2 1. Location (region) The program focuses on two neighbouring districts in the southern Andes mountains of Ecuador: the district Saraguro (Loja province) and the district Oña (Azuay province), who have a total population of inhabitants. The districts Oña and Saraguro belong, with 66% of their population living in poverty, to the most disadvantaged zones of the southern Andes of Ecuador. Access to basic facilities is limited; the basic needs of 87% of the population are not met. 2. The partners a. The partner in Belgium The program is proposed and managed by PROTOS. PROTOS encourages processes and projects around equitable, sustainable and participatory water resources management in countries in the South and in Belgium. Active in 9 African or Latin-American countries, PROTOS is investing annually almost 8 million euro in the drinking water supply of new people a year and in the support of farmers by their small-scaled irrigation, agricultural production, and marketing projects. The partner in the South The local partner, CEDIR, has the mission to strengthen marginalized communities (small-scaled farmers, women, youth,...) by supporting projects around an improved access to basic facilities (drinking water, sanitation, irrigation), around agricultural activities or integrated water resources management, and so, to create opportunities for an active participation in political and economical decision-making processes. To guarantee the sustainability of the realizations, the project will be performed in close collaboration with the municipalities of Oña and Saraguro. Formulation of the problem In the zones in Saraguro where the project is focusing on, the state of drinking water and sanitation facilities is shocking: Access type to drinking water/sanitation % of the population Collecting water from pure water delivering systems 8 Collecting water from frequently broken and/or impure water delivering 58 systems Collecting water from unprotected sources 36 Access to basic sanitation 31 In Oña, during the last years and thanks to the effort of PROTOS-CEDIR, the access to drinking water increased to 97%. All drinking water infrastructures are accompanied by an active drinking water committee. In collaboration with the district authorities of Oña, a second-line structure was created, the COPLAV, that assures the monitoring and support of the committees and the long-term management. This structure is quite new and has to be further supported in his activity and development. Together with the support of the municipality of Bierbeek, in , PROTOS and CEDIR have also constructed a waste water treatment plant. Even though the population now has access to drinking water, the health indicators remain threatening. The prevalence of parasitosis (infection disease caused by parasites) continues to be high (51,8% of the children), among other reasons this might be because of the lack of basic sanitary facilities (only 24% of the families) and ill-considered behaviour. 4. Objective a. General objective The project aims to an improvement of the living conditions of the population of the disadvantaged rural areas of Oña and Saraguro by ensuring a sustainable access to social basic services. b. Specific objective The program will realize a sustainable and equitable access to drinking water and basic sanitary facilities for people of the disadvantaged areas of the districts Oña and Saraguro, and this in the context of Integral Water Resources Management and decentralisation of the government. 5. Results over the entire duration of the program ) Concerning the access to drinking water and basic sanitation: At least people have gained access to drinking water; At least people have gained access to basic sanitation by the construction of facilities in 20 schools, training- and health centres and 175 families; 2) The water consumers have adapted their behaviour concerning the correct use of water, personal hygiene, protection of natural resources and gender; 3) The newly constructed and restored drinking water and sanitation infrastructure will be efficiently and transparently managed by the district governments, the water committees and the users with the support of public services and private operators; 4) Finally, the processes and management models as developed in this area will be documented, and the acquired experiences will be presented on regional and national waterfora to make a contribution to a better policy of the sector. ecobeton water technologies p 3 of 8 February 2010

Activities planned for 2010 The activities may be summarized as follows: Result 1: Access to drinking water and basic sanitary facilities in 2010 Realization and rehabilitation of drinking water infrastructure through a participative approach that will assume full responsibility for the planning and implementation of the infrastructure to the districts and the users. Finishing the systems that started in 2009: Tenta Centro (90 families), Rodeo-Molle (35 fam), Conchabon (20 fam). Start of the following systems: Toctepamba (45 fam), Tuchín (35 fam), Potrerillos (40 fam) and at the end of the year La Papaya (80 fam). Total beneficiaries: 345 families or 1725 people. Realization of basic sanitary infrastructure for 180 families and in 6 centres. Finishing the familial sanitary installation in Membrillo (30 