REVIEWER S NOTES: BlueOak Arkansas, LLC is located at 1024 Olhendorf Road, Osceola Arkansas. BlueOak Arkansas is an electrponic circuit board recycling facility. The facility submitted a De Minimis modification to install an indoor ash storage silo (SN-18a); an indoor ash hopper (SN-18b); an indoor silica sand & main tap slag storage silo (SN-19a); an indoor silica sand & main tap slag storage hopper (SN-19b); a thermal reduction unit (SN-20); a ball mill (SN-21); an induction furnace (SN-22); a Tundish preheater/ granulator (SN-23); a slag overflow preheater (SN-24); and two crucible re-melt furnaces (SN-25 & SN-26). This modification also addresses the installation and operation of up to four (4) 2,000 cubic feet per minute Torit dust collectors inside the main production building replacing the initially permitted control device (SN-02/03). Additionally, the facility has requested the replacement of fabric filter baghouse (SN-11) with high temperature ceramic filter. Additional changes to SN-11include the addition of a cyclone after the afterburner, redesign of internal natural gas burners that will result in a change in emissions, and an addition of a urea injection system to assist in the reduction of NO x emissions from the plasma furnace. Lastly, the facility has requested the replacement of a 250kW emergency engine with a 750 kw diesel-fired emergency engine (SN-14), replacement of a 1.0 MMBTU/hr ladle pre-heater with a 0.7MMBTU/hr natural gas fired ladle pre-heater (SN-12), and a larger baghouse (SN-13) to collect and recover fugitive dust from equipment to be installed to support the laboratory testing, as well as operations associated with the primary process line. Total allowable emission changes are tpy PM, tpy PM10, +0.7 tpy SO2, tpy CO, +5.4 tpy NOx, tpy Lead, +1.0 tpy Hydrochloric Acid, tpy Hydrogen Cyanide, and tpy Formaldehyde. 7. COMPLIANCE STATUS: The following summarizes the current compliance of the facility including active/pending enforcement actions and recent compliance activities and issues. There are no compliance issues at the time of this permit. 8. PSD APPLICABILITY:

Based on Department procedures for review of non-criteria pollutants, emissions of all other non-criteria pollutants are below thresholds of concern. 1 st Tier Screening (PAER) Estimated hourly emissions from the following sources were compared to the Presumptively Acceptable Rate (PAER) for each compound.
