In the green building assessment, the grade depends on the total score In the assessment index system, each of the 7 indexes has 100 points. The scores for respective scoring item of the 7 indexes Q 1, Q 2, Q 3, Q 4, Q 5, Q 6 and Q 7 are calculated as the actual points of the scoring item for the index of assessed building divided by the total scores of the scoring item suitable for the building and then multiplied by 100 points Additional score Q 8 of bonus item is determined depending on those specified in chapter 11 of this standard. 6 4.2.8 Field and public transit facilities are convenient for contact, which is scored according to the following codes and accumulated, totally 9 points: 1 Walking distance from the entrance/exit to the field to the bus stop is not greater than 500m or the walking distance to the track traffic station is not greater than 800m, 3 points; 2 Two or more than two public traffic stations are provided within the 800m walking distance to the entry/exit to the field (including bus stop and track traffic station), 3 points; 3 Convenient pedestrian passageway is provided to connect the public traffic stations, 3 points Pedestrian passageway in the field adopts the barrier-free design, 3 points Reasonable arrangement of parking lot, which is scored according to the following codes respectively and accumulated, totally 6 points: 1 Parking facility for bicycle has a rational position and accessible and provided with measures against sun and rain, 3 points; 2 Rational arrangement of parking facilities for motor vehicles and at least two measures have been taken, 3 points: 1) Economical and intensive use of land by mechanical parking garage, underground parking garage or parking structure, etc.; 2) Open to the general public by the staggered parking mode and improve the service efficiency of the parking lot (garage); 3) Design the parking space overground in a rational way not to seize the pedestrian space and activity place Convenient public services, which is scored according to the following codes, totally 6 points: 1 Residential buildings: 3 points if three items are followed; 6 points if four or over items are followed: 1) Walking distance from field entrance/exit to the kindergarten is not greater than 300m; 2) Walking distance from field entrance/exit to the primary school is not greater than 500m; 3) Walking distance from field entrance/exit to the commercial service facilities is not greater than 500m; 4) The relevant facilities are arranged in a centralized way and open to the peripheral residents; 5) 5 or over public service facilities are provided within 1000m around the field. 2 Public buildings: 3 points if two items are followed; 6 points if three or over items are followed: 1) Two or over public buildings are arranged in a centralized way or the public buildings have a combination of 2 or over public services; 2) Auxiliary facilities are shared and the resources are shared; 3) Open public space of the building is provided to the public; 4) Outdoor activity space is open to the residents around for free in the staggered manner. 7 landscape etc. to account water consumption, 2 points; 2 Setting up metering equipment for water consumption respectively according to charging or administrative unit to account water consumption, 4 points Taking water saving measures to public bathroom, which is scored according to the following rules respectively, totally 4 points: 1 Adopting cold/hot water mixing shower with thermostatical control and temperature display function, 2 points; 2 Setting up user paying facilities, 2 points. II Water Saving Instrument and Equipment Application of sanitary apparatus with relatively high water efficiency grade is scored totally for 10 points. The water efficiency grade reaching Grade 3, 5 points; the water efficiency grade reaching Grade 2, 10 points Adoption of water-saving irrigation method for greening irrigation, which is scored according to the following rules respectively, totally 10 points: 1 Adopting water saving irrigation system, 7 points; on this basis, taking water-saving control measures, such as setting up soil humidity inductor and closing device on rainy days, another 3 points. 2 Planting plants out of need of permanent irrigation, 10 points Adoption of water-saving cooling technology for air-conditioning equipment or system, which is scored according to the following rules respectively, totally 10 points: 1 Taking water treatment measures for circulating cooling water system and taking measures of amplifying water collector and arranging balance pipe or balance tank to avoid the overflow of cooling water when cooling water pump is shutdown score 6 points; 2 The ratio of water evaporation consumption of cooling tower and cooling water supplement volume being no less than 80% during operation, 10 points; 3 Adopting the cooling technology without water consumption, 10 points Adoption of water-saving technology or measure for other water consumption except sanitary apparatus, greening irrigation and cooling tower is scored totally for 5 points. The ratio of adoption of water-saving technology or measures for other water consumption reaching 50% or 80%, 3 points or 5 points respectively. III Utilization of Non-traditional Water Sources Intelligent use of non-traditional water sources, which is scored according to the following rules, totally 15 points: 1 Buildings such as dwellings, offices, stores and hotels: are scored according to the rules specified in Table in accordance with the utilization ratio of non-traditional water sources calculated according to the following formula or the utilization measures of non-traditional water sources. 8 points; 3 Adoption of high-durability and easy-maintainable indoor decorating and refurbishing materials, 1 point. 8 Indoor Environment Quality 8.1 Prerequisite Items Indoor noise level of major functional rooms shall meet the requirements of low limit in current national standard GB Code for Design of Sound Insulation of Civil Buildings Sound isolation performance of external walls, partition walls, floor slabs and doors and windows for major functional rooms shall meet the requirements of low limit in current national standard GB Code for Design of Sound Insulation of Civil Buildings Quality and quantity of building lighting shall meet the requirements of the current national standard GB Standard for Lighting Design of Buildings For buildings equipped with central heating air conditioning system, the design parameters, such as indoor temperature, humidity, fresh air volume etc., shall meet the requirements of the current national standard GB Design Code for Heating Ventilation and Air Conditioning of Civil Buildings Inner surface of building and building enclosure shall be free from moisture condensation under design indoor temperature and humidity The heat insulation performance of roof as well as east and west external walls shall meet the requirements of current national standard GB Thermal Design Code for Civil Building The concentration of pollutants in indoor air, such as ammonia, methanol, benzol, total volatile organic compound, radon etc., shall meet the requirements of the current national standard GB/T Indoor Air Quality Standard. 8.2 Scoring Items I Indoor Acoustic Environment Indoor noise level for major functional rooms is scored totally for 6 points. The noise level reaching the average value of standard lower limit and standard upper limit specified in current national standard GB Code for Design of Sound Insulation of Civil Buildings, 3 points; the noise level reaching standard upper limit value, 6 points Sound isolation performance for major functional rooms, which is scored according to the following rules respectively, totally 9 points: 1 The air-borne sound insulation performance for structural parts and adjacent rooms reaching the average value of standard lower limit and standard upper limit specified in current national standard GB Code for Design of Sound Insulation of Civil Buildings, 3 points; its reaching standard upper limit value, 5 points.
