3 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE 1.0 EXECUTIVE SUMMARY On Nvember 4, 2014, Brevard Cunty vters apprved a 1/2 cent sales tax fr a 6-year perid. This revenue is specifically designated fr schl security, educatinal technlgy and facility renewal imprvements. Reference Attachment A fr specific categries that qualify fr funding. This prject is funded by this sales tax initiative; therefre, all f the prject requirements fr the Design-Build teams shall incrprate facility renewal aspects f the existing Apll Elementary Schl campus. Basic prject requirements are identified in the Scpe f Wrk sectin f this dcument. It is the respnsibility f the Design-Build team t perfrm detailed design f the renvated facilities fr permitting, and cnstructin f said renvatins. Design-Build teams shall incrprate all Schl Bard f Brevard Cunty (SBBC) Design Guidelines and prcesses fr submittals, permitting, and staff reviews. Prject# Rev. 1-11/9/2015

4 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE 2.0 PROJECT SITE The Apll Elementary Schl campus was cnstructed in 1965 and is lcated n 15 acres in Titusville, FL and cnsists f ne riginal building (Building #1), with an area f 65,582 square feet. Three additinal classrm buildings (Buildings #2-4) were cnstructed in 1990 fr an additinal 30,761 square feet. A small flammable strage building (Building #5) was added in 1967 fr an additinal 121 square feet, and a larger material strage building (Building #6) was added in 2009 fr an additinal 432 square feet. The current capacity f the schl is at 902 student statins. Reference the Site Plan and FISH Plan fr maps f the Apll Elementary Schl campus. Because f the age f the riginal schl and deferred maintenance n the campus due t SBBC budgetary cnstraints, a large prtin f the existing electrical and mechanical systems are riginal equipment and are in need f replacement. The final Cnstructin Dcuments shall als cmply with all applicable lcal, state and federal regulatins and laws current at the time f apprval. Factrs t be cnsidered include ease f access, required clearance fr service, rutes fr maintenance, travel distances required f maintenance persnnel, and efficient lcatin and distributin f maintenance facilities. The Design-Build team shall graphically shw required clearance fr equipment (including required installatin clearances and rutes) as part f the required design submittals. Prject# Rev. 1-11/9/2015

6 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE 3.3 MECHANICAL DESIGN CRITERIA GENERAL HVAC REQUIREMENTS The Design-Build team shall fllw The Brevard Pubic Schl (BPS) facility standard specificatins in additin t the fllwing criteria. HVAC system design, equipment selectin, and energy cnservatin shall meet the requirements f the 2014 Flrida Building Cde Mechanical. In additin, the latest editins f the design and applicatin guidelines f the Industrial Ventilatin Manual, ASHRAE Handbks, and SMACNA shall be utilized. Cling and heating lads shall be perfrmed t prperly size all equipment. The vlume f utside air/ventilatin fr all areas shall be determined by using the Ventilatin Rate Prcedure in accrdance with latest editin f ASHRAE Standard 62. The use f the Indr Air Quality (IAQ) Prcedure shall be used t achieve air quality equivalent t the Ventilatin Rate Prcedure preference. If minimum utside air ventilatin is reduced by using Glbal Plasma Slutins (GPS) bi-plar inizatin generatr prducts, then GPS IAQ spreadsheet calculatins shall be shwn n the Cnstructin Dcuments. The GPS bi-plar inizatin generatrs shall have a set f dry cntacts allwing fr the Building Autmatin System (BAS) t mnitr the unit s peratinal status. A Life Cycle Cst Analysis (LCCA) shall be perfrmed t determine the mst efficient HVAC system t be used. Prvide a cpy f the engineering cling/heating lad calculatins, LCCA and the 2014 Flrida Building Cde, Chapter 13, Flrida Energy Efficiency Cde fr Building Cnstructin (FEEC) t the BPS Facilities Department Design Services fr review during the Design Develpment. Substantial cmpletin shall nt ccur until 30 days after apprval f certificatin by an independent Cmmissining agent, under cntract with the BPS, wh shall verify the results f the Design-Build team s TAB firm. Typical peratinal test and balancing shall include airside balance, waterside balance, smke detectrs, lighting cntrls, peratinal