2 Briefly about the Baltic Sea Region Strategy What is the aim of the Strategy? The Strategy was adopted in 2009 and aims at coordinating actions by the Member States, regions, the EU, pan Baltic organisations, financial institutions and NGOs to promote a more balanced development of the Baltic Sea Region. Why is a Strategy needed? Since the EU enlargement of 2004, challenges facing the Region have increased. Escalating environmental threats, gaps in economic development and poor transport accessibility are issues which need to be tackled urgently. Many of these problems can only be addressed through better regional coordination and joint action.

3 Overall ambition The three cornerstones of the Strategy are to: Save the sea Increase prosperity Connect the region The Strategy is the Europe Union s first macro regional strategy and has inspired other regions to opt for macro regional strategies. The focus is on making better use of existing means. There is (almost) no new funding, no new legislation and no new institutions.

4 Structure The Baltic Sea Region Strategy consists of: 15 so called Priority Areas, which focus on different topics a number of horizontal action adressing cross cutting issues Each Priority Area is headed by one or more authorities/organisations and is supposed to initate a dialogue and activites in the field concerned on behalf of the other countries of the Baltic Sea Region. The Strategy is primarily implemented through: a policy dialogue within each of the 15 Priority Areas a number of Flagship Projects under each Priority Area

5 Priority Area on Clean Shipping to become a pilot region in clean shipping Denmark serves as Priority Area Coordinator (PACs) for the Strategy s Priority Area on Clean Shipping and has undertaken to initiate projects and maintain a policy dialogue on this topic on behalf of the eigth EU Member States of the Baltic Sea Region. The actual work is carried out by the Danish Maritime Authority. From the outset, the Priority Area encompassed 6 Flagship Projects.

6 Current Flagship Projects of the Priority Area on Clean Shipping ( ) = completed project 4.1. Promote measures to collect ship generated waste ( ) 4.2. Promote measures to reduce emissions from ships and enhance the development for shore side electricity facilities or for emission treatment in all major ports around the Baltic Sea. This Flagship Project consists of two major activities: Clean Baltic Sea Shipping (the Cleanship project); Baltic Sea cooperation for reducing ship and port emissions through knowledge & innovation based competitiveness (the Innoship project) Introduce differentiated port dues depending on the environmental impact of ships Eliminate the discharge of sewage from ships 4.5. Improve the waste handling on board and in ports 4.6. Conduct a feasibility study on LNG infrastructure for short sea shipping

7 Expected new Flagship Projects of the Priority Area on Clean Shipping Discussions on review of project portfolio ongoing now. Draft proposal for new Flagship Project: Build competences on Liquified Natural Gas (LNG) installations in the region (MarTech LNG Marine Competence, Technology and Knowledge Transfer for LNG in the South Baltic Sea Region); Draft proposal for new Flagship Project: Indexing the environmental impact of vessels (Clean Shipping Index real time, quantified insight into the environmental performance of ships); More potential new projects? Your proposals are welcome! Review of the Action Plan in the autumn of 2012.

8 What s in it for the projects? Not a huge amount of money, but.. An official recognition as Flagship Project in the EU Strategy Increased political attention while the project is running Access to exhibit the results at various meetings and events Assistance to convey projects results and recommendations to policy level once the project is completed Access to new seed money facility to ease the start of new projects Contacts with other projects operating in the field Expected in the future: easier application in some EU programmes We hope that this is helpful for the projects.
