5 INTRODUCTION Background The Government of Sierra Leone (GoSL) has taken steps to address Solid Waste Management (SWM) issues in the country. In 2011 an Integrated National Waste Management Policy (INSWP) was drafted which regulates the Solid Waste Management Sector of Sierra Leone and foresees the installation of waste collection and disposal facilities in the cities of Freetown, Bo, Makeni and Kenema. Bo City is the Headquarter of Bo District and the provincial capital of the Southern Region. It is the second largest city in Sierra Leone (after Freetown) and is situated approximately 155 miles (248 Km) southeast of Freetown. After Freetown, Bo is the leading financial, educational and commercial centre of Sierra Leone. With a rapidly increasing urban population, mainly as a result of the economic growth and establishment of agri-businesses and mining companies, existing waste management systems are unable to cope with increased demands. The municipality has an estimated and increasing population of over 200,000 inhabitants. They produce about tonnes household waste (Waste Audit 2013) and approximately 8,000 tonnes commercial waste annually. The City Council spends annually approx. 30% of its budget for waste collection services. The collection covers 41,3% of the cities households and focuses on central living areas. In the larger urban land no waste services are available and waste is still disposed of indiscriminately, by the roadside, in the vicinity of market areas, in back yards, etc. Often waste is burned in the open, contributing to the emission of air pollutants and greenhouse gases. This leads to pollution of water resources, contributing to flooding and posing serious public health risks for local communities. With support of different waste management programs BCC has built up additional capacity in recent years. A sustainable Waste Management Strategy 2020 has been drafted and will be publically presented and adopted by the City Council at the end of December The strategy has been prepared by the consortium of BCC, Welthungerhilfe, Klin Salone, OWL and WASTE in frame of a pilot project implemented via the DFID sponsored Sierra Leonean WASH Facility. Its focus is the development of waste-value-chains by inclusion of Small, Medium and Micro-sized Enterprises (SMMEs) and Public Private Partnerships (PPP) to support the Bo City Council in its efforts to manage solid waste and to extent services to all its residents. This document presents the objectives, activities and products discussed during the workshop from 24 th 27 th November in which the objectives were presented, the activities discussed and the products analysed. Additionally, priorities were set up, responsibilities assigned and time frame defined. Limitations for the implementation of this Action Plan acknowledged by participants were: bad infrastructure, limited personnel and physical resources, lack of knowledge in issues related to waste management, absence of understanding on public private partnerships approaches, unawareness of Bo City people, legal framework and regulations unapproved, inexistence of monitoring mechanisms and national corruption. 3

6 STRUCTURE OF THE ACTION PLAN Background This action plan takes as a basis the specific objectives presented as the components of the Bo City Integrated Sustainable Waste Management Plan With the goal to fulfil those objectives, a set of activities are proposed, including the time frame for its achievement, the entity/entities responsible for the implementation and products. Action Plan costs The determination of the costs was not done during the timeframe of the pilot. It will be done as part of the action points in the near future. Waste Management Department At this moment BCC does not have a department responsible for planning solid waste management activities. One of the first tasks during the implementation of the Integrated Solid Waste Management Plan is to analyse the actual institutional model and determine different options for a new model including the establishment of a well functional Waste Management Unit embedded in the BCC. The BCC will be responsible for the development of the analysis process, the definition of the model and the necessary conditions for its proper functioning. Follow up of the implementation of the Action Plan The follow up of the Action Plan is key for its success. During the first year BCC together with the Waste Management Steering Committee will be responsible for the monitoring of the advances and reporting to Bo City Council. Once the Solid Waste Management Department is well functioning, they will take that responsibility, since it will be assigned as one of their tasks. The Waste Management Steering Committee could act as an Advisory body. Execution of the Action Plan For each activity of the objectives and sub-objectives, it will be necessary to follow the next steps: 1. To prepare a working plan 2. To assign a coordinator who is responsible to: Coordinate the sub-activities Give follow up to the activities Report over the advances of the sub-activities to the Waste Management Steering Committee 3. To determine the necessary BCC personnel to execute the activities: Report to the Human Resources Department and to the Administrative Department the new personnel needed for the implementation of the activities Define and assign roles and responsibilities to the personnel and include those into their working plans 4

7 Modify function manuals as needed 4. To review and update the budget to execute the activities 5. To coordinate with the different departments of planning and development involved in waste management and external stakeholders (in case needed) 5