testing f cntrls, and fire and smke damper testing, if needed. Installatin f rftp equipment shuld be avided where pssible. When the installatin f rftp equipment r piping is unavidable, permissin and a waiver shall be requested frm the BPS Facilities Department. Upn apprval, a clearance f 18 inches under the equipment (if n curb is furnished) r piping shall be prvided fr rf maintenance. The equipment shall be anchred t sustain hurricane frce winds as utlined in ASCE Standard 7-98 and details f the methd f anchring shall be prvided n the mechanical drawings and detailed n the structural drawings. Ensure psitive pressure in all areas except in kitchens, tilets, custdian rms, etc. Shw CFM values n all supply and return air penings s that the system can be prperly balanced. Building psitive pressure shall nt impact the peratin f exterir drs. Nise levels due t air cnditining unit fan, ventilating equipment, ducts, grilles, diffusers and air system pressure reducing devices shall cnfrm t the RC Nise Rating Prcedure utlined in the latest editin f the ASHRAE HVAC Applicatins Handbk. Classrms and all spaces, ther than thse listed belw, shall be designed fr a nise criteria range f RC-25(N) t RC-30(N). The exceptins shall be: Crridr, Lbbies... RC-40(N) Chiller Rms... RC-60(N) Strage, Tilets, Custdial... RC-45(N) Mechanical Rms... RC-45(N) Kitchens... RC-40(N) Nte: Duct attenuatin may be necessary in certain areas. Prject# Rev. 1-11/9/2015

Exterir-installed air-cled chillers, pumps, cling twers and accessries shall be designed s that the nise levels d nt exceed the lcal Cunty Nise Ordinances at the prperty line r be transmitted t an adjacent classrm. All air cnditining equipment installed n grade such as air-cled chillers, cling twers, DX cndenser units, etc., shall be prvided with enclsures t prevent unauthrized access. Enclsures arund air-cled chillers r cling twers shall be an aesthetically-pleasing and sund-attenuating CMU wall enclsure in lieu f using chain-link fencing. Grade-munted A/C equipment such as DX cndenser units may be enclsed with chain-link fencing. Special attentin and cnsideratin shall be prvided when air-cled chillers r cling twers are t be lcated adjacent t residential areas. Nise levels generated by this and ther equipment shall nt exceed 55 dba at the prperty line. Cnsultant t review lcal requirements. The fllwing requirements shall be adhered t by the Design-Build team in rder t ensure that final cnstructin dcuments are crrect and brught up-t-date. Field verificatin shall be perfrmed by the Design-Build team. The Design-Build team shall verify all existing cnditins t ensure the feasibility f cnstructin in rder that the wrk can be perfrmed in a timely manner and t prevent cnflicts and/r delays in the field during cnstructin. A cmplete set f demlitin plans fr areas within the scpe-f-wrk shall be prvided as part f the cntract dcuments. Demlitin plans shall include ALL mechanical equipment such as HVAC air handling units (AHU s), ductwrk, ductwrk sizes including CFM values, exhaust fans, natural r prpane gas system, sanitary system, strm drain system, dmestic water system plumbing fixtures, etc., whether the equipment r systems are t remain, t be remved, r t be reused. A cmplete updated set f remdeled r renvated plans fr areas within the scpe f wrk shall be prvided and shall include all new mechanical equipment such as HVAC AHU s, ductwrk, ductwrk sizes including CFM values, exhaust fans, natural r prpane gas system, sanitary system, strm drain system, dmestic water system, plumbing fixtures, etc. Plans shall als include the new plumbing fixture cunt (fixture units) being added t the existing sanitary system. Shuld the existing HVAC system be extended t serve new areas, the AHU and all terminal devices serving areas ther than thse in the scpe f wrk (but n the same HVAC system), shall als be prperly rebalanced. The entire system alng with the new CFM values shall be shwn n the plans. Prject# Rev. 1-11/9/2015

