Clean Cooking Forum Nov 2015, Accra Ghana Standard and Labeling: Nepalese Context Presented by: Shubha Laxmi Shrestha Sr. Officer and Program Manager Biomass Energy Sub-Component National Rural and Renewable Energy Program (NRREP) Alternative Energy Promotion Centre(AEPC)

Alternative Energy Promotion Centre Established in Nov 3, 1996 National Executing Agency Renewable energy programmes & projects Government Institution under MoEST- Semi autonomous status; Board represented by public sector, private sector & financial sector Mandate: Policy and plan formulation, resource mobilization, program execution, technical support, M&E, quality assurance & coordination 2

Alternative Energy Promotion Centre Solar (Thermal & PV) Promoted Renewable Energy Technologies Hydro (Micro, Mini, IWM) Biogas (HH and Institutional) Wind Biofuel Solid Biomass (ICS,Gasifiers)

Scenario on ICS dissemination in Nepal

More than three million people in Nepal are still using TCS TCS in a Gurung HH: Ilam

No direct subsidy provided in Mud ICS GoN subsidy provided in Metallic ICS

Combustion Why Benchmarking for Biomass Cookstoves in Nepal? Efficiency Provide policy makers, donors, stove programs and other stakeholders with a credible basis for comparing stove performance and safety. Help all stakeholders have a common set of terminology [Clean, Efficient, Safe, Durable] for communicating and understanding stove performance. Give stove makers affirmation of product quality. Let stove users know that they are making a worthwhile investment. Drive innovation in the industry. Subsidy provision based on the stove performance and type.. and most importantly, to set demarcation line for differentiating truly improved stove form those that needed further improvement before dissemination 7

Test Protocol, Facilities and Benchmarking for Cookstoves in Nepal Testing Protocol/methods recommended in NIBC - ISO-IWA recommended Water Boiling Test Version and above shall be followed for testing the biomass cookstoves (excluding batch feeding type cookstoves and charcoal, briquette burning stoves). The stoves shall be tested under high power and low power phases. - BIS recommended IS standard testing procedure shall be followed for Thermal Efficiency test of batch fuel feeding type biomass cookstove (including charcoal stoves, briquette burning cookstoves and gasifiers). - Biomass Stove Safety Protocol - Version 1.1 (developed at Iowa State University and recommended by ISO-IWA) shall be followed for safety performance measurement. 8

Nepal Interim Benchmark for solid biomass Cookstoves (NIBC,2014) Types of stoves Efficiency/ Fuel use PM 2.5 Emissions High Power Thermal Efficiency (%) Specific Fuel Consump tion (MJ/min/ L) High Power (mg/mjd) Low Power (g/min/l) High Power (g/mjd) CO Emissions Low Power (g/min/l) Indoor emissions* CO (g/min) PM2.5 (mg/min) Chimney Stove (Natural Draft) Chimney Less (Natural Draft) Forced Draft Draft for for all all stoves * Reduced values based on local manufacturers feedback for promotional interim period. 9

Test Protocol, Facilities and Benchmarking for Cookstoves in Nepal

Nepal Interim Benchmark for solid biomass Cookstoves (NIBC,2014) Ranges to be upgraded during revision of NIBC, 2014 Minimum criteria for stove material to be included in the next revision to assure physical quality / life of the stove.

Progress towards Standardisation and Labeling of stoves NIBC,2014 categorized stove based on the type and performance, as an early stage for product labeling and standardisation. - Developing Improved Solutions for Cooking (DISC) program, implemented by the World Bank has recently selected the consultant for conducting Produced Development and Labeling of Clean Cookstoves and Standardized Biomass Fuels for Nepali Market - GIZ/NEEP-II has been supporting AEPC for capacity development of biomass stove testing laboratory at RETS and NIBC revision. Piloting of ceramic and fixed imported models Massive dissemination of limited stove models developed by AEPC Large scale dissemination of various stove types developed by AEPC Dissemination of stove models fulfilling NIBC, stove model open for individual branding with patent rights.

Testing Facilities Available in Nepal Renewable Energy Test Station (RETS) Nepal Academy of Science and Technology (NAST) Khumaltar, Lalitpur Laboratory Test: WBT Performance Test Emission Test (PM2.5.
