2 Problem Statement Diarrhea is one of the main causes of U5 morbidity and mortality Inadequate and decay infrastructure, 61% of water points are not functional Unimproved sources in rural vulnerable populations Urban slums and hillside lack access to safe water

3 Current Policy/National Support for HWTS MoHS commissioned market study on HWTS to look at demand and supply (conducted by NestBuilders International) HWTS is at research stage to align programming to accomplish vision Reviewing policies and guidelines Public Health Ordinance EHS Policy

4 National Targets Baseline research is being conducted MICS4 found that 11% report treating water (only 1.9% of those using unimproved sources report treating water) We cannot comment on targets without clear evidence

5 Regulation/Evaluation Aspects MoHS will be the regulatory body for scaling up HWTS Regulation objectives: Systematic review and approval of all HWTS products Quality control (working with the Standard s Bureau) Evaluation objectives: To examine possibilities for household based water quality testing by environmental health officers in the DHMTs

6 Effective implementation Want to begin with a review of demand and supply of HWTS in Sierra Leone + Policy review and revision provide the way forward Key stakeholders: MDAs, communities, households, private sector, NGOs Integration: Maternal and Child Health (i.e. ANC) FHC, HIV/AIDS, supportive institutions at the community level Integration: Private Sector Development initiatives hand pump spare parts, sanitation marketing and HWTS, linked to Village Savings and Loan schemes (WASH Sustainability Compact)

7 Monitoring and Evaluation Prioritized Indicators: Correct and consistent use Supply chain (availability, affordability, sustainability) Existing surveys which include HWTS: MICS DHS Integration of HWTS into the existing programmes: Environmental Health and Sanitation Policy and Public Health Act Water Safety Plan Multi Sectoral Multi Year Emergency Preparedness Plan

8 Milestones and Timeline Timeline Activity Milestone By 22 nd May 2013 By end May 2013 WASH National Indicators Multi Sectoral Multi Year Emergency Preparedness Plan National indicators harmonized among WASH stakeholders HWTS indicators and action plan in emergency incorporated By June 2013 Water Safety Plan HWTS action plan harmonized with WSP By July 2013 HWTS Market Research HWTS Baseline Demand, Supply, Policy By end 2013 EHS Policy and PHO revision HWTS indicators and action plan incorporated into the national policy

9 Resource Mobilisation Existing partners who are supporting HWTS: DFID, UNICEF, WHO Integration into private sector development: potential integration with sanitation marketing (WASH Facility) and hand pump spare parts (UNICEF) New commitment by GoSL at the Sanitation and Water for All Partnership (SWA) High Level Meeting for water and sanitation in DC in April 2012: Increase direct and targeted allocation for sanitation and hygiene out of our domestic revenues from 0.01 percent of GDP in 2012 to 1.0 percent of GDP by 2015

10 Responsibilities MoHS will lead and champion the key next steps in order to achieve the milestones Dr. Ansumana Sillah: Environmental Health and Sanitation Division Responsible for integrating HWTS into policy for the MoHS Currently coordinating the review/revision of the EHS policy and overseeing the baseline market research Responsible for incorporating HWTS in the Emergency Preparedness Plan Mr. Souma (Ing.): Director of Water Directorate at MoWR Main contact to harmonize Water Safety Plan with HWTS initiatives/ehs policy