9 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE All existing HVAC equipment t be reused in existing schl facilities requiring renvatin wrk shall be shwn n schedules n the plans by the Design-Build team. The existing HVAC cntrls shall be replaced t satisfy the life safety cde and energy cnservatin requirements. All existing equipment, electrical data and capacities shall be listed s that prper testing and balancing can be perfrmed. In additin, the Design- Build team shall prvide a maintenance schedule describing all cleaning and repair wrk t be perfrmed, if required. Unless therwise specified, when selecting HVAC, plumbing r ther mechanical equipment, a minimum f three manufacturers cmplete with selected series types shall be prvided. All new HVAC equipment shall be tagged and identified in a sequential numerical frmat in crdinatin with the existing HVAC equipment s as nt t repeat AHU numbers, exhaust fan numbers, etc. Fr all mechanical cmpnents requiring maintenance (AHU s, VAV terminal units, dampers, valves, etc.) that are installed abve drpped ceilings, the lcatins shall be marked n the ceiling grid with hard plastic labels indicating the equipment tag infrmatin. HVAC SYSTEM Bth air-cled and water-cled chilled water systems shall be designed s that each zne air handling unit (AHU) des nt exceed a ttal f 20 HP cnnected fan mtr lad. Pre-cnditining f the utside air, if capable, shall be required t maintain humidity cntrl. Areas t be zned separately are the Administratin Area, Media Center, Music Area, Kitchen, and Dining/Multipurpse Rm. Additinal cling shall be prvided n the stage when in use fr perfrmances requiring stage lighting. Extreme care shall be prvided t maintain the prper humidity levels within cnditined spaces. The fllwing is a minimum requirement that shall be fllwed: The use f VAV systems with discharge temperature cntrls. Utilize tw-way, mdulating chilled water valves with a three way, tw psitin chilled water valve at the end f the lp t prevent pump dead-heading. In single zne systems such as required fr the kitchen and dining areas, utilize variable frequency drives t perfrm better humidity cntrl during part lad. Outside air intake ducts shall be directly cnnected t the AHU and psitined s that the utside air des nt bypass the chilled water cil with untreated air. In areas with high ventilatin rates such as dining areas, media centers, etc., avid excessive space humidity by precnditining the utdr air. The AHU s serving these areas shall have a multi-psitin utside air damper cntrlled by CO 2 sensrs lcated within the space. Prject# Rev. 1-11/9/2015

10 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE Utilize an utside air pre-cnditining unit with ht gas reheat t maintain prper space humidity and temperature cnditins fr the large assembly areas and multiple classrm areas, if ecnmically justified thrugh a Life Cycle Cst Analysis (LCCA). Maintain all cnditined spaces with a minimum f 10 percent psitive pressure relative t the utdr by supplying mre utdr air than ttal exhaust. Exceptins will ccur such as the kitchen, tilets, etc., where negative pressure is a cde requirement. The water- r air-cled chillers shall be prvided with primary/secndary lps. The primary lp pumps shall be designed with cnstant vlume flw fr the chillers while the secndary lp pumps shall be designed fr variable vlume flw fr the building distributin t the AHU cils. Other methds prviding energy savings such as prviding variable vlume flw n the primary lp shall be cnsidered t determine its feasibility. In additin, autmatic islatin valves shall be prvided n each f the chiller discharge chilled water piping in rder t prevent blending when ne f the tw chillers is ffline. A cnstant air vlume (CAV) system shall be selected fr the Kitchen. The Multipurpse/Dining Rm shall be prvided with a single zne AHU equipped with a variable frequency drive mtr because f the variable lads and the large area invlved. All ther areas shall be prvided with VAV air handling systems using variable frequency drive mtrs fr fan cntrl. Variable inlet vanes are nt recmmended. VAV bxes with electric strip heaters shall be evaluated t select the system mst apprpriate fr the prject. Key evaluatin criteria shall include, but nt be limited t the fllwing: Energy efficiency Life Cycle Cst Perfrmance Cmfrt Sund Criteria The central statin air handling unit shall be duble walled with 1 inch thick/3 PCF density r 2 inch thick/1-1/2 PCF density uncmpressed insulatin having a minimum R- value f 4.2 sandwiched between the tw panels cnstructed f galvanize steel and cntain a 4 inch flat filter sectin with access mdules fr cil maintenance. The AHU unit shall cntain a slped stainless steel drain pan with a bttm drain in lieu f a flat galvanized steel drain pan. Outside air intakes shall be 18 inches (minimum) abve grade. All dampers shall be lw-leakage and crrsin-resistant. All utside air dampers shall be andized aluminum with high perfrmance gaskets. In systems designed with air-cled chillers, the cils shall be prvided with a factryapplied spray-prcessed cating fr crrsin prtectin. Prject# Rev. 1-11/9/2015

