1 CITY OF REDLANDS REGULATORY COMPLIANCE OFFICER (Wastewater) DEFINITION Under direction, to plan, develop, and ensure the execution of duties related to the regulatory obligations of the wastewater and pretreatment programs; to provide regulatory support for wastewater facility operations; to coordinate activities and laboratory testing of industrial wastes with other Municipal Utilities divisions and sections, outside laboratories, regulatory and other government agencies; to monitor newly issued local, State, and Federal regulations and legislation to keep current with the regulatory environment; to conduct surveys and inspections of industries related to the pretreatment of industrial wastes; to administer industrial and septage hauler waste discharge permit process; and to provide staff support to the Municipal Utilities Water Operations Manager and other Utilities Department managerial staff. SUPERVISION EXERCISED Exercises technical and functional supervision over assigned staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Manage and direct the activities of the wastewater industrial pretreatment and regulatory compliance program. Evaluate operations and activities of the wastewater industrial pretreatment and regulatory compliance program; recommend improvements and modifications; assist in the implementation of goals, objectives, policies, and procedures. Assist in budget development and administration for the wastewater industrial pretreatment and regulatory compliance program. Administer industrial users and septage hauler permit processes; confer with industries and septage haulers regarding allowable discharges; inspect industries, septage haulers, and other businesses in the City to ensure compliance with the City wastewater discharge permit requirements; recommend action for discharge violators. Prepare reports related to local, State, and Federal regulations and legislation, analytical tests and procedures as necessary. Maintain records of tests conducted and their results; prepare reports for State and Federal agencies.

Perform complex computerized data analyses and programming; train wastewater facilities personnel in proper laboratory techniques; wastewater and industrial inspections; local, State, and Federal regulations and legislation, and computer skills. Interpret laboratory analyses of samples related to treatment, quality control, and discharge of WWTP effluent and industrial waste, to ensure compliance. Conduct special examinations and analyses to assist with wastewater treatment plant problems and studies. Determine volume and strength of wastewater flow; conduct specialized chemical and biological studies as assigned. Attend meetings and workshops as Municipal Utilities representative; respond to questions and complaints from the public and industries regarding industrial waste and wastewater regulatory compliance. Manage wastewater regulatory compliance and industrial pretreatment personnel. Monitor new regulations and legislation to remain current on regulatory environment. Perform minor maintenance on related equipment as necessary. Perform stormwater inspections, sampling, and reporting. Monitor and help maintain landfill gas and condensate collection system at landfill. OTHER JOB RELATED DUTIES Perform related duties and responsibilities as assigned. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Chemistry, biology, and microbiology as applied in wastewater treatment, industrial waste inspection, and the environment

3 Knowledge of: (cont.) State, Federal, and local laws, regulations, policies, and procedures pertaining to water and wastewater quality control, wastewater treatment processes, and industrial waste control. Mathematics as used to analyze test results and perform a variety of statistical analysis in wastewater treatment. General principles and procedures of wastewater treatment and wastewater collection systems, and industrial waste treatment systems. Standard tests and methods used in the analytical examination of water and wastewater. Principles and techniques of supervision, training, and performance evaluation. Principles of budget preparation and administration. Modern office procedures, methods, and computer equipment. Safe driving principles and practices. Skill to: Operate modern office equipment, including computer equipment. Operate a motor vehicle safely. Ability to: Recognize wastewater treatment problems during analysis of test results. Compile and maintain complex, accurate, test records and files. Interpret regulations governing wastewater and industrial pretreatment processes. Read and interpret blueprints. Conduct research; assemble data and prepare detailed and clear technical reports, graphs, and computer printouts. Create computer algorithms to perform calculations and analysis of test results.

4 Ability to: (cont.) Perform and coordinate a variety of laboratory testing with accuracy and efficiency. Work independently and exercise sound judgement. Work according to safety standards under potentially hazardous conditions. Supervise, train, and evaluate assigned staff. Prepare and administer budgets. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: A minimum of five years of experience in industrial waste discharge inspection and the collection and analysis of wastewater, solid waste, hazardous waste, or other environmental samples, or; A minimum of five years of responsible experience in the operation of a wastewater treatment plant, including some supervisory experience. Training: An Associate s degree, or equivalent college units, with major course work in chemistry, biochemistry, biology, environmental studies, engineering or a related field.

5 License or Certificate: Possession of an appropriate, valid driver's license. Possession of, or ability to obtain within one year, a Grade II Environmental Compliance Inspector Certificate issued by the California Water Environment Association. Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, climb, and lift 50 lbs.; exposure to heat, noise, outdoors, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
