--- The analysis is done ---

Energy+ Goals and Objectives Support transformational change to achieve universal access to sustainable energy and avoid greenhouse gas emissions Scaling-up access to renewable energy sources and increased energy efficiency. The Energy+ Partnership is uniquely designed for building momentum in policy, technical support and finance. 4

Design Principles Energy+ Country-driven, sectoral approach Use public funding smart to leverage commercial investments, risk mitigation, capacity building Phased introduction of results-based donor funding cash on delivery Indicators to measure performance access and avoided emissions, as well as policies and measures Use existing programs and institutions to limit transaction costs Social and environmental standards 5

Phased Country Approach Flexibly Applied Readiness Phase National Energy-Climate Strategies or Action Plans Implementation - Energizing - Phase Capacity building, Reforms, Support schemes, Investments, MRV Performance Payments Phase Results-based donor funding to Increased Access to Energy and Emission Avoidance 6

Energy+ - results-based incentives at the sectoral level Results-based aid (RBA) MRV Results-based financing (RBF)menu national level Feed in tariff (FiT) Renewable certificates Energy+ National authorities Off take guarantee Tax exemption Auctions/ tender $.. others 7

Implementation of results-based support Tailored to the country context and available capacity Targeted to the energy (sub)-sector supported Phased in over time Initial payment(s) to kick-start down payment Enabling framework (capacity, institutions, reforms etc.) Interim -Triggers: Policy and measures Proxies for increased access and avoided emissions Avoid too many indicators - conditionality Long-term: Verified results Can t set up countries to fail! 8

Energy+ Support in Various Phases - Examples Phased and results-based approach: First phase preparation and planning: Determine need for support and potential interventions through preparation of strategies/plans. Support to prepare LCDS/energy plan. Initial institutional framework MRV systems, reference level BAU. Second phase energizing : Results-based support to implement actions to improve the enabling environment, policy development, legal reform, MRV systems, registry etc. Funding on the basis of deliverables enabling policies and measures. Support based on proxies for increased access and avoided emissions. Third phase results-based payments: Incentives based on actual increase in access and/or avoided emissions. Sourced and targeted to lead to commercially viable renewable and energy efficiency investments. 9