11 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE Mechanical rms (lcated n the building perimeter nly) shall be prvided with a supply air diffuser supplying a minimum amunt f cnditined air in rder t prevent cndensatin frm frming n the AHU casing. The use f return air plenums, whether ceilings r mechanical rms, is nt permitted. In rder t minimize the intrductin f mist-laden utside air int the building interir during unccupied perids, prvide a mtr-perated, 2-psitin utside air damper at each f the mechanical rm utside makeup air penings arranged t pen ne-half hur befre classes start and t clse ne-half hur after classes end. The mtrized utside air dampers shall be designed t remain clsed during unccupied evenings, weekends, and hlidays. Prvisin shall als be made fr a manual vlume damper n the duct dwnstream f the mtrized utside air damper t prperly balance the required quantity f utside air. Crdinate with the structural engineer and install the AHU s n 6 inch cncrete pads in the mechanical rms. Cncrete pad shall extend a minimum f 6 inches beynd the AHU ftprint n all sides unless therwise nted and have chamfered edges. In mechanical rms, prvide a flr drain with a backwater valve and cnnect the cndensate int the site strm drain system catch basins nly after apprval by the BPS Facilities Design Services Department prir t design. Flr drains installed in frnt f the AHU where they can becme a tripping hazard are nt permitted. The installatin f thermstats in classrms and ther areas shall be crdinated with BPS facilities department. All AHU mtrs, with the exceptin f fractinal HP mtrs, shall be NEMA standard design, sund rated, and be f the grease-lubricated ball bearing type. Mtrs shall be high efficiency types wund fr specified vltage, have a minimum pwer factr f 85 t 100% lad, and a minimum efficiency f 91.7% at 100% lad per IEEE Test Prcedure 112, Methd B. All AHU three phase mtrs shall be prtected against cntact failure, lss f any phase (single phasing), lw vltage, high vltage, vltage unbalance and phase reversal. The prtectin device shall be capable f prviding autmatic pwer system range sensing, adjustable trip delay, restart delay and vltage adjustment; unbalance trip indicatr, LED status readut, and shall be as specified in the BPS Electrical Design Criteria. Prvide Y-type strainers with blwdwn valves n the CHW supply line upstream f each AHU cling cil. Als prvide a drain valve and air vent directly n each f the cling cils. Prject# Rev. 1-11/9/2015

12 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE During cnstructin, all AHU s shall be fitted with 2 inch depth, MERV 8, UL Class 2, medium efficiency, dispsable extended area, mini-pleated filters. In additin, all supply and return air ductwrk penings shall be fitted with blanket type, dispsable plyethylene sheet in rder t prevent cnstructin debris frm entering and accumulating inside the duct surfaces. At the discretin f SBBC, the AHU air filters may be remved and replaced as needed in rder t keep the cling cil and system clean. Prir t test and balance, the 2 inch cnstructin air filters shall be remved and replaced with a new set f 2 inch final air MERV 8 filters and the ductwrk pening plyethylene sheets shall be remved and discarded. The filters installed in the AHU s shall be taped t each ther t facilitate filter remval and prevent air bypass. Initial resistance f the 2 inch filters shall nt exceed 0.40 Inches WG at 500 FPM with a recmmended final resistance f 0.60 t 0.90 Inch WG. The Design-Build team shall prvide a metal strap with the end turned up at the bttm and ends f each AHU filter frame t facilitate sliding the filters ut fr easy remval and replacement. DUCTWORK The supply, return and utside air ductwrk shall be fabricated f galvanized steel and sealed in cmpliance with SMACNA HVAC Duct Cnstructin Standards Metal and Flexible. The use f fiberglass duct bard fr duct cnstructin r expsed fiberglass duct liner is nt permitted in all existing