fam), Gurudel (80 fam) Installation of familial sanitary facilities in Morasloma (70 fam) Total beneficiaries: 180 families or 900 people. Finishing the sanitary installations in the school of Urdaneta (255 students); Interventions in the schools of Tuchín, Conchabon and San Antonio (number of students is not yet precisely registered). Interventions in the health centres of Gurudel (120 fam) and La Papaya (80 fam). The familial basic sanitary facilities include a toilet, a sink and a shower with electrical head to warm the water (no unnecessary luxury in the high Andes...). The units are built near the houses and in an architecture that fits in the local context/landscape. Concerning waste water treatment, PROTOS is working on a document that describes our different experiences and that examines the used technologies, costs and their qualitative results. This document should allow us to formulate more clearly our vision on waste water, and to document better the kind of interventions that can be considered. Result 2: Concerning water use, hygiene, environment and gender Sensitization and training of the users around hygiene, maintenance, sustainable water use and gender. This sensitization occurs in the context of the planned interventions that will be realized by a step-by-step methodology (the 24 steps approach). Furthermore, somebody of the local community will be chosen to become the future operator of the system. He/she will be implemented from the start of the activities so that he/she will have a good knowledge of the system and to ensure the necessary training around management and maintenance. Moreover, a little manual will be compiled that includes indications about the maintenance of the specific system. Analysis of the water sources in collaboration with the users and the environmental services of the municipalities. Sensitization concerning environmental protection and execution of resource protecting measures. In the zone, an intermunicipal collaboration is formalized and quite active. It is a forum of 13 municipalities that share the same watershed basin, and who are setting up more and more activities around water basin management (inventories, outline a policy around protection areas, concrete protection works for resources,...). Result 3: Management structures concerning water and sanitation Establishing and legalizing representative drinking water committees; Training around administration, financial and accounting management, stock management, technical maintenance In Saraguro: ecobeton water technologies p 4 of 8 February 2010

5 In Oña: Establishment and reinforcement of a second-line management structure in collaboration with the municipal water services and the rural water committees. Elaboration of a global policy plan around drinking water and sanitation Consolidation of the existing second-line management structure COPLAV: training of personnel, increase in connected systems, support for planning, financial management, monitoring of the systems and services. Elaboration of a strategic business plan. Elaboration of a global policy plan around drinking water and sanitation on district level. Result 4: Documentation and lobbying Elaboration and application of a system for the periodic reporting of the progress. Establishing a global management plan concerning the drinking water and sanitation sector. Organization of mid-time consultation and reflection moments. Elaboration of documents concerning experiences and learned lessons. Participation in regional and national fora concerning water management and exchanging knowledge and positive experiences. Active following of the national policy and supplying information for lobbying. 7. Present status, external factors and preconditions: The project started in January In 2008 and 2009, the following actions were already realized: Drinking water systems were installed and/or rehabilitated in 8 villages; 5 from the systems were already finished at the end of As a result, people got access to drinking water. Interventions in basic sanitary facilities, for families in 3 villages (125 families) as well as for 3 schools (240 students). The interventions in schools were accompanied by a training program for the teachers (green schools) with an extension of the teaching package concerning water related themes (water, health, hygiene, and environment). In a first stage, 11 school of Oña participated: 42 teachers, good for 120 lessonhours. Together, the schools represent 600 students. In the project zone, there is an active contribution to the intermunicipal dynamics around water management (with for instance the inventory of water resources, concrete source protection, reflections about the creation of protection areas and communal laws). These actions are also inputs for the regional and national waterfora. The new constitution that was accepted in September 2008 in Ecuador is an important fact in the context of the activities of the project. By this constitution, water got an important position and the management of water was now further elaborated as a public-communal business. However, the elaboration from legislation to concrete rules is a long process wherein the necessary follow-up by and participation of the civil society is very important. ecobeton water technologies p 5 of 8 February 2010
