2 1.0 PURPOSE OF THE REPORT The Applicant, Thiru.P. Ayyanar S/o Periyakaruppan, residing at 150/60, PTC Post, China udaippu, Madurai District has applied for grant of permission from Dept. of Geology and Mining, Madurai District for removal of Gravel Quarry from a Chinnaudaippu Kanmoi over an Extent of Hectares(Out of Ha)in S.F.No.436/1A(P), Iyanpappakkudi Village, Madurai South, Madurai District, Tamil Nadu. The District Collector, Madurai has issued precise area communication letter reference No. Rc: 1323/ 2015-Mines Dated and directed the applicant to get Approved Mining Plan and Environmental Clearance from the State Environmental Impact Assessment Authority (SEIAA) for grant of Gravel Quarry from S.F.No. 436/1A(P), over an extent of Hectares (Out of Ha), Chinnaudaippu Kanmoi, Iyanpappakkudi Village, Madurai South, Madurai District, Tamil Nadu for a period of Three Months. Accordingly, mining plan is prepared under Rule 41 of Tamil Nadu Minor Minerals Concession Rules, 1959 and Minor Mineral Conservation and Development Rules, 2010 for quarrying Gravel with due consideration of environmental parameters so as to obtain Environ mental clearance (EC) form State EIA Authority (SEIAA), Chennai region as per the Memorandum dated from MOEF. 6 2.1 TOPOGRAPHY 2.0 DESCRIPTION OF THE ENVIRONMENT The area applied for mining lease is a flat ground, with an Elevation of 131Meters above MSL. It is represented in the Survey of India Topo sheet 58 K/1. The area lies in the northern latitude of 09 50'9.71 to 09 50'16.18 and eastern longitude of 77 06'22.60" to 77 06'29.23 E. The land is dry and no crops at even monsoon time also. The area receives only scanty rainfall mostly during the northeast monsoon period of October to December. The ground water level is at a depth of 18 meters in weathered rock covered area or otherwise the groundwater quantity is in this area very poor. There is no reserve forest, wild life sanctuary, national monument etc near the area. Fig 2.1: Showing topography and Gravel Quarry exposure of the Applied Area 2.2 WATER ENVIRONMENT As the water table is noticed at a depth of 10-12m below ground level, as the mining is proposed up to 1.0m depth it may not affect the ground water table. 7 for drinking and utilities is 2.0KLD and for Dust suppression and green belt of water is 4.0KLD MITIGATION MEASURES It shall be ensured that quality of drinking water for the worker is hygienic and good sanitation system shall be made available. 2.3 AIR ENVIRONMENT There is no blasting and noise of hydraulic exactor is less than 75 db. It is less than the standard as proposed for mining industry. The major part of the dust generated during such operations usually gets settle down and thus the effect of such operation will be localized phenomenon. Hence, there will be no adverse impact on the existing ambient air quality. Following air pollution control measures shall be taken to minimize negative impact due to mining activity MITIGATION MEASURES Periodical water spraying on the haulage roads, dump areas and place of excavation etc Avenue trees along roads and green belt around ML boundary shall be planted as per the norms of MoEF to control fly of dust, noise etc, 2.4 NOISE AND VIBRATION As the Gravel Quarry is a loose soil, it does not require any blasting and drilling. Threshold sound level is reported as 75dB. Vibration is not tested being a small quarry. 2.5 EXISTING LAND USE PATTERN The land is classified as Kanmoi (Govt Land). It receives rain only during the monsoon period of October to December. It is used for storage of rain water. Reclaimed area Safety zone Recharge pond Total Ha 2.6 BIOLOGICAL ENVIRONMENT a) Flora: There is no tree except few thorny shrubs and acacia trees found along the land boundaries of the area. b) Fauna: There are no indications of living animals; it may be found small animals like mouse, chameleon, scorpion, and lizard. 2.7 PROPOSAL FOR RECLAMATION OF LAND AFFECTED DURING MINING ACTIVITIES AND AT THE END OF MINING The mining is proposed to an average depth of 1.0meter. Due consideration is also taken to provide a suitable angle of repose of materials to maintain slope stability. 2.8 PROGRAMME OF AFFORESTATION There would not be any adverse impact in the existing environment arising from the mining activities. To protect the environment, the Applicant Company would do adequate a forestation program with 10 trees per Month. As the area is dry and unfertile for the growth of hybrid varieties of plants it is proposed to plant tamarind and need for which the maximum survival rate would be 70%. 9 2.9 PROPOSAL OF WASTE MANAGEMENT Storage and preservation of top soil: No proposal for storage of top soil. It shall be used directly transported to the filling site/consumer area OCCUPATIONAL HEALTH AND SAFETY MEASURES Measure to control and minimize the risks at workplace, the proponent will implement Health & Safety measures at site: Provision of personal protection devices to the workers. Provision of rest shelters for mine workers with amenities like drinking water, toilets etc. First-aid facilities within lease area Periodical medical examination shall be conducted for the employees under Rule 45 (A).