r new facilities. Fr rectangular ductwrk f pressure classes 2 t 4, ensure that duct is fabricated with Pittsburgh lck seam cnstructin. Snaplck seam cnstructin f any variety fr 2 t 4 pressure class rectangular duct is nt permitted. Fr single wall and duble wall rund r val ductwrk f pressure classes 2 t 4, ensure that ductwrk is fabricated with spiral lck seam cnstructin. Snaplck seam cnstructin f any variety fr 2 t 4 pressure class ductwrk is nt permitted. Fittings are t be fabricated by the same manufacturer as the ductwrk. Fr single wall and duble wall rund r val ductwrk f pressure classes 2 and lwer, ducts with dimensins greater than 12 inches are t be fabricated with spiral lck seam cnstructin. Snaplck seam cnstructin n rund r val ductwrk f 12 inches r less is permissible. Prvide duble wall insulated duct fr use as a sund attenuatin liner fr the first 20 feet f supply and return air ducts ff the AHU. In rder t attenuate nise and fr flexibility, use UL 181 Class 1 cmmercial grade insulated flexible duct t cnnect the supply air diffusers and return air grilles t the supply and return air distributin duct. Flexible duct shall have a minimum R-value f 6.0 and be cnstructed f an aluminum fil laminate inner cre liner encapsulating a steel wire helix, factry installed high density fiberglass blanket insulatin, and a metalized reinfrced vapr barrier jacket. Hard duct drps shuld nly be used as a last ptin. Flexible duct shall be ne-piece and shall be installed per SMACNA standards. Prject# Rev. 1-11/9/2015

13 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE Exhaust ductwrk shall be fabricated f galvanized steel. The supply and return air ducts shall be fully insulated lcated in uncnditined spaces r in mechanical rms. Outside air ducts shall als be insulated. The exhaust ducts shall be uninsulated. Supply and return air duct insulatin in cncealed areas shall be fiberglass blanket insulatin f a minimum R-6 insulatin value. In expsed areas such as mechanical rms, rigid fiberglass insulatin bard in lieu f fiberglass blanket insulatin shall be used ver the ductwrk. 12 gauge galvanized steel impale type anchr pins adhered t the duct exterir with mastic shall be prvided. The use f self-adhesive type anchr pins fr the fiberglass blanket insulatin is nt permitted. Where duble wall insulated duct is prvided in areas such as mechanical rms, the use f external rigid fiberglass insulatin bard will nt be required. All expsed ductwrk nt cntaining insulatin shall be cleaned, primed, and painted with tw cats f paint. The clr shall be selected by the architect. The supply and return air ducts shall be prvided with 45 she taps and vlume dampers. Shuld 45 branch takeffs (she taps) nt be apprpriate, tw-piece rund bellmuth spin-in r tw-piece cnical takeffs prvided with vlume dampers will be acceptable. Supply and return air duct branches r sub-branches are t be prvided with vlume dampers fr balancing purpses. Smke detectrs are required n the supply air and return air ductwrk f the AHU units. The supply air smke detectr shall be installed in the ductwrk dwnstream f the unit discharge but befre the electric resistance duct heater. Smke detectrs shall nt be required n AHU s having a capacity f less than 2000 CFM. Duct sealers such as mastic shall be water-based, fire resistive, nn-txic and cmpatible with mating materials. Under n circumstances will the use f petrleumbased prducts be permitted fr duct r insulatin sealant r adhesive purpses. In buildings nt cntaining a supervised autmatic fire sprinkler system, duct penings in the ne hur fire rated crridr shall be prvided with fire/smke dampers. Kiln rms cntaining either ne r tw kilns shall be capable f exhausting a capacity based n twenty (20) air changes per hur. Typically, single kiln installatins shall be exhausted at the rate f 200 CFM. The exhaust fan shall be autmatically started and stpped by a wall-munted thermstat, with a setpint f 85 F. All new exhaust fans, supply air fans, etc., shall be tagged and identified in a sequential numerical frmat in crdinatin with the existing equipment s as nt t repeat the existing exhaust fan r supply fan numbers. CHILLED AND CONDENSER WATER PIPING The Design-Build team shall furnish the initial treatment f the chilled water system and prvide ne year treatment service. The ne year treatment service shall include mnthly