3 1.0 About Product Care Association Product Care Association is a federally incorporated, not-for-profit product stewardship association formed in response to stewardship regulations and is governed by a multi-sector industry board of directors. Product Care has managed paint and other household hazardous waste industry stewardship programs since Product Care s members are the producers (manufacturers, distributors and retailers) obligated by the Regulation under the category of architectural paint. Product Care has received approval to operate the PEI Paint Stewardship Program by the Department of Environment, Labour and Justice under the Materials Recycling Regulations (the Regulation ) of the Environment Protection Act. 1.1 Report Period This report covers the program from its launch date on September 1, 2012 to December 31, Except as noted, the information in this report will represent the period September 1, 2012 to December 31, Program Summary The Prince Edward Island Paint Recycling Program offers collection sites throughout the province to which consumers can bring leftover household paint. The collection sites are operated by Island Waste Management Corporation under contract to Product Care. Product Care supplies collection sites with standard reusable collection bins and other containers such as drums. The filled bins are then collected from the collection sites by a hauler contracted to the program, and empty bins are dropped off. The full collection containers are shipped to the processor for recycling. Additional elements of the program managed by Product Care Association include revenue management, communications and administration. The program is funded by membership fees, known as eco fees, remitted to Product Care by its members based on the quantity of sales of the designated paint products sold in PEI. Per the Materials Recycling Regulation, no brand owners or retailers are permitted to charge the eco-fee as a separate line item The eco fee rates are set by Product Care. Program revenues are applied to the operation of the program, including education, collection system, administration, transport, recycling and disposal of collected residual products as well as a reserve fund. 1.3 Brand Owner Information As of December 31, 2012, the Program had 30 paint brand owners (listed in Appendix A). Program members reported the sale of 103,725 units of program products in PEI during the reporting period, for an estimated liquid volume sold of 249,925 litres PEI Paint Stewardship Program Annual Report Page 3 of 12

4 1.4 Total amount of waste paint collected Table 1 below shows the total amount of waste paint collected and processed by the program for the reporting period, by collection container (tubskids and drums) and by approximate residual volume (litres). Laurentide processed 94 tubskids (opened, sorted and bulked into shipping containers). In total, 14,131 paint containers were processed in The remaining 41 tubskids were processed in the following year. 2.0 Operations and Processing Table 2 shows the breakdown (in percentages) of waste paint collected that was recycled back into paint, disposed of in an engineered landfill, or recovered for energy. 5 2.1 Reuse During the reporting period, no paint was sent for reuse. Product Care will continue to investigate the opportunity to establish a Paint Exchange program. The Paint Exchange program would make better quality paint available to the public, free of charge, at collection sites that agree to participate. 2.2 Recycling At the Laurentide Re-sources facility, paint containers are removed from the collection bins, inspected, opened, sorted by type, colour and quality, and poured into shipping containers. The bulked paint of recyclable quality is then transferred to an affiliated processor, Peintures Recuperees du Quebec (PRQ) in Victoriaville, QC for final processing and manufacturing of recycled paint. Table 3 illustrates the quantity of latex paint and of alkyd paint that was recycled. Table 3: Quantity and Type of Paint Recycled. Type Litres Percentage Latex paint 8,482 93% Alkyd paint 636 7% Total 9, % 2.3 Landfill The sorting and bulking of the latex paint by Laurentide Re-sources generated 410 litres of nonrecyclable latex sludge/solid which were solidified and disposed of at a synthetic-lined landfill cell with leachate collection. 2.4 Energy Recovery Not all collected oil based paint is of suitable quality for paint recycling. In some cases the paint may be contaminated, not in liquid form, wrong colour or of the wrong chemistry for paint recycling. In addition, regulations such as the Federal VOC Regulations, required tighter limits on certain chemical constituents, which tend to be higher in older paints, making it difficult to recycle oil based paint back into paint. The market for the recycled oil based paint is significantly smaller than that for the water based products and continues to diminish as water base technology replaces oil based technology. Due to the high solvent content of oil based paints; oil based paints are suitable for energy recovery. Through the process of fuel blending, some of the oil based paint collected by the program that is not suitable for paint recycling, is used as an alternative energy source in applications such as permitted incinerators. During the reporting period 2,269 litres of alkyd paint and paint from paint aerosols were blended with other fuels and utilized for energy value at licensed facilities PEI Paint Stewardship Program Annual Report Page 5 of 12

6 2.5 Incineration During the reporting period, no material went for incineration. 2.6 Depot Listings As of December 31, 2012, six collection sites participated in the program. All six collection sites are operated and managed by Island Waste Management Corporation. See Table 4 for the list of collection sites. Appendix B contains a provincial map of the depot locations.