inspectins, with the system treated as necessary. A mnthly reprt shall be submitted t Plant Operatins and Maintenance. Prvisin shall be made by the Design-Build team fr furnishing and installing the chemical pt feeder, wells, taps, electrical service and the required piping cnnectins. The electrical services shall include a 120 vlt dedicated service t the water treatment system and a 120 vlt hkup t the slenid fr bleed purpses. Only Schedule 40 black steel pipe with welded jints and dielectric fittings at pints f cnnectins t dissimilar metals shall be apprved fr the chilled water (CHW) and cndenser water (CW) main piping. When the existing water-cled r air-cled chiller is t be replaced at an existing schl facility, the replacement chiller must be specified within the FPL Chiller Prgram criteria. Fr further infrmatin, please cntact the FPL Prgram Specialist. Refrigerants frm all water-cled chillers at existing schl facilities scheduled fr replacement and cntaining CFC-11 r CFC-12 shall be recvered by the BPS District Maintenance persnnel. All ther HVAC equipment refrigerant recvery shall be the respnsibility f the Design-Build team in cmpliance with the Clean Air Act. The chiller water makeup line shall be prvided with a pressure reducing backflw preventer similar t the Wilkens #975RPZ r Watts #909RP backflw preventer t prevent cntaminatin f the dmestic water line. Unless the design criteria requires a higher pressure, adjust the PRV t maintain 12 PSI pressure n the chilled water pump suctin. Refrigerant discharge t the atmsphere is permitted slely fr the water-cled chiller pressure relief device r rupture seal. In cmpliance with Sectin 608 f the Clean Air Act, venting chiller refrigerant int the atmsphere via the same device during servicing r dispsing f HVAC equipment is nt recmmended. A security camera shall be installed at this entry pint with a viewing mnitr fr the receptin area. Designated rutes fr delivery services shall remain pen and unimpeded. Prperty perimeter and service entry fencing shall be cnstructed f galvanized steel chain link. All ther security fencing shall be cnstructed with vinyl-cated chain link, except rnamental aluminum fencing shall be installed alng the frnt face f the schl. All fencing, whether security r rnamental, shall be six (6) feet high. Panic hardware with prtectin plates shall be installed at all gates t allw fr egress frm the interir f the campus. See Schl Bard f Brevard Cunty Design Standards fr mre details regarding the fencing and gate cnstructin specificatins. The Design-Build team shall crdinate with SBBC fr additinal schl-specific requirements EDUCATIONAL TECHNOLOGY The Design-Build s educatinal technlgy scpe f wrk fr this prject will include HVAC upgrades f the Cmmunicatins Equipment Rm (if necessary), additinal circuits and data drps t classrms, and inspectin and repair f existing technlgy infrastructure. Nte that the Technlgy Equipment Renewal items shwn n Attachment F will nt be part f this prject s scpe f wrk. COMMUNICATIONS EQUIPMENT ROOM HVAC The Cmmunicatins Equipment Rm (Rm 5) shall be served by a dedicated D/X mini-split system that perates cntinuusly (including unccupied perids such as nights, weekends, hlidays, etc.) while maintaining set pints f 76 F and 50% relative humidity. The Design- Build team shall perfrm heat lad calculatins fr the current equipment in the rm plus an additinal 30% capacity fr future technlgy needs. The existing D/X mini-split serving the Cmmunicatins Equipment Rm is a 1-tn Mitsubishi PKA mdel that is in satisfactry cnditin and utilizes EPA-cmpliant R410A refrigerant. If, after updated heat lad calculatins are perfrmed, the unit is apprpriately sized fr the rm, the existing mini-split system may be left in place. 29 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE SAFETY AND BUILDING CODE DEFICIENCY CORRECTIONS The existing strm water drainage system fr Building #1 is unable t adequately handle perids f heavy rainfall at the schl. A secndary verflw system was recently installed t help alleviate the main drainage system, but that system has cnsistently been verrun as well. The rainwater leaders are undersized thrughut the building, which is cntributing t many f these prblems. The Design-Build team shall evaluate the current strm drain system and implement crrective actins t bring the system in cmpliance with current plumbing cdes. The drainage system is designed t be discharged int a trench drain and then dispersed thrughut the site. This was a cmmn drainage system fr a schl f this age. As time ges n and changes are made t the site (resurfacing f pavement, cnstructin f additinal buildings, sidewalks, mechanical yards, etc.), blckages f the drainage flw away frm the building can be created. As part f the evaluatin f the strm drain system, the Design-Build team shall assess the discharges frm the rf. If the system requires mdificatin, the discharges shuld be directed t an pen area away frm any buildings CENTRAL MECHANICAL PLANT RENEWAL The central mechanical plant fr Building #1 cnsists f a 2-pipe cling/heating system with primary/secndary lps. The primary lp circulates water via tw (2) pumps (P-8 & P-9) thrugh either an air-cled chiller (cling mde) r prpane gas biler (heating mde). The secndary lp cnsists f six (6) circulating pumps (P-1 & P-2 thru P-7). The chilled water system cntains an air-cled chiller, seven (7) ice strage tanks, heat exchanger, and circulating pump (P-2). The biler and secndary lp pumps are lcated in the main mechanical rm (Rm 55). The primary lp pumps are lcated in their wn exterir pump vault next t the mechanical rm. The chiller, ice strage tanks, heat exchanger and pump P-2 are lcated in the chiller yard. 2-pipe heating/cling systems are mstly ineffective fr Brevard Cunty schls, as the number f true heating days thrughut the year is minimal. During the winter mnths, the area may experience a heating scenari fr half the day, and then a cling scenari fr the ther half. The time it takes t switch the water system frm cling t heating and t allw the system t adjust is ften nt wrth the hassle cnsidering a cling cnditin ftentimes fllws within a few hurs. Many lcal schls are simply leaving the water system in cling mde and cmpensating fr cler days by using space heaters, r switching the water system t heating mde fr several days and sweating ut the htter prtins f the day. 30 APOLLO ELEMENTARY SCHOOL DESIGN CRITERIA PACKAGE Since the principle behind the 2-pipe heating/cling system seems t be ineffective in Brevard cunty, and since the purpse is being largely circumvented anyway, the desire is t switch t a different heating/cling system. Fr the base bid, the 2-pipe heating/cling system will be cnverted t cling nly. Heating will be prvided thrugh the use f electric heaters installed at each chilled water air handler. As part f this cnversin, new electrical service will need t be supplied t each electric heater, and the existing biler and assciated piping and valves demlished. See the subsectins belw fr mre specifics. PUMPS The primary lp, secndary lp, and ice strage water circulating pumps are all at r near the end f their life expectancy. The Design-Build team shall replace the seven (7) pumps and assciated valves and recnnect t the existing chilled water piping. The pump vlutes and valves shall be insulated. Five (5) large abve-ceiling air handlers (AHU) serve the admin area (Rms 35-44), library (Rm 45), and cafeteria (Rm 46). Classrms and sme ancillary rms are served by chilled/ht water fan cils units (FCU), which are either ceiling-munted r flr-munted in the rm being served. Restrms are served by small abve-ceiling fan cil units. Buildings #2-4 are served by flr-munted chilled water air handling units with electric heaters. See Sketch #1 fr existing air handler lcatins. The base bid will entail replacement f each f these air handlers, additin f electric heaters, and recnnectin t the existing ductwrk and chilled/ht water piping. The lne exceptin is the admin wing AHU and its assciated VAV terminal units, which are in satisfactry cnditin and will remain in place. The Design-Build team shall investigate the cnditin f the piping by cutting ut samples f the riginal piping and examining its integrity. If, after evaluatin by the Design-Build team and SBBC, the piping is deemed t be in satisfactry cnditin, the Design-Build team shall patch the remved sectins f pipe and leave the remainder f the piping intact. If the piping is fund t be in pr cnditin, then the riginal piping shall be replaced in its entirety as part f this bid additive. If replacement is deemed necessary, then the new piping shall be cpper and ruted abve-ceiling. New service shutff valves shall be installed inside each building.